Open data communication in building automation, controls and building management - Home and building electronic system - Part 1: Product and system requirements

This document specifies, as for Home or Building Electronic Systems (HBES) for the domain of Building Automation and Control System Application and Building Management (BACS), common rules for a class of multi-application bus systems where the functions are decentralised and linked through a common communication process. This document specifies the basic requirements for products and systems. The requirements can also apply to the distributed functions of any equipment connected in a home or building control system if no specific standard exists for this equipment or system.
Due to its reference to the EN 50090 series, this document establishes requirements for the BACS area in relation to Architecture and Hardware and Application and Communication of systems based on HBES amongst other areas, and specifies the basic requirements for interoperability (between products and systems).

Overview

EN 13321-1:2021 - Open data communication in building automation, controls and building management (Home and Building Electronic System, Part 1: Product and system requirements) defines the baseline product and system requirements for Home and Building Electronic Systems (HBES) used in Building Automation and Control System applications (BACS). It targets multi-application bus systems where decentralized functions are linked via a common communication process and establishes basic rules for interoperability between products and systems.

Key topics and requirements

  • Scope and system model: Applies to HBES/BACS multi-application bus systems and to distributed functions of equipment connected to a building control system when no specific standard exists.
  • Interoperability: Sets basic requirements to ensure multi-vendor devices and systems can interwork within a common communication process.
  • Architecture & hardware: Establishes requirements related to system architecture and hardware design consistent with HBES principles.
  • Application & communication: Covers application-level and communication aspects for decentralized functions on shared bus systems.
  • Safety and environmental considerations: Requires conformity with environmental conditions and functional safety expectations by referring to the EN 50491 series.
  • EMC and electrical safety: Requires compliance with electromagnetic compatibility (EMC) and electrical safety rules referenced via EN 50491 parts and EN IEC 63044-3.
  • Normative references: Relies on the EN 50090 series (HBES), EN 50491 (environmental, safety and EMC requirements), EN 63044-1 (general HBES/BACS requirements) and EN IEC 63044-3 (electrical safety).

Practical applications and users

Who uses EN 13321-1:2021:

  • System designers and integrators specifying BACS/HBES solutions
  • Product manufacturers developing bus-enabled devices for building automation
  • Electrical and controls engineers responsible for installation and commissioning
  • Facility managers and building owners seeking interoperable, multi-vendor systems
  • Regulatory and compliance teams mapping products to EU directives (e.g., Construction Products Regulation, Energy Performance of Buildings Directive)

Practical benefits:

  • Enables open data communication and vendor-neutral integration across lighting, HVAC, access control, energy management and other building services
  • Promotes installer-friendly and scalable systems through standardized architecture and communication practices
  • Supports compliance with EMC, environmental and functional safety requirements via referenced EN standards
  • Facilitates gateways between transmission media and public networks for smart building applications

Related standards
