Low-voltage switchgear and controlgear assemblies - Part 1: General rules

IEC 61439-1:2011 lays down the definitions and states the service conditions, construction requirements, technical characteristics and verification requirements for low-voltage switchgear and controlgear assemblies. This standard cannot be used alone to specify an ASSEMBLY or used for a purpose of determining conformity. ASSEMBLIES shall comply with the relevant part of the IEC 61439 series; Parts 2 onwards. This standard applies to low-voltage switchgear and controlgear assemblies (ASSEMBLIES) only when required by the relevant ASSEMBLY standard as follows: - ASSEMBLIES for which the rated voltage does not exceed 1 000 V in case of a.c. or 1 500 V in case of d.c.; - stationary or movable ASSEMBLIES with or without enclosure; - ASSEMBLIES intended for use in connection with the generation, transmission, distribution and conversion of electric energy, and for the control of electric energy consuming equipment; - ASSEMBLIES designed for use under special service conditions, for example in ships and in rail vehicles provided that the other relevant specific requirements are complied with; - ASSEMBLIES designed for electrical equipment of machines provided that the other relevant specific requirements are complied with. This second edition cancels and replaces the first edition published in 2009. It constitutes a technical revision. This second edition includes the following significant technical changes with respect to the last edition of IEC 61439-1: - revision of service conditions in Clause 7; - numerous changes regarding verification methods in Clause 10; - modification of routine verification in respect of clearances and creepage distances (see 11.3); - adaption of the tables in Annex C and Annex D to the revised requirements and verification methods; - revision of the EMC requirements in Annex J; - shifting of tables from Annex H to new Annex N; - new Annex O with guidance on temperature rise verification; - new Annex P with a verification method for short-circuit withstand strength (integration of the content of IEC/TR 61117); - update of normative references; - general editorial review.

Standard SIST EN 61439-1 (sl), Sestavi nizkonapetostnih stikalnih in krmilnih naprav – 1. del: Splošna
pravila (IEC 61439-1:2011), 2012, ima status slovenskega standarda in je istoveten evropskemu
standardu EN 61439-1 (en), Low-voltage switchgear and controlgear assemblies – Part 1: General
rules (IEC 61439-1:2011), 2011.

Ta standard nadomešča SIST EN 61439-1:2010.

NACIONALNI PREDGOVOR
Evropski standard EN 61439-1:2011 je pripravil tehnični odbor Evropskega komiteja za
standardizacijo v elektrotehniki CLC/SR 17D 4 Sestavi nizkonapetostnih stikalnih in krmilnih naprav.
Evropski standard je istoveten mednarodnemu standardu IEC 61439-1:2011, ki ga je pripravil tehnični
odbor Mednarodne elektrotehniške komisije IEC/SC 17D Sestavi nizkonapetostnih stikalnih in krmilnih
naprav.
Slovenski standard SIST EN 61439-1:2012 je prevod evropskega standarda EN 61439-1:2011. V
primeru spora glede besedila slovenskega prevoda v tem standardu je odločilen izvirni evropski
standard v angleškem jeziku. Slovensko izdajo standarda je pripravil tehnični odbor SIST/TC SKA –
Stikalni in krmilni aparati.
Odločitev za privzem tega standarda je v aprilu 2012 sprejel tehnični odbor SIST/TC ELI.

Ta evropski standard je CENELEC sprejel 23. septembra 2011. Člani CENELEC morajo izpolnjevati
notranje predpise CEN/CENELEC, ki določajo pogoje, pod katerimi dobi ta standard status
nacionalnega standarda brez kakršnih koli sprememb.
Najnovejši seznami teh nacionalnih standardov in njihovi bibliografski podatki se na zahtevo lahko
dobijo pri Upravnem centru CEN-CENELEC ali katerem koli članu CENELEC.
Ta evropski standard obstaja v treh uradnih izdajah (angleški, francoski in nemški). Izdaje v drugih
jezikih, ki jih člani CENELEC na lastno odgovornost prevedejo in izdajo ter prijavijo pri Upravnem
centru CEN-CENELEC, veljajo kot uradne izdaje.

Predgovor
Besedilo dokumenta 17D/441/FDIS, prihodnja druga izdaja standarda IEC 61439-1, ki ga je pripravil
pododbor SC 17D Sestavi nizkonapetostnih stikalnih in krmilnih naprav pri tehničnem odboru IEC/TC 17
Stikalne in krmilne naprave, je bilo predloženo v vzporedno glasovanje v IEC-CENELEC in ga je
CENELEC sprejel kot EN 61439-1:2011.

Določena sta bila naslednja datuma:
– zadnji datum, do katerega mora dopolnilo dobiti status (dop) 2012-06-23
nacionalnega standarda bodisi z objavo istovetnega
besedila ali z razglasitvijo
– zadnji datum, ko je treba razveljaviti nacionalne (dow) 2014-09-23
standarde, ki so z EN v nasprotju
Ta dokument nadomešča EN 61439-1:2009.
spremembe:
– revizija obratovalnih pogojev v točki 7,
– številne spremembe glede metod preverjanja v točki 10,
– sprememba kosovnega preverjanja glede izolacijskih in plazilnih razdalj (glej 11.3),
– prilagoditev preglednic v dodatku C in dodatku D spremenjenim zahtevam in metodam
preverjanja,
– prestavitev preglednic iz dodatka H v nov dodatek N,
– nov dodatek O z navodili za preverjanje segretka,
– nov dodatek P z metodo preverjanja kratkostične trdnosti (integracija vsebine poročila
IEC/TR 61117),
– posodobitev referenčnih dokumentov,
– splošni uredniški pregled.
OPOMBA: Opozoriti je treba, da se v primeru, ko se drugi deli iz skupine standardov za SESTAVE EN 60439, katerih
vsebina še ni bila prenesena v novo serijo EN 61439-1, datirano sklicujejo na standard EN 60439-1, še vedno
velja nadomeščeni EN 60439-1 (glej tudi predgovor v nadaljevanju).

Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih
pravic. CENELEC [in/ali CEN] ne prevzema odgovornosti za identifikacijo nekaterih ali vseh takih
patentnih pravic.
Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dala CENELEC, in podpira bistvene zahteve direktive (direktiv) Evropske unije.

Pokritje bistvenih zahtev evropske Direktive 2004/108/ES

Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko
združenje za prosto trgovino dala CENELEC, in s svojim področjem uporabe pokriva vse pomembne
bistvene zahteve, navedene v 1. členu Priloge I k Direktivi ES 2004/108/ES.
Ta 1. del iz skupine standardov EN 61439 sam ne zadošča za domnevo o skladnosti z bistvenimi
zahtevami Direktive o elektromagnetni združljivosti, ampak je treba upoštevati še druge ustrezne
standarde iz skupine (na primer: EN 61439-2 za napajalne sestave stikalnih in krmilnih naprav). Ti
standardi za proizvod napotijo na uporabne zahteve EMC v EN 61439-1 za posamezne sestave glede
na njihovo posebno uporabo.
OPOZORILO: Za proizvode, ki sodijo na področje uporabe tega standarda, se lahko uporabljajo
tudi druge zahteve in druge direktive EU.
