oSIST prEN IEC 62053-22:2026 is the Slovene standard published by SIST that corresponds to prEN IEC 62053-22:2026 from IEC. It specifies particular requirements for transformer-operated or transducer-operated static meters for alternating current (AC) active energy in 50 Hz or 60 Hz networks, for accuracy classes 0,1S, 0,2S and 0,5S. It is written for type testing, so manufacturers, test laboratories and purchasers can use it to check meter performance and suitability.
What does oSIST prEN IEC 62053-22:2026 specify?
oSIST prEN IEC 62053-22:2026 sets the particular requirements for static watt-hour meters used to measure AC active energy, and it applies only to type tests. The document is organized into Clauses 1 to 10, followed by Annex A.
The standard covers meters intended for networks up to 1 000 V AC, with all functional elements enclosed in one meter case except the indicating display. It also allows integrated or detached displays, installation in a matching socket or rack, and optional extra functions.
It applies to meters designed for external transducers in two ways:
- as directly connected meters, when the meter and transducers are tested together
- as transducer-operated meters, when the meter is tested without the transducers
The scope excludes portable meters, rolling stock, vehicles, ships and airplanes, laboratory and meter test equipment, reference standard meters, remote multi-device systems, and meters above the stated voltage range. It also leaves out tampering detection and prevention requirements.
What are the key requirements of oSIST prEN IEC 62053-22:2026?
Meter ratings, currents and construction
oSIST prEN IEC 62053-22:2026 uses the electrical values from IEC 62052-11 for voltage and frequency, and it adds the current-related signals needed for this part. Clause 4 is important because it fixes the operating points that laboratories and product designers must use when checking meter behavior.
For currents, the document introduces the starting, minimum, transitional and maximum current signals for both transformer-operated and transducer-operated meters. In practice, this means a meter has to work not only at its normal current range but also at the low-current and high-current points used for registration and accuracy testing.
Clauses 5 and 6 defer construction requirements, marking and documentation to IEC 62052-11. That keeps the basic meter design, nameplate and user information aligned with the general metering standard, while this part focuses on the accuracy and influence tests.
Accuracy at reference conditions
Clause 7.9 sets the relative error limits at reference conditions for the three accuracy classes. The limits apply to single-phase meters and to poly-phase meters under balanced loads or single-phase loads, so test engineers must choose the loading arrangement carefully.
If a meter measures energy in both directions, the class limits apply in each direction. If a meter has multiple connection modes, the accuracy result is valid only for the connection modes actually tested, so a manufacturer cannot transfer one tested mode to an untested one.
Clause 7.5 to 7.8 cover initial start-up, no-load, starting current and repeatability tests. These checks matter because they show whether the meter starts, remains stable at low load, and repeats its result when the same test is run again.
Influence quantities and environmental stress
Clause 7.10 gives the limits for error shift caused by influence quantities. The tests cover electromagnetic and electrical disturbances, harmonic and waveform effects, voltage and frequency variation, auxiliary supply effects, self-heating, fast load changes, earth fault, and climatic exposure.
The document says the tests for influence quantities should be performed in one connection mode that exercises the meter’s full metrological capability. For a laboratory, that means choosing the most demanding practical wiring arrangement rather than testing every possible mode separately.
Clause 8 covers climatic requirements, and Clause 9 covers the effects of external influences. For tests with acceptance criterion A, Clause 9 points back to Table 6 in this document, so the special limits here govern the external-influence checks for this meter family.
Type testing and precedence over the base standard
Clause 10 applies the type-test requirements from IEC 62052-11. This confirms that oSIST prEN IEC 62053-22:2026 is a product standard for verification of meter types, not a field-installation or acceptance-inspection rule.
Where this document sets a requirement that overlaps with IEC 62052-11 or IEC 62052-31, the requirement in this part takes precedence. That matters in procurement and certification because the specific AC active-energy rules here override the more general meter rules where they differ.
What terms does oSIST prEN IEC 62053-22:2026 define?
oSIST prEN IEC 62053-22:2026 uses the terms and definitions from IEC 62052-11, so the wording is aligned with the general metering standard. The key terms in this part are the ones that control how the meter is rated and tested.
- Static meter - A meter with electronic measurement functions, used here for AC active energy.
- Transformer-operated meter - A meter intended to work with instrument transformers rather than direct connection.
- Transducer-operated meter - A meter intended to work with external transducers; this part allows it to be tested without the transducers.
- Starting current signal - The low current point used to check when the meter begins to register energy.
- Minimum current signal - The low current level used in the accuracy checks.
- Transitional current signal - The current level introduced in this edition that separates low-current behavior from higher-current behavior.
- Maximum current signal - The upper current level used to check metering performance at high load.
- Relative error - The difference between the meter result and the reference result, used throughout the accuracy tables.
Who uses oSIST prEN IEC 62053-22:2026?
This standard is used by meter manufacturers, design engineers, test laboratories, conformity assessment bodies and purchasers of electricity metering equipment. It is especially relevant to people who specify or verify static meters for billing and energy measurement in AC networks.
Utilities and system integrators can use it when selecting meters for installations that require defined accuracy classes and type-tested performance. Quality managers use it to plan product verification, document test evidence and check whether a meter type matches the intended connection mode and operating range.
What changed in oSIST prEN IEC 62053-22:2026 from the previous edition?
oSIST prEN IEC 62053-22:2026 is the third edition and replaces the second edition published in 2020. The document states these significant technical changes:
- normative references were updated
- transducer-operated meters were added to the scope, when tested without transducers
- the transitional current was introduced
- the starting, minimum and maximum current signals were expressed as fractions of the transitional current
- a ripple on DC supply voltage test was introduced
- the figures in Annex A were revised

What does the oSIST prEN IEC 62053-22:2026 document contain?
The document contains the core test and requirement structure for type testing these meters: electrical values, construction requirements, marking and documentation, accuracy requirements, climatic requirements and external-influence tests. It also includes Tables 1 to 6, which set the current signal definitions and the error-limit framework used in testing.
Annex A provides a comparison of relative error limits at reference conditions for the three accuracy classes, with figures for different power factor and current conditions. In practice, this helps engineers and buyers compare how the classes behave across the range of intended test conditions without reading multiple separate standards.
