Ecodesign requirements for computers and computer servers
This European Standard provides methods to determine, by means of tests, measurements and/or calculations: - The energy consumption of desktop computers, integrated desktop computers and notebook computers in OFF mode, with Wake-on-LAN (when available) enabled and disabled; - The energy consumption of desktop computers, integrated desktop computers and notebook computers in other modes of operation, including low power state(s); - The lowest power state of desktop computers, integrated desktop computers and notebook computers; - The Discrete Graphics Card (dGfx) category, when applicable; - The internal power supply efficiency of desktop computers, integrated desktop computers, computer thin clients, workstations, small-scale servers and computer servers; - The availability and the behaviour of a power management function. NOTE The "Discrete Graphics Card" may not be a physically separate printed circuit board but any hardware providing graphics acceleration function. This European Standard also suggests methods to determine, when such information is not otherwise available from a trustable source: - The efficiency of the external power supply supplied with the computer, if applicable; - The noise level of desktop computers, integrated desktop computers, computer thin clients, workstations, small-scale servers and computer servers; - The minimum number of loading cycles that the batteries can withstand; - The total mercury content in the integrated display, when applicable. This European Standard additionally provides guidance on information to be provided by manufacturers under some Ecodesign programmes or regulations, including, when applicable: - The results of the above mentioned energy efficiency measurements; - Energy efficiency parameters calculated from the above measurements (e.g. the total energy consumption, based on a pre-defined duty cycle); - The external power supply efficiency; - The noise levels (the declared A-weighted sound power level) of the computer; - The minimum number of loading cycles that the batteries can withstand; - Whether internal batteries can be "accessed and replaced by a nonprofessional user", and whether the related text is present and legible on the external packaging; - User information on power management functionality; - The total mercury content in the integrated display. This European Standard applies to desktop computers, integrated desktop computers, notebook computers (including tablet computers, slate computers and mobile thin clients), desktop thin clients, workstations, mobile workstations, small-scale servers and computer servers, that can be powered directly from the mains alternating current (a.c.), including via an external or internal power supply. This European Standard does not cover blade systems and components, server appliances, multi-node servers, computer servers with more than four processor sockets, game consoles and docking stations. This European Standard may be applied to any type of computer and computer server not specifically excluded, regardless of its power demand.

La présente Norme européenne donne une méthode de détermination, par des essais, des mesures et/ou des calculs: - de la consommation d'énergie des ordinateurs de bureau, des ordinateurs de bureau intégrés et des ordinateurs portables en mode arrêt (OFF), avec la fonction Wake-on-LAN (le cas échéant) activée ou désactivée; - de la consommation d'énergie des ordinateurs de bureau, des ordinateurs de bureau intégrés et des ordinateurs portables dans les autres modes de fonctionnement, y compris dans un état à basse puissance; - du mode d'alimentation le plus bas des ordinateurs de bureau, des ordinateurs de bureau intégrés et des ordinateurs portables; - de la catégorie de carte graphique séparée (dGfx), le cas échéant; - du rendement de l'alimentation interne des ordinateurs de bureau, des ordinateurs de bureau intégrés, des clients légers informatiques, des stations de travail, des petits serveurs et des serveurs informatiques; - de la disponibilité et du comportement d'une fonction de gestion de la consommation d'électricité. NOTE La "carte graphique séparée" peut ne pas être une carte à circuit imprimé physiquement séparée, mais un matériel remplissant une fonction d'accélération graphique. Si ces informations ne sont pas par ailleurs disponibles auprès d'une source digne de confiance, la présente Norme européenne suggère également des méthodes de détermination: - du rendement de l'alimentation externe fournie avec l'ordinateur, le cas échéant; - du niveau de bruit des ordinateurs de bureau, des ordinateurs de bureau intégrés, des clients légers informatiques, des stations de travail, des petits serveurs et des serveurs informatiques; - du nombre minimal de cycles de chargement que les batteries peuvent supporter; - de la teneur totale en mercure de l'écran intégré, le cas échéant. La présente Norme européenne donne en outre les recommandations relatives aux informations à fournir par les fabricants dans le cadre de certains programmes ou règlements d'écoconception, y compris, le cas échéant: - Les résultats des mesures de l’efficacité énergétique mentionnées ci-dessus; - Les paramètres de l’efficacité énergétique calculés à partir des mesures ci-dessus (la consommation totale d'énergie, par exemple, reposant sur un cycle de service préalablement défini); - Le rendement de l'alimentation externe; - Les niveaux de bruit (niveau de puissance acoustique pondéré A déclaré) de l’ordinateur; - du nombre minimal de cycles de chargement que les batteries peuvent supporter; - Si "un utilisateur non professionnel peut accéder aux batteries internes et les remplacer", et si le texte correspondant est apposé de manière lisible sur l'emballage externe; - Les informations destinées à l'utilisateur relatives à la fonction de gestion de la consommation d'électricité; - La teneur totale en mercure de l'écran intégré. La présente Norme européenne s'applique aux ordinateurs de bureau, aux ordinateurs de bureau intégrés, aux ordinateurs portables (y compris les ordinateurs tablettes, les ordinateurs ardoises et les clients légers mobiles), aux clients légers de bureau, aux stations de travail, aux stations de travail mobiles, aux petits serveurs et aux serveurs informatiques, qui peuvent être alimentés directement par le courant alternatif (AC) du secteur, y compris par l'intermédiaire d'une alimentation externe ou interne. La présente Norme européenne ne couvre pas les systèmes et composants de type lame, les serveurs monofonctionnels, les serveurs multinœuds, les serveurs informatiques à plus de quatre connecteurs socles pour processeurs, les consoles de jeu et les stations d'accueil. La présente Norme européenne peut être appliquée à tous les types d'ordinateurs et de serveurs informatiques non spécifiquement exclus, quelle que soit sa demande en énergie.
Zahteve za okoljsko primerno zasnovo računalnikov in računalniških strežnikov
Ta evropski standard predpisuje metode, s katerimi se s pomočjo preskusov, merjenja in/ali izračunov določa:
– poraba energije namiznih računalnikov, integriranih namiznih računalnikov in prenosnih računalnikov v načinu OFF (izklop) z omogočeno in onemogočeno funkcijo Wake-on-LAN (prebujanje prek omrežja), če je ta na voljo;
– poraba energije namiznih računalnikov, integriranih namiznih računalnikov in prenosnih računalnikov v drugih načinih delovanja, vključno z načinom nizke porabe energije;
– stanje najnižje porabe namiznih računalnikov, integriranih namiznih računalnikov in prenosnih računalnikov;
– kategorija ločene grafične kartice (dGfx), kadar je to primerno;
– učinkovitost notranjega napajanja namiznih računalnikov, integriranih namiznih računalnikov, računalniških tankih odjemalcev, delovnih postaj, majhnih strežnikov in računalniških strežnikov;
– razpoložljivost in delovanje funkcije za upravljanje porabe energije.
OPOMBA: Ločena grafična kartica ni nujno fizično ločeno tiskano vezje, temveč katera koli strojna oprema, ki zagotavlja funkcijo pospeševanja grafike.
Ta evropski standard predlaga tudi metode, s katerimi se, če takšne informacije sicer niso na voljo iz zanesljivega vira, določa:
– učinkovitost zunanjega napajanja, ki jo ima računalnik, če je to ustrezno;
– raven hrupa namiznih računalnikov, integriranih namiznih računalnikov, računalniških tankih odjemalcev, delovnih postaj, majhnih strežnikov in računalniških strežnikov;
– najmanjše število ciklov polnjenja, ki jih lahko prenesejo baterije;
– skupna vsebnost živega srebra v integriranem zaslonu, kadar je to ustrezno.
Ta evropski standard dodatno zagotavlja smernice za informacije, ki jih morajo proizvajalci navesti v okviru nekaterih programov ali predpisov za okoljsko primerno zasnovo, kar vključuje naslednje informacije (kadar je to primerno):
– rezultati zgoraj navedenih meritev energetske učinkovitosti;
– parametri energetske učinkovitosti, izračunani iz zgornjih meritev (npr. skupna poraba energije na podlagi vnaprej določenega delovnega cikla);
– učinkovitost zunanjega napajanja;
– raven hrupa računalnika (deklarirana z ravnjo zvočne moči po lestvici A);
– najmanjše število ciklov polnjenja, ki jih lahko prenesejo baterije;
– ali lahko do notranje baterije »dostopa in jo zamenja uporabnik brez strokovnega znanja« ter ali je to besedilo prisotno in berljivo na zunanji embalaži;
– uporabniške informacije o funkciji upravljanja porabe energije;
– skupna vsebnost živega srebra v integriranem zaslonu.
Ta evropski standard se uporablja za namizne računalnike, integrirane namizne računalnike, prenosne računalnike (vključno s tabličnimi računalniki, tablicami brez tipkovnice in tankimi odjemalci za mobilne naprave), namizne tanke odjemalce, delovne postaje, mobilne delovne postaje, majhne strežnike in računalniške strežnike, ki jih je mogoče napajati neposredno na izmenični tok, vključno prek zunanjega ali notranjega napajalnika.
Ta evropski standard ne zajema sistemov rezin in komponent, strežniških naprav, strežnikov z več vozlišči, računalniških strežnikov z več kot štirimi priključki procesorja, igralnih konzol in priključnih postaj.

Introduction
A preparatory study carried out by the European Commission estimated the cost-efficient improvement
potential in the electricity consumption of computers between 2011 and 2020 at about 93 TWh, which
corresponds to 43 Mt of CO2 emissions, and in 2020 at between 12,5 TWh and 16,3 TWh, which corresponds
to 5,0-6,5 Mt of CO2 emissions. Consequently, computers constitute a product group for which Ecodesign
requirements have been established.
Since much of the energy-savings potential of desktop thin clients, workstations, small-scale servers and
computer servers is linked to the efficiency of their internal power supplies and since the technical
specifications of internal power supplies for these products are similar to those for desktop computers and
integrated desktop computers, the provisions on internal power supply efficiency set up for desktop computers
also apply to desktop thin clients, workstations, small-scale servers and computer servers.
While the focus is put on energy consumption, computer products (and energy-related products in general)
are expected to be designed in such a way to also preserve other resources.
The present European Standard provides a way to determine compliance of computers and computer servers
in scope of Commission Regulation (EU) N° 617/2013 with the applicable requirements through reliable,
