Plastics piping systems for the supply of gaseous fuels - Polyethylene (PE) - Part 7: Guidance for the assessment of conformity

This Technical Specification gives guidance for the assessment of conformity of compounds, products, joints and assemblies in accordance with the applicable part(s) of EN 1555 intended to be included in the manufacturer’s quality plan as part of the quality management system and for the establishment of certification procedures.
It is recommended that the quality management system conforms to or is no less stringent than the relevant requirements to EN ISO 9001 [2].
NOTE 1   If certification is involved, the certification and inspection body is preferably compliant with EN 45011 [3], EN 45012 [4] or EN ISO/IEC 17020 [5], as applicable.
In conjunction with Parts 1 to 5 of EN 1555 (see Foreword), this Technical Specification is applicable to polyethylene (PE) plastics piping systems for the supply of gaseous fuels. It is applicable to PE pipes, fittings, and valves, their joints and to joints with components of other materials intended to be used under the following conditions:
a)   a maximum operating pressure, MOP, up to and including 10 bar );
b)   an operating temperature of 20 °C as reference temperature.
NOTE 2   For other operating temperatures, derating coefficients can be used; see EN 1555-5.
For mechanical fittings conforming to ISO 10838-1 [6], ISO 10838-2 [7] or ISO 10838-3 [8], as applicable, guidance for assessment of conformity is not given in this part of EN 1555. When requested, a quality plan based on the tests mentioned in ISO 10838-1 [6], ISO 10838-2 [7] or ISO 10838-3 [8], as applicable, should be set up in agreement between user and manufacturer.
EN 1555 covers a range of maximum operating pressures and gives requirements concerning colours and additives.
NOTE 3   It is the responsibility of the purchaser or specifier to make the appropriate selections from these aspects, taking into account their particular requirements and any relevant national regulations and installation practices or codes.

Kunststoff-Rohrleitungssysteme für die Gasversorgung - Polyethylen (PE) - Teil 7 : Empfehlungen für die Beurteilung der Konformität

Diese Technische Spezifikation enthält Leitlinien für die Bewertung der Konformität von Formmassen, Erzeugnissen, Verbindungen und Bauteilkombinationen in Übereinstimmung mit dem (den) zutreffenden Teil(en) von EN 1555, der (die) dazu vorgesehen ist (sind), als Bestandteil des Qualitätssicherungssystems und zur Einführung von Zertifizierungsverfahren in den Qualitätsplan des Herstellers einbezogen zu werden.
Als Empfehlung gilt, dass das Qualitätssicherungssystem entweder die einschlägigen Anforderungen von EN ISO 9001 [2] oder mindestens gleich strenge Anforderungen erfüllen sollte.
ANMERKUNG 1 Falls eine Zertifizierung durchgeführt wird, sollte(n) die Zertifizierungs- und Überwachungsstelle(n) vorzugsweise der zutreffenden Norm EN 45011 [3], EN 45012 [4] oder EN ISO/IEC 17020 [5] entsprechen.
Zusammen mit den Teilen 1 bis 5 der EN 1555 (siehe Vorwort) gilt diese Technische Spezifikation für Kunststoff-Rohrleitungssysteme aus Polyethylen (PE) für die Gasversorgung. Es gilt für Rohre, Formstücke und Armaturen aus PE, deren Verbindungen untereinander sowie für Verbindungen mit Rohrleitungsteilen aus anderen Werkstoffen, die für den Einsatz unter den folgenden Bedingungen vorgesehen sind:
a) der maximal zulässige Betriebsdruck, MOP, beträgt nicht mehr als 10 bar1);
b) es gilt eine Betriebstemperatur von 20 °C als Bezugstemperatur.
ANMERKUNG 2 Für andere Betriebstemperaturen können Minderungsfaktoren verwendet werden, siehe EN 1555-5.
Für Formstücke für mechanische Verbindungen, die der zutreffenden Norm ISO 10838-1 [6], ISO 10838-2 [7] oder ISO 10838-3 [8] entsprechen, sind in diesem Teil von EN 1555 keine Empfehlungen für die Konformitäts-bewertung enthalten. Wird eine solche Bewertung gefordert, sollte im Einvernehmen zwischen Anwender und Hersteller ein Qualitätssicherungsplan erstellt werden, der auf den in der zutreffenden Norm ISO 10838-1 [6], ISO 10838-2 [7] oder ISO 10838-3 [8] genannten Prüfungen basiert.
EN 1555 deckt einen Bereich maximal zulässiger Betriebsdrücke ab und legt Anforderungen an die Einfär-bung von Rohrleitungsteilen sowie die Verwendung von Zusatzstoffen fest.
ANMERKUNG 3 Der Käufer bzw. Auftraggeber ist unter Berücksichtigung der eigenen Anforderungen sowie der gelten-den nationalen Festlegungen und Verlegepraktiken oder -vorschriften für die entsprechende Auswahl dieser Kriterien verantwortlich.

