Overview
EN 60335-2-61:2003/A12:2021 is a CENELEC European safety standard specifying particular requirements for electric thermal‑storage room heaters (storage heaters) used in households and similar environments. It applies to appliances with rated voltages up to 250 V single‑phase and 480 V for other configurations. Amendment A12 (2021) updates the original Part 2‑61 document and aligns it with the latest Part 1 and related publications to clarify hazards, marking, installation and temperature‑rise limits.
Key topics and requirements
- Scope and hazard assumptions: Addresses reasonably foreseeable hazards for all persons; explicitly notes limits regarding unsupervised use by very young children and vulnerable people.
- Definitions: Adds “heater for mounting at high level” (fixed at least 1.8 m above the floor).
- Marking and instructions:
- New child‑safety instructions: keep children <3 years away; children 3–8 may only operate with supervision/instruction and must not perform plugging, regulation or cleaning.
- Requires an instruction that the heater must not be located immediately below a socket outlet.
- For heaters without built‑in room thermostats, mandatory warning text about lack of room‑temperature control and burn risk.
- Installation guidance for fixed heaters intended for bathroom use (must comply with installation regulations).
- Heating and temperature‑rise limits (Clause 11 / Table 101):
- Amendment revises surface temperature rise limits for air‑outlet grilles and accessible surfaces depending on material and design. Examples from Table 101:
- Air‑outlet grilles for controlled‑output heaters with fans: 175 K (metal), 195 K (other materials).
- Other heaters’ grilles: 130 K (metal), 145 K (other).
- Accessible metal surfaces: 85 K; glass/ceramic: 100 K; moulded material: 105 K.
- Specific lower limits for portable storage heaters without handles and for built‑in floor or window‑sill outlets.
- Amendment revises surface temperature rise limits for air‑outlet grilles and accessible surfaces depending on material and design. Examples from Table 101:
- Immediate surrounds: Annex AA provides guidance on the spatial limits (e.g., 100 mm vertical, 25 mm other directions) around air outlets used in temperature checks.
- Regulatory relationship: Annex ZZA links the standard to the EU Low Voltage Directive (2014/35/EU) and indicates presumption of conformity when cited in the Official Journal.
Applications
- Design, testing and certification of electric thermal‑storage room heaters
- Manufacturer product documentation and user instructions
- Type testing by conformity assessment and test laboratories
- Installation guidance for electricians and HVAC installers
- Safety compliance checks for market surveillance and regulators
Who should use this standard
- Heater manufacturers and product designers
- Test laboratories and certification bodies
- Compliance officers and regulatory authorities
- Technical writers preparing manuals and installation instructions
