SIGNIFICANCE AND USE
Water-blast cleaning with, (SSPC-TR2/NACE 6C 198) or without, (SSPC-SP 12/Nace No. 5) abrasive, results in flash rusting under some environmental conditions. Inhibitors are used to prevent flash rusting while drying and before coating application. The inhibitor or reaction products of the inhibitor on the substrate becomes part of the coating systems. Coating performance may be influenced by the inhibitor. Soluble contaminants or unreacted inhibitors left on the surface under the coating may cause premature failure. This practice includes a comparison of coating performance with and without inhibitors using various laboratory tests to simulate a range of conditions such as high moisture, marine atmospheric or water immersion.
The user or specifier must determine the specific test methods to be used and exposure conditions. Some test methods referenced may not be applicable to all types of coatings.
SCOPE
1.1 This practice covers procedures to evaluate the compatibility of coatings with inhibitors used with water-blast cleaning surface preparation with or without abrasive to prevent flash rusting of steel prior to application of coatings.
1.2 The manufacturer of the coatings shall be consulted to ensure compatibility of inhibitors with the coatings.

SIGNIFICANCE AND USE
3.1 The lining test described in 6.2 may be used to evaluate the chemical resistance characteristics of coating systems for lining surfaces of tanks, vessels and similar facilities used in Coating Service Level I and II applications in a nuclear power plant. SCOPE
1.1 This test method establishes procedures for the evaluation of the chemical resistance of coatings and linings for use in Coating Service Level I and II applications in nuclear power plants.  
1.2 This test method is intended to be used as a screening test to evaluate coatings and linings on steel and concrete substrates.  
1.3 This test method addresses two exposure intervals:
(1) Short Term (Typically 5 days): Such exposures are primarily applicable for coatings exposed to chemical splash or spill.
(2) Long Term (Typically 180 days): Such exposures are primarily applicable for linings exposed to continuous or near-continuous chemical immersion.

SIGNIFICANCE AND USE
4.1 This test method is designed to provide a uniform test to assess the suitability of coatings, used in nuclear power facilities, under radiation exposure for the life of the facilities, including radiation during a DBA (Coating Service Level I areas only). Specific plant radiation exposure may exceed or be less than the amount specified in 7.2 of this standard. Standard Test Method for Evaluating Coatings Used in Light-Water Nuclear Power Plants at Simulated Design Basis Accident (DBA) Conditions

SIGNIFICANCE AND USE
4.1 This test method is designed to provide a uniform test to determine the suitability of Coating Service Level 1 coatings used inside primary containment of light-water nuclear facilities under simulated DBA conditions. This test method is intended only to demonstrate that under DBA conditions, the coatings will remain intact and not form debris which could unacceptably compromise the operability of engineered safety systems. Deviations in actual surface preparation and in application and curing of the coating materials from qualification test parameters require an engineering evaluation to determine if additional testing is required.

4.3 Use of this standard is predicated on the testing facility having a quality assurance program acceptable to the licensee.
SCOPE
1.1 This test method establishes procedures for evaluating protective coating systems test specimens under simulated DBA conditions. Included are a description of conditions and apparatus for temperature-pressure testing, and requirements for preparing, irradiating, testing, examining, evaluating, and documenting the samples.  
1.2 Consideration should be given to testing using worst case conditions (for example, surface preparation, temperature and pressure profile, irradiation, spray chemistry, chemical resistance, etc.) in an effort to reduce the number of tests required by changing plant accident calculations, changes in coating selection, etc.

Standard Guide for Qualification Testing of Coatings Used in Coating Service Level I in Nuclear Power Plants

