Mandate M/495_AM3 concerns the third amendment to Mandate M/495, involving a technical update to Annex ? of the original mandate. It requests the European standardisation organisations CEN, CENELEC, and ETSI to develop standards in the field of electrical lamps and related equipment. This work supports the implementation of Commission Regulations 244/2009, 874/2012, and 1194/2012 on ecodesign requirements. The amendment aims to ensure harmonised standards that facilitate compliance with ecodesign criteria, improving energy efficiency and environmental performance of lighting products in the EU market. The mandate decision includes approval or disapproval within the CEN/BT C115/2013 resolution framework.
Purpose
The mandate M/495_AM3 concerns the third amendment to the original mandate M/495. The amendment involves a technical update related to the standardisation of electrical lamps and related equipment. This update supports the implementation of European Commission Regulations 244/2009, 874/2012, and 1194/2012, which pertain to ecodesign requirements for energy-related products in the lighting sector.
Standardisation request
This amendment requests CEN (European Committee for Standardization), CENELEC (European Committee for Electrotechnical Standardization), and ETSI (European Telecommunications Standards Institute) to develop, revise, or update harmonised standards in the field of electrical lamps and associated equipment. The objective is to ensure that standards adequately reflect current technical and regulatory needs as prescribed under the referenced Commission Regulations.
Expected deliverables
The deliverables expected from the standardisation bodies include updated or newly developed standards that support the conformity assessment and implementation of the mandated ecodesign requirements. The specifics of these deliverables are detailed in Annex ? of M/495, which outlines the technical details and scope of the standardisation work needed to comply with Regulations 244/2009, 874/2012, and 1194/2012.
Context
Ecodesign mandates like M/495_AM3 form part of the EU’s broader strategy to improve the environmental performance of energy-using products through the setting of mandatory minimum requirements. The relevant Commission Regulations set out ecodesign requirements specifically targeting the energy efficiency and environmental impact of electrical lamps and their associated equipment. The resolution CEN/BT C115/2013 reflects the formal approval or disapproval process related to this mandate amendment within the standardisation system.
This mandate covers the standardisation of electrical lamps and related equipment within the scope of the Ecodesign Directive. It involves technical updates concerning Commission Regulations 244/2009, 874/2012, and 1194/2012, focusing on improving energy efficiency and environmental impact of lighting products in the European market.

Frequently Asked Questions
A European Standardization Mandate is a formal request from the European Commission to the European Standardization Organizations (CEN, CENELEC, and ETSI) to develop European standards (ENs) in support of EU legislation and policies. Mandates are issued under Regulation (EU) No 1025/2012 and help ensure that products and services meet the essential requirements set out in EU directives and regulations.
M/495_AM3 is a European Standardization Mandate titled "Amendment No.3 to MI495 - Technical update (Annex ? of M/495) - Details of request to CEN, CENELEC and ETSI for Standardisation in the field of electrical lamps related equipment under Commission Regulations 244/2009, 874/2012 and 1194/2012". Amendment No.3 to MI495 - Technical update (Annex ? of M/495) - Details of request to CEN, CENELEC and ETSI for Standardisation in the field of electrical lamps related equipment under Commission Regulations 244/2009, 874/2012 and 1194/2012 There are 2 standards developed under this mandate.
Standards developed in response to a mandate and cited in the Official Journal of the European Union become "harmonized standards". Products manufactured in compliance with harmonized standards benefit from a presumption of conformity with the essential requirements of the corresponding EU directive or regulation, facilitating CE marking and market access across the European Economic Area.
