L'IEC 61133:2016 spécifie des critères généraux permettant de démontrer par des essais que les véhicules ferroviaires nouvellement construits et achevés satisfont aux normes ou autres documents normatifs. La présente Norme internationale s'applique en tout ou en partie à tous les véhicules ferroviaires, à l'exception des véhicules spéciaux tels les véhicules de pose de voies, les nettoyeurs de ballast et les véhicules de transport de personnel. L'étendue de l'application de la norme à ces véhicules spéciaux sera précisément mentionnée au contrat afin de prendre en compte, si nécessaire, les exigences législatives. Cette édition inclut les modifications techniques majeures suivantes par rapport à l'édition précédente: - les références à des normes autres que des normes internationales ont été supprimées du texte principal; - les notes ne font donc référence qu'à l'Annexe B; - l'Annexe B a été mise à jour avec les informations européennes les plus récentes; - les références croisées des STI et des EN avec les articles de l'IEC 61133 ont été ajoutées.

Ta mednarodni standard določa splošna merila, s katerimi se s preskušanjem dokaže, da so na novo izdelana železniška vozila skladna s standardi ali drugimi normativnimi dokumenti. Ta mednarodni standard se v celoti ali delno uporablja za vsa železniška vozila, razen za vozila za posebne namene, kot so stroji za polaganje tirnic, odstranjevalci balasta in vozila za prevoz osebja. Obseg uporabe standarda za posamezna vozila bo posebej naveden v pogodbi, da se po potrebi upoštevajo vse zakonodajne zahteve. OPOMBA 1: Deli standarda, ki se uporabljajo, so odvisni od vrste vozila (npr. potniško, tovorno, vlečna prikolica itd.). OPOMBA 2: Področje uporabe tega standarda izključuje železniška in cestno-železniška vozila za gradnjo in vzdrževanje železniške infrastrukture. OPOMBA 3: Ta standard ne obravnava preskusov, opravljenih na komponentah ali opremi pred vgradnjo v vozilo. Če se uporablja ta mednarodni standard, velja za naslednje: – generatorske agregate, nameščene na vozilo za pomožne namene; – električne prenose, ki se uporabljajo na trolejbusih ali podobnih vozilih; – krmilno in pomožno opremo vozil z neelektričnimi pogonskimi sistemi; – vozila, ki jih vodijo, podpirajo ali poganjajo sistemi brez oprijema med kolesom in tirnico. OPOMBA 4: Za vozila, ki vozijo po železnici v Evropski uniji, veljajo posebne tehnične zahteve. Vir teh zahtev je naveden v dodatku B. Kadar za dano točko velja evropska zahteva, je na koncu točke vstavljena opomba.
