Sustainability of construction works - Assessment of environmental performance of buildings - Requirements and guidance

This document specifies the calculation method, based on Life Cycle Assessment (LCA) and other quantified environmental information, to assess the environmental performance of a building and its site, and gives the means for the reporting and communication of the outcome of the assessment. The standard is applicable to new and existing buildings and refurbishment projects.
The document gives:
-   the description of the object of assessment,
-   the system boundary that applies at the building level,
-   the procedure to be used for the inventory analysis,
-   the list of indicators and procedures for the calculation of these indicators,
-    demand for information concerning environmental impacts and aspects at the local environment level (including emissions to indoor air),
-   demand for information concerning building generated energy reporting and design for circularity as technical characteristics that support environmental performance,
-   the requirements for the data necessary for the calculation, and
-   the requirements for presentation of the results in reporting and communication.
The approach to the assessment covers all stages of the building life cycle and is based on data obtained from Environmental Product Declarations (EPD), their “information modules” (EN 15804:2012+A2:2019) and other data and information necessary and relevant for carrying out the assessment. The assessment includes all building related construction products, processes and services, used over the life cycle of the building.
Methodologies for and approaches to the interpretation and the making of value judgments of the results of the assessment are not within the scope of this document.
NOTE 1   This document provides system boundaries, calculation rules and indicators to compile and assess the life cycle inventory and life cycle environmental impacts of buildings.
NOTE 2   The document also provides the methodological basis and assessment rules to support the achievement of environment related macro objectives in Europe and instruments such as the European reporting framework Level(s). More information can be found at Level(s) (europa.eu).

Nachhaltigkeit von Bauwerken - Bewertung der Umweltleistung von Gebäuden - Anforderungen und Anleitungen

Dieses Dokument legt ein auf der Ökobilanz (LCA, en: life cycle assessment) und anderen quantifizierten Umweltdaten basierendes Berechnungsverfahren zur Bewertung der umweltbezogenen Qualität eines Gebäudes und seines Standortes fest und gibt Hilfsmittel für die Berichterstattung und Übermittlung des Bewertungsergebnisses an. Diese Norm ist anwendbar für Neubauten und bestehende Gebäude sowie für Modernisierungsprojekte.
Dieses Dokument enthält:
-   die Beschreibung des Betrachtungsgegenstandes;
-   die auf Gebäudeebene geltende Systemgrenze;
-   das für die Sachbilanz anzuwendende Verfahren;
-   die Liste von Indikatoren und die Verfahren zur Berechnung dieser Indikatoren;
-   den Informationsbedarf hinsichtlich Umweltauswirkungen und -aspekte auf lokaler umweltbezogener Ebene (einschließlich Emissionen in die Raumluft);
-   den Informationsbedarf hinsichtlich der Berichterstattung über die im Gebäude erzeugte Energie und die Auslegung in Bezug auf die Kreislauffähigkeit als technische Merkmale und Eigenschaften zur Unterstützung der umweltbezogenen Qualität;
-   die Anforderungen an die für die Berechnung benötigten Daten; und
-   die Anforderungen an die Darstellung der Ergebnisse bei der Berichterstattung und Übermittlung.
Der Bewertungsansatz deckt alle Phasen des Gebäudelebenszyklus ab und basiert auf den aus Umwelt-produktdeklarationen (EPD, en: Environmental Product Declarations) entnommenen Daten, ihren „Informationsmodulen“ (EN 15804:2012+A2:2019) und sonstigen Daten und Informationen, die für die Durchführung der Bewertung erforderlich und maßgebend sind. Die Bewertung schließt alle gebäudebezogenen Bauprodukte, -prozesse und -dienstleistungen mit ein, welche im gesamten Lebenszyklus des Gebäudes genutzt werden.
Verfahren und Ansätze zur Auslegung und Beurteilung der Bewertungsergebnisse fallen nicht in den Anwendungsbereich dieses Dokuments.
ANMERKUNG 1   Dieses Dokument enthält Systemgrenzen, Regeln für die Berechnung und Indikatoren für die Erstellung und Bewertung der Sachbilanz und der Umweltauswirkungen des Gebäudes während seines Lebenszyklus.
ANMERKUNG 2   Das Dokument enthält außerdem die methodische Grundlage und die Bewertungsregeln, um das Erreichen von umweltbezogenen Makrozielen in Europa und Instrumente wie Level(s), dem europäischen Rahmen zur Berichterstattung, zu unterstützen. Contribution des ouvrages de construction au développement durable - Évaluation de la performance environnementale des bâtiments - Exigences et recommandations

Le présent document fournit la méthode de calcul reposant sur l’analyse du cycle de vie (ACV) et d’autres informations environnementales quantifiées, qui permet d’évaluer la performance environnementale d’un bâtiment et de sa parcelle, et indique comment élaborer le rapport et communiquer le résultat de cette évaluation. La norme s’applique aux bâtiments neufs et aux bâtiments existants, ainsi qu’aux projets de réhabilitation.
Le présent document fournit :
-   la description de l’objet de l’évaluation ;
-   la frontière du système qui s’applique au niveau du bâtiment ;
-   la procédure à suivre pour l’analyse de l’inventaire ;
-   la liste des indicateurs et des procédures de calcul de ces indicateurs ;
-    la demande d’informations concernant les impacts et aspects environnementaux au niveau de l’environnement local (y compris les émissions dans l’air intérieur) ;
-   la demande d’informations concernant le reporting de l’énergie produite par le bâtiment et la conception en faveur de l’économie circulaire en tant que caractéristiques techniques qui favorisent la performance environnementale ;
-   les exigences relatives aux données nécessaires pour réaliser le calcul ; et
-   les exigences relatives à la présentation des résultats dans le cadre de la communication.
La méthode d’évaluation couvre toutes les phases du cycle de vie d’un bâtiment et repose sur les données obtenues à partir des Déclarations Environnementales sur les Produits (DEP), de leurs « modules d’informations » (EN 15804:2012+A2:2019) et des autres informations nécessaires en rapport avec l’évaluation. L’évaluation comprend tous les produits de construction, les processus et les services en rapport avec le bâtiment, sur l’ensemble de son cycle de vie.
Les méthodologies et les approches relatives à l’interprétation des résultats de l’évaluation et à la formulation de jugements de valeur sur ces résultats n’entrent pas dans le domaine d’application du présent document.
NOTE 1   Le présent document fournit les frontières du système, des règles de calcul et des indicateurs permettant de compiler et d’évaluer l’inventaire du cycle de vie et les impacts environnementaux du cycle de vie des bâtiments.

This document (prEN 15978:2024) has been prepared by Technical Committee CEN/TC 350
“Sustainability of construction works”, the secretariat of which is held by AFNOR.
This document is currently submitted to the CEN Enquiry.
This document will supersede EN 15978:2011.
In relation to EN 15978:2011, the following changes have been made:
— Environmental impact indicators have been aligned with EN 15804+A2;
— prEN 15978 has been aligned with EN 15643 regarding modules A0, B8 and D1 and D2;
— Use of baseline and future prospect scenarios have been described;
— Requirements and recommendations have been provided for different design stages;
— Existing and forthcoming national and EU regulations have been taken into account in the
requirements written in prEN 15978, e.g. decarbonation of energy production;
— System boundaries of module B7 “Operational Water Use” (B7.1, B7.2 and B7.3) have been provided
in a detailed way similar to module B6 “Operational Energy Use” (B6.1, B6.2 and B6.3);
— The assignment of activities between B4 (Replacement) and B5 (Refurbishment) has been clarified;
— Two approaches for the reporting of building generated energy have been described in Clause 7 and
Annex A to improve transparency:
— Approach A as in EN 15978:2011 and
— Approach B where a proportion of the embodied impacts of the energy production appliances
that export energy are outside the system boundary of the building together with their
