M/545 - Ecodesign - Computers & Server

Purpose

This mandate aims to support the implementation of Commission Regulation (EU) No 617/2013, which sets ecodesign requirements for computers and computer servers. The regulation stems from Directive 2009/125/EC of the European Parliament and of the Council, establishing a framework for setting ecodesign requirements for energy-related products. The goal is to improve the environmental performance of computers and servers by promoting energy efficiency and reducing environmental impact throughout their lifecycle.

Standardisation request

The European Commission requests the European standardisation organisations (CEN, CENELEC, and ETSI) to develop harmonised standards that will facilitate compliance with the ecodesign requirements set out in Regulation (EU) No 617/2013. These standards should address the technical specifications, testing methods, and verification procedures related to the energy consumption and other relevant environmental aspects of computers and computer servers.

Expected deliverables

The mandate expects the production of harmonised standards that:

• Define measurement methods for energy consumption of computers and servers.
• Specify ecodesign criteria to ensure improved energy efficiency.
• Provide testing and calculation methodologies consistent with the regulatory requirements.
• Support conformity assessment procedures relevant to the ecodesign regulation.

These deliverables will enable manufacturers, testing laboratories, and market surveillance authorities to apply consistent and reliable methods ensuring that products on the EU market meet the legal ecodesign requirements.

Context

The mandate is part of the EU’s broader strategy to enhance energy efficiency and environmental sustainability of energy-related products, contributing to climate and energy goals. Computer equipment represents a significant share of energy consumption in both residential and professional settings, and setting clear ecodesign standards supports reduction of energy use and associated emissions.

This standardisation request follows Directive 2009/125/EC framework legislation, which empowers the Commission to establish ecodesign requirements for various product groups through implementing regulations. The approval of this mandate (resolution reference CEN/BT C125/2015) ensures alignment between regulatory objectives and the work of European standardisation bodies.
