prEN IEC 62053-22:2026 is a CLC draft standard in the IEC 62053 series for electricity metering equipment. It specifies particular requirements and type tests for static meters for AC active energy in accuracy classes 0,1S, 0,2S and 0,5S, mainly for manufacturers, test laboratories, certification bodies and buyers who need to check meter design and performance.
What does prEN IEC 62053-22:2026 specify?
prEN IEC 62053-22:2026 applies to transformer-operated and transducer-operated static watt-hour meters for measuring alternating-current active energy in 50 Hz or 60 Hz networks. It is written for type testing, so it is the document used to assess meter design rather than routine field operation.
The standard covers meters for networks up to 1 000 V AC, with all functional elements enclosed in one meter case except the display. It allows integrated or detached displays, or no display, and it also covers meters installed in a specified matching socket or rack.
The document also allows extra functions on the meter, but those extra functions are outside its own requirements. It excludes portable meters, meters for rolling stock, vehicles, ships and airplanes, laboratory and test equipment, reference standard meters, and multi-device systems where devices are physically remote from each other.
| Annex | What it covers |
|---|---|
| Annex A | Informative comparison of relative error limits at reference conditions for classes 0,1S, 0,2S and 0,5S |
What are the key requirements of prEN IEC 62053-22:2026?
prEN IEC 62053-22:2026 builds on IEC 62052-11 for general meter requirements, then adds class-specific limits and tests for the higher-accuracy AC active energy meters in this part. In practice, the standard tells you how to rate the meter, how to test it, and what accuracy shifts are acceptable under normal conditions and under disturbances.
Electrical values and operating ranges
Clause 4 sets the standard electrical values, including voltages, currents, frequencies and power consumption. For current, the document uses the concepts of starting, minimum, transitional and maximum current signals, and it gives different relationships for transformer-operated and transducer-operated meters.
For a reader, this matters because the meter design and the test set-up must match the declared current range. If the meter is intended for a transducer interface, the developer must check that the chosen transducer and meter combination supports the expected operating range.
Construction, marking and documentation
Clauses 5 and 6 require the meter construction, marking and documentation rules of IEC 62052-11 to apply. That means the physical build, identification and user documentation are treated as part of the meter’s compliance picture, not as optional extras.
In practice, this is what allows a purchaser or test lab to verify that the meter can be installed and identified correctly and that its declared ratings match its actual configuration.
Accuracy at reference conditions
Clause 7.9 sets the accuracy limits at reference conditions. The meter’s relative error must stay within the limits for its accuracy class, and the limits depend on current signal and phase angle.
For meters that measure energy in both directions, the limits apply in each direction. For meters rated for multiple connection modes, the tested connection mode is the one that supports the accuracy claim, so the test plan must match the intended wiring arrangement.
Influence quantities and disturbance tests
Clause 7.10 limits the error shift caused by influence quantities such as electromagnetic fields, fast transients, harmonics, voltage variation, temperature variation, phase reversal, auxiliary supply variation and short-time overcurrents. The tests are performed one influence at a time while the meter otherwise remains at reference conditions.
This section matters because it shows how stable the meter must remain when real-world disturbances appear on the installation. For buyers and laboratories, it defines which disturbance tests matter and how to judge the metrological shift caused by each one.
Climatic requirements and type testing
Clauses 8, 9 and 10 cover climatic requirements, external influences and type test requirements. The document also points back to IEC 62052-11 for the detailed test conditions and acceptance criteria, and it states that Table 6 of this document is used for acceptance criteria A.
In practice, this means the meter is not only checked for accuracy at nominal conditions, but also for performance under temperature, humidity and other environmental stresses that can appear in service.
What terms does prEN IEC 62053-22:2026 define?
The terms and definitions come from IEC 62052-11, but the following terms are central to understanding this part:
- AC - alternating current, the supply type used by the meters covered by this part.
- AC active energy - the active energy measured in AC networks for billing or energy accounting.
- Transformer-operated meter - a meter intended to work with current transformers or voltage transformers in the measurement chain.
- Transducer-operated meter - a meter intended to work with external transducers, and the standard also allows testing such meters without the transducers.
- Starting current signal - the low current level used to check whether the meter begins to register energy correctly.
- Minimum current signal - the lower operating current level used for accuracy checks near the bottom of the measuring range.
- Transitional current signal - the current point used in this part to separate parts of the accuracy range and to express other current signal levels.
- Type test - the test programme used to verify a meter design before production or approval.
Who uses prEN IEC 62053-22:2026?
prEN IEC 62053-22:2026 is used by meter manufacturers, test laboratories, utilities, metrology authorities and procurement teams. Manufacturers use it to design and declare meters for classes 0,1S, 0,2S and 0,5S.
Test laboratories and certification bodies use it to run type tests, check accuracy and confirm performance under influence quantities. Buyers, quality managers and utility engineers use it to compare meter offerings, write procurement specifications and verify that a meter suits a billing or submetering application.
What changed in prEN IEC 62053-22:2026 from the previous edition?
This third edition cancels and replaces the second edition published in 2020, and it is described as a technical revision. The significant technical changes stated in the document are:
- Normative references were updated.
- Transducer-operated meters were included in the scope, with testing without transducers.
- The transitional current was introduced.
- Starting current, minimum current and maximum current are now expressed as fractions of the transitional current.
- A test for ripple on DC supply voltage was introduced.
- The figures in Annex A were revised.
Which standards are used with prEN IEC 62053-22:2026?
IEC 62052-11 edition 2 CDV:2026 is the normative reference for this part. It supplies the general meter requirements, test conditions, methods and acceptance criteria that prEN IEC 62053-22:2026 builds on.
The introduction also names related parts that are used together with this standard:

| IEC 62059-32-1:2011 | Stability testing by elevated temperature |
What does the prEN IEC 62053-22:2026 document contain?
The document is organized into clauses on scope, normative references, terms and definitions, standard electrical values, construction, marking, accuracy requirements, climatic requirements, external influences and type tests. The accuracy chapter is the core of the document, because it combines reference-condition verification with disturbance and environmental testing.
It includes Tables 1 to 6 for current signals and error limits, and Annex A with two figures that compare relative error limits for the three accuracy classes at reference conditions. For a lab or certification team, these tables and figures are the practical tools used to set up tests, judge pass or fail, and compare class performance.