SIGNIFICANCE AND USE
4.1 This guide presents concise guidance and approach to developing a test document for qualifying a coating for CSLI service, whether a new or existing coating. Guidance for evaluating existing qualification test data for applicability is presented in Guide D8104.  
4.2 The requirements for qualification testing can be found in Quality Assurance Criteria III (Design Control), IX (Control of Special Processes), and XI (Test Control) of 10 CFR 50, Appendix B, as implemented, respectively, by Requirements III, IX, and XI of NQA-1. A test document developed per this guide is intended to be compliant with these requirements.  
4.3 This guide implements the guidance provided in Guide D5144 for qualification of coatings for use in CSLI service. Additional guidance is provided in Regulatory Guide 1.54, Revisions 0 through 3, as may be invoked by the licensee.  
4.4 For plants with a license basis that predates the requirements of ANSI N5.12 and N101.2, this guide also is applicable. For these plants, the coatings or coating systems may be designated as acceptable, rather than qualified.  
4.5 All qualification testing shall comply with the licensee’s approved quality assurance program.
SCOPE
1.1 This guide provides an approach to identifying the need for and development of a test document to qualify coatings for Coating Service Level I (CSLI) service in nuclear power plants.  
1.2 It is the intent of this guide to provide a recommended basis for establishing a coatings qualification test document, not to mandate a singular basis for all test documents. Variations or simplifications of the process described in this guide may be appropriate for any given operating or new construction nuclear power plant depending on its licensing commitments.

SIGNIFICANCE AND USE
4.1 Metameric color matches result from the use of different colorants (pigments, dyes, and the like) in achieving the same color match. Usually, the purchaser requires that the color match be nonmetameric; this practice permits this requirement to be quickly tested in both field and laboratory. 4.1 Surfactant staining is a common problem with exterior house paints, particularly when subjected to humid environments (such as morning dew) shortly after application.

Standard Test Method for Identification and Quantification of Lead in Paint and Similar Coating Materials using Energy Dispersive X-ray Fluorescence Spectrometry (EDXRF)

SIGNIFICANCE AND USE
5.1 This test method provides for analysis of Pb in applied paint using measurement times on the order of several minutes. It can be used to determine whether the sample of applied paint has an areal mass of Pb either substantially less than a specification limit, and therefore does not exceed it, or substantially above the specified limit, and therefore exceeds it.  
5.2 If the value obtained with this test method falls close to a specification limit, a more precise test method may be required to positively determine whether Pb content does or does not exceed the specified limit.
SCOPE
1.1 This test method describes an energy dispersive X-ray fluorescence (EDXRF) procedure for determining the areal mass of Pb in mass per unit area in paint and similar coatings on common substrates of toys and consumer products, such as plastic, wood, steel, aluminum, zinc alloys or fabric.  
1.2 This test method is applicable for homogeneous, single layer paint or similar coatings. The method does not apply to metallic coatings.  
1.3 This test method is applicable for a range of Pb mass per unit area from 0.36 μg/cm2 to approximately 10 μg/cm2 for Pb in paint and similar coatings applied on common substrates. The lower limit of this test method is between 0.36 and 0.75 μg/cm2 depending on the nature of the substrate. Based on the results obtained during the interlaboratory study (ASTM Report F40-1004), it is estimated that the applicable range of this method can be extended up to 50 μg/cm2.

Typical test time for quantification of Pb in homogenous samples is 1 to 3 min; and typical test time for quantification of Pb in paint is 4 to 8 min.
SCOPE
1.1 This test method uses energy dispersive X-ray fluorescence (EDXRF) spectrometry for detection and quantification of lead (Pb) in paint layers, similar coatings, or substrates and homogenous materials. The following material types were tested in the interlaboratory study for this standard test method: ABS plastic, polyethylene, polypropylene, PVC, glass, zinc alloy, wood, and fabric.  
1.2 This technique may also be commonly referred to as High Definition X-ray Fluorescence (HDXRF) or Multiple Monochromatic Beam EDXRF (MMB-EDXRF).  
1.3 This test method is applicable for the products and materials described in 1.1 for a Pb mass fraction range of 14 to 1200 mg/kg for uncoated samples and 30 to 450 mg/kg for coated samples, as specified in Table 1 and determined by an interlaboratory study using representative samples  
1.4 Ensure that the analysis area of the sample is visually uniform in appearance and at least as large as the X-ray excitation beam at the point of sample excitation.  
1.5 For coating analysis, this test method is limited to paint and similar coatings. Metallic coatings are not covered by this test method.  
1.6 X-ray Nomenclature—This standard names X-ray lines using the IUPAC convention with the Siegbahn convention in parentheses.  
1.7 There are no known ISO equivalent methods to this standard.