La présente Spécification technique fournit un guide pour l’évaluation de la conformité des compositions, produits, assemblages et montages conformes à la partie (aux parties) applicable(s) de l’EN 1555, destiné à être inclus dans le plan qualité du fabricant dans le cadre du système de management de la qualité et pour l’établissement de procédures de certification.
Il est recommandé que le système de management de la qualité soit conforme aux exigences pertinentes de l’EN ISO 9001 [2] ou au moins aussi strict que ces exigences.
NOTE 1   En cas de certification, il est recommandé que l’organisme de certification et de contrôle soit de préférence en conformité avec l’EN 45011 [3], l’EN 45012 [4] ou l’EN ISO/CEI 17020 [5], suivant le cas.
Conjointement avec les Parties 1 à 5 de l’EN 1555 (voir l’Avant-propos), la présente Spécification technique s’applique aux systèmes de canalisations en polyéthylène (PE) pour la distribution de combustibles gazeux. Elle s’applique aux tubes, raccords et robinets en PE, à leurs assemblages et à leurs assemblages avec des composants en d’autres matières, destinés à être utilisés dans les conditions suivantes :
a)   une pression maximale de service, MOP, jusqu’à et y compris 10 bar  ) ;
b)   une température de service de 20 °C comme température de référence.
NOTE 2   Pour d’autres températures de service, des facteurs de réduction peuvent être utilisés ; voir l’EN 1555 5.
Pour les raccords mécaniques conformes à l’ISO 10838 1 [6], l’ISO 10838 2 [7] ou l’ISO 10838 3 [8], suivant le cas, le guide pour l’évaluation de la conformité n’est pas donné dans cette partie de l’EN 1555. Si cela est nécessaire, il convient qu’un plan qualité basé sur les essais mentionnés dans l’ISO 10838 1 [6], l’ISO 10838 2 [7] ou l’ISO 10838 3 [8], suivant le cas, soit établi d’un commun accord entre l’utilisateur et le fabricant.
L’EN 1555 concerne une gamme de pressions maximales de service et donne les exigences concernant la couleur et les additifs.
NOTE 3   Il est de la responsabilité de l’acheteur ou du prescripteur de faire le choix approprié de ces différents aspects, en prenant en compte les exigences particulières et les réglementations nationales correspondantes ainsi que les pratiques ou codes de pose.

Ta tehnična specifikacija vsebuje navodila za ugotavljanje skladnosti materialov, izdelkov, spojev in sestavov z ustreznimi deli standarda EN 1555, ki naj bi se vključila v poslovnik kakovosti proizvajalca kot del sistema vodenja kakovosti, vsebuje pa tudi navodila za vzpostavitev postopka certificiranja. Priporoča se, da je sistem vodenja kakovosti skladen s standardom EN ISO 9001 [2] oziroma da ni manj strog od ustreznih zahtev iz tega standarda. OPOMBA 1: Pri certificiranju se priporoča, da je certifikacijski in inšpekcijski organ akreditiran v skladu s standardom EN 45011 [3], EN 45012 [4] ali EN ISO/IEC 17020 [5]. V povezavi z deli od 1 do 5 standarda EN 1555 (glej Predgovor) se ta tehnična specifikacija uporablja za polietilenske (PE) cevne sisteme iz polimernih materialov za oskrbo s plinastimi gorivi. This Technical Specification (CEN/TS) was approved by CEN on 11 September 2012 for provisional application.

This document (CEN/TS 1555-7:2013) has been prepared by Technical Committee CEN/TC 155 “Plastics
piping systems and ducting systems”, the secretariat of which is held by NEN.

This issue of CEN/TS 1555-7 takes into account the technical changes made in the revision of EN 1555-1, -2,
-3, -5 and -4, published in 2010 and respectively in 2011. Guidance for the assessment of conformity given in
this document has been revised to reflect the changes made to test methods and requirements given in EN
1555-1, -2, -3, -4 and -5. Two new types of pipe have been introduced, i.e. coextruded pipes and peelalable
layer pipes. The sampling procedures and sampling frequencies for these types of pipes have been
introduced into the tables for TT, BRT, PVT and AT tests for pipes.
According to the CEN/CENELEC Internal Regulations, the national standards organizations of the following
countries are bound to announce this Technical Specification: Austria, Belgium, Bulgaria, Croatia, Cyprus,
Czech Republic, Denmark, Estonia, Finland, Former Yugoslav of Macedonia, France, Germany, Greece,
Hungary, Iceland, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal,

Introduction
Figures 1 and 2 are intended to provide general information on the concept of testing and organisation of
those tests used for the purpose of the assessment of conformity. For each type of test, i.e. type testing (TT),
batch release test (BRT), process verification test (PVT), and audit test (AT), this part of EN 1555 details the
applicable characteristics to be assessed as well as the frequency and sampling of testing.
A typical scheme for the assessment of conformity of compounds, pipes, fittings, valves, joints or assemblies
by manufacturers is given in Figure 1.

1 Scope
