Standard Specification for Reclaimed Trichloroethylene

ABSTRACT
This specification covers the grades of trichloroethylene typically needed in various industries for noncritical applications such as in metal cleaning formulations. It may also be used as a reference document by purchasers or persons establishing in-house trichloroethylene recovery programs. The specimens are classified into three types: Type I – generally recognized for use in precision applications; Type II – for use in less-demanding precision applications; and Type III – may not be suitable for all applications. The three types of reclaimed trichloroethylene shall meet the specific gravity, nonvolatile residue, water content, assay percentage, 1,1,1 trichloroethane content, color in platinum-cobalt scale, appearance, acid acceptance, and acidity requirements.
SCOPE
1.1 This specification covers the grades of trichloroethylene2 typically needed in various industries for noncritical applications such as in metal cleaning formulations. It may be used as a reference document by purchasers or persons establishing in-house trichloroethylene recovery programs.
1.2 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

Overview

ASTM D5616-04(2022): Standard Specification for Reclaimed Trichloroethylene is an international standard developed by ASTM International. This specification defines the properties and performance criteria for reclaimed trichloroethylene (TCE) used primarily in noncritical industry applications, such as metal cleaning formulations. Developed in alignment with globally recognized standardization principles, ASTM D5616-04(2022) assists both purchasers and organizations establishing in-house trichloroethylene recovery or reclamation programs.

The standard classifies reclaimed TCE into three types according to purity and application suitability:

  • Type I: Suitable for precision applications
  • Type II: For less-demanding precision applications
  • Type III: For general applications where all criteria may not be necessary

Key Topics

ASTM D5616-04(2022) covers:

  • Three Grades of Reclaimed Trichloroethylene: Differentiated by specific gravity, purity, and contaminant limits for varying industrial requirements
  • Physical and Chemical Properties: Specification of limits for water content, nonvolatile residue, acidity, color (Platinum-Cobalt scale), and acid acceptance
  • Testing Methods: Reference to established ASTM test methods for consistent and reliable results, such as:
    • D2111 for specific gravity
    • D2109 for nonvolatile residue
    • D3401/D1064 for water content
    • D6806 for TCE assay and 1,1,1 trichloroethane content
    • D2108 for color measurement
    • D2942 for acid acceptance
    • D2989 for acidity
  • Regulatory Compliance: Packaging and labeling in accordance with US DOT and OSHA regulations to ensure safe handling and transportation
  • Visual Appearance: Specification that all types must be clear and free from suspended matter

Applications

Reclaimed trichloroethylene conforming to ASTM D5616-04(2022) is widely used in various industries where noncritical cleaning and degreasing are required. Key application areas include:

  • Metal Cleaning Formulations: Removal of oils, greases, and contaminants from metal parts in manufacturing and maintenance environments
  • Solvent Recovery Programs: Use as a benchmark for organizations aiming to recycle or reclaim trichloroethylene on-site, minimizing costs and environmental impact
  • General Industrial Cleaning: Suitable for less-demanding processes where high purity is not essential

This standard supports quality assurance in operations utilizing reclaimed solvents, ensuring consistent performance and compliance with regulatory frameworks.

Related Standards

For comprehensive management of reclaimed trichloroethylene and similar halogenated solvents, related ASTM standards and regulatory documents include:

  • ASTM D2108: Color of Halogenated Organic Solvents and Their Admixtures
  • ASTM D2111: Specific Gravity and Density of Halogenated Organic Solvents and Their Admixtures
  • ASTM D2109: Nonvolatile Matter in Halogenated Organic Solvents and Their Admixtures
  • ASTM D3401 / D1064: Water in Halogenated Organic Solvents and Their Admixtures
  • ASTM D2942: Acid Acceptance of Halogenated Organic Solvents (Nonreflux Methods)
  • ASTM D2989: Acidity-Alkalinity of Halogenated Organic Solvents and Their Admixtures
  • ASTM D6806: Analysis by Gas Chromatography
  • 29 CFR 1910.1200: OSHA Hazard Communication
  • 49 CFR Parts 100-199: US DOT Hazardous Materials Regulations

By adhering to ASTM D5616-04(2022) and related standards, organizations can ensure safe, effective, and responsible use of reclaimed trichloroethylene in their processes, contributing to operational efficiency and environmental compliance.
