The present document specifies the requirements for ultra-wideband Location Tracking equipment operating in all or part of the frequency range from 6 GHz to 9 GHz. The present document applies for indoor as well as portable or mobile outdoor applications. It covers ultra-wideband location tracking tags which are attached to people or objects and are tracked using a fixed receiver infrastructure to only receive the UWB emission by the tags. Equipment covered by the present document is fitted with an integral or dedicated antenna. The present document is intended to cover the provisions of article 3.2 of Directive 1999/5/EC [i.2] R&TTE Directive, which states that "... radio equipment shall be so constructed that it effectively uses the spectrum allocated to terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of article 3 of the R&TTE Directive may apply to equipment within the scope of the present document.

Overview

SIST EN 302 500-2 V2.1.1:2010 is a harmonized European standard developed by SIST and ETSI, focusing on electromagnetic compatibility and radio spectrum matters for short range devices (SRD) utilizing Ultra WideBand (UWB) technology. This standard specifically addresses location tracking equipment operating within the frequency range of 6 GHz to 9 GHz. It establishes the essential requirements under Article 3.2 of the R&TTE Directive (1999/5/EC), ensuring that radio equipment efficiently uses allocated spectrum and avoids harmful interference.

The standard applies to both indoor and outdoor portable or mobile applications, covering UWB location tracking tags attached to people or objects that are tracked by a fixed receiver infrastructure. Equipment within the scope may be fitted with integral or dedicated antennas.

Key Topics

  • Ultra WideBand (UWB) Technology: Guidance for equipment utilizing the wide frequency range from 6 GHz to 9 GHz for location tracking applications.
  • Electromagnetic Compatibility (EMC): Requirements for minimizing electromagnetic interference to ensure the safe and efficient operation of radio spectrum assets.
  • Essential Requirements (R&TTE Directive Article 3.2): Compliance to ensure that devices do not cause harmful interference and operate efficiently within allocated frequency bands.
  • Technical Specifications:
    • Maximum permissible levels for equivalent isotropically radiated power (e.i.r.p.) spectral density.
    • Requirements for transmitter and receiver performance, including spurious radiation limits.
    • Implementation of Indirect Detect-And-Avoid (DAA) for certain frequency sub-ranges.
  • Testing and Conformance: Outlines test procedures that manufacturers must follow for both transmitters and receivers to demonstrate compliance.
  • Operational Environments: Standard applicable across a range of environmental profiles, as declared by the manufacturer.

Applications

SIST EN 302 500-2 V2.1.1:2010 provides practical requirements for a variety of UWB location tracking solutions used across industries, including:

  • Asset Tracking: Accurate indoor and outdoor tracking of valuable equipment, tools, or shipments using UWB tags and fixed receivers.
  • Personnel Safety: Monitoring the real-time location of individuals in industrial sites, healthcare facilities, or event venues.
  • Logistics and Supply Chain: Optimizing inventory management with precise location data for goods in warehouses or during transportation.
  • Security Systems: Enhancing security through real-time tracking solutions for restricted areas or sensitive assets.
  • Smart Environments: Integration into smart building management systems for efficient space utilization and workflow optimization.

The requirements ensure robust operation in diverse and challenging radio environments, supporting the deployment of reliable and compliant UWB-based location tracking systems.

Related Standards

  • SIST EN 302 500-1 V2.1.1: Defines technical characteristics and methods of measurement for UWB location tracking equipment in the 6 GHz to 9 GHz range.
  • Directive 1999/5/EC (R&TTE Directive): European regulatory framework for radio equipment and telecommunications terminal equipment.
  • ECC/DEC/(06)04: ECC Decision on the harmonized conditions for devices using UWB technology in bands below 10.6 GHz.
  • ETSI TR 102 495-3: Technical characteristics for SRD equipment using UWB sensor technology for location tracking applications.

Practical Value

By adhering to this harmonized standard, manufacturers and integrators can ensure that their UWB location tracking equipment:

  • Aligns with European regulatory requirements for lawful market access and CE marking.
  • Minimizes interference risks, ensuring reliable operation alongside other radio services.
  • Supports international interoperability and market acceptance for UWB-based tracking solutions.

SIST EN 302 500-2 V2.1.1:2010 is fundamental for the development, testing, and deployment of compliant UWB location tracking systems, offering confidence in both regulatory compliance and technical performance.

Intellectual Property Rights
IPRs essential or potentially essential to the present document may have been declared to ETSI. The information
pertaining to these essential IPRs, if any, is publicly available for ETSI members and non-members, and can be found
in ETSI SR 000 314: "Intellectual Property Rights (IPRs); Essential, or potentially Essential, IPRs notified to ETSI in
respect of ETSI standards", which is available from the ETSI Secretariat. Latest updates are available on the ETSI Web
server (http://webapp.etsi.org/IPR/home.asp).
Pursuant to the ETSI IPR Policy, no investigation, including IPR searches, has been carried out by ETSI. No guarantee

server) which are, or may be, or may become, essential to the present document.
Foreword
This Harmonized European Standard (Telecommunications series) has been produced by ETSI Technical Committee
Electromagnetic compatibility and Radio spectrum Matters (ERM).
The present document is part 2 of a multi-part deliverable covering Short Range Devices (SRD) using
Ultra WideBand (UWB) technology; Location Tracking equipment operating in the frequency range from
6 GHz to 9 GHz, as identified below:
Part 1: "Technical characteristics and methods of measurement";
Part 2: "Harmonized EN covering the essential requirements of article 3.2 of the R&TTE Directive".
The present document has been produced by ETSI in response to a mandate from the European Commission issued
under Council Directive 98/34/EC [i.1] (as amended) laying down a procedure for the provision of information in the
field of technical standards and regulations.
The present document is intended to become a Harmonized Standard, the reference of which will be published in the
Official Journal of the European Communities referencing the Directive 1999/5/EC of the European Parliament and of
the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual
recognition of their conformity ("the R&TTE Directive") [i.2].
The requirements relevant to Directive 1999/5/EC [i.2] are summarised in annex A.

1 Scope
The present document specifies the requirements for ultra-wideband Location Tracking equipment operating in all or
part of the frequency range from 6 GHz to 9 GHz.
The present document applies for indoor as well as portable or mobile outdoor applications.
It covers ultra-wideband location tracking tags which are attached to people or objects and are tracked using a fixed
receiver infrastructure to only receive the UWB emission by the tags. Equipment covered by the present document is
fitted with an integral or dedicated antenna.
The present document is intended to cover the provisions of article 3.2 of Directive 1999/5/EC [i.2] R&TTE Directive,
which states that ". radio equipment shall be so constructed that it effectively uses the spectrum allocated to
terrestrial/space radio communications and orbital resources so as to avoid harmful interference".
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements
under other parts of article 3 of the R&TTE Directive may apply to equipment within the scope of the present
document.
NOTE: A list of such ENs is included on the web site http:
