Foreword
This document (CR 10317:2002) has been prepared by Technical Committee CEN/TC 20 "Methods of chemical
analysis of ferrous products", the secretariat of which is held by SIS.
1 Introduction
In accordance with the definition in ISO Guide 30:1992 (Terms and definitions used in connection with reference
materials) the Certified Reference Materials (CRMs) described in this CEN Report are ”homogeneous materials or
substances, one or more of whose property values are certified by a procedure which establishes its traceability to
an accurate realization of the unit in which the property values are expressed, and for which each certified value is
accompanied by an uncertainty value at a stated level of confidence.” Furthermore, they are accompanied by a
certificate issued by the producing organisation on behalf of the Co-ordinating Committee (COCOR) of ECISS after
approval by the participating laboratories and the producing organisations [France - Institut de Recherches de la
Sidérurgie Française (IRSID), Centre Technique des Industries de la Fonderie (CTIF); Germany - Iron and Steel
CRM Working Group (AGZRM) comprising Bundesanstalt für Materialforschung und -prüfung (BAM), Max-Planck-
Institut für Eisenforschung (MPI), Verein Deutscher Eisenhüttenleute (VDEh); Sweden - Nordic CRM Working
Group, (NCRMWG) comprising Swedish Institute for Metals Research and Jernkontoret; United Kingdom - Bureau
of Analysed Samples Limited (BAS)].
They may therefore be used for the following purposes:
- to establish the validity of a new analytical method;
- to control the accuracy of execution of an analysis;
- to calibrate analytical instruments which cannot be calibrated with primary substances;
- to establish values for secondary reference materials.
The use of CRMs is recommended to check the correct application of standard methods of analysis.
Since 1968 EURONORM-CRMs have been analysed by laboratories in most countries in the European Union (EU)
or former European Community (EC). Pending their eventual replacement by EURONORM-CRMs, a number of
former national CRMs prepared, analysed and certified by laboratories in Germany, France and the United
Kingdom respectively, were accepted as EURONORM-CRMs after their accuracy had been checked by other
European laboratories. This procedure ceased in 1990.
EURONORM-CRMs are classified into the following categories:
- Cast and wrought materials: irons, steels, special alloys and ferro-alloys;
- Non-metallic materials: raw materials (ores, concentrates, additives and refractories) and by-products (slags,
dusts and similar materials).
In each case there is a brief description of the method of sample preparation.
This information is followed by a list of all the laboratories which have participated in the certification analysis of
these EURONORM-CRMs and then a list of the producers or their distributors.
The certification of these EURONORM-CRMs requires a considerable amount of analytical work. This is carried out
with the collaboration of numerous laboratories (producers, users and government laboratories) in close liaison with
standardizing bodies in the European countries.
Each EURONORM-CRM is analysed by approximately 20 laboratories in Europe. At present laboratories from the
following countries participate in the analyses: Austria, Belgium, Denmark, Finland, France, Germany, Ireland, Italy,
Luxembourg, the Netherlands, Norway, Spain, Sweden and the United Kingdom. Each laboratory is requested to

analyse the elements to be determined four times on separate portions of the sample using a reference method of
its choice.
A statistical evaluation is carried out on all the individual values obtained for each element in order to confirm that
they are distributed normally about the overall mean and to identify any outlying values. It is a normal condition for
certification of all elements or constituents that, after elimination of statistical outliers, there remain at least 14
acceptable mean values. In certain cases, for instance relating to elements or constituents which are difficult to
analyse, or where their contents are very low (less than 10 mm/g), the minimum number of acceptable mean values
to enable certification may be reduced to 10.

t is the Student's value at the desired probability with n-1 degrees of freedom.
The finely divided EURONORM-CRMs are supplied in glass bottles containing 100 g. These are annotated by the
suffix “(C)”.
Some EURONORM-CRMs are also available in the form of solid discs normally approximately 38 mm in diameter x
25 mm to 30 mm thick. These are annotated by the suffix ”(D)”.
Each sample is packed in a cardboard carton of different colour according to the producer, as follows:
BAM (Germany): White
BAS (UK): Blue
CTIF (France): Salmon
IRSID (France): Green
NCRMWG (Sweden): Yellow
Certificates for BAS, CTIF, IRSID and NCRMWG samples are placed in the carton, together with the sample, and
the BAM certificates are sent separately.
1.1 Classification of EURONORM-CRMs
EURONORM-CRMs, prepared under the auspices of ECISS, are grouped into the following categories:
From 001 to 099 - high purity irons and unalloyed steels:
Normally no element has a mass content greater than the limit values in the following list:
- silicon, limit value 1,0 %
- manganese, limit value 1,5 %
- chromium and nickel, limit value for each 0,5 %
- cobalt, copper and tungsten, limit value for each 0,3 %

- other elements, limit value for each 0,10 %
- boron, carbon, phosphorus, lead and sulphur, no limit value.
From 101 to 199 - alloy steels:
The content of one or more elements is greater than the limit for unalloyed steels but none exceeds 5 %. The sum
of these alloying elements remains under 10 %.
From 201 - 299 - highly alloyed steels:
The content of one or more elements is greater than 5 % or the sum of all these alloying elements is at least 10 %.
Nevertheless the iron content will normally be greater than 50 %.
From 301 to 399 - special alloys:
The iron content is less than 50 %.
From 401 to 499 - pig irons and cast irons:
From 501 to 599 - ferro-alloys:
