IEC 60674-3-1:2026 is an IEC International Standard for biaxially oriented polypropylene (PP) films used as dielectrics in capacitors. It sets out the film types, preferred dimensions, key physical and electrical properties, and roll-handling requirements for smooth or rough films, including corona-treated versions for vacuum metallization. In practice, it helps suppliers, buyers, and test labs identify the film, test it, and compare it against published performance levels.
What does IEC 60674-3-1:2026 specify?
IEC 60674-3-1:2026 specifies requirements for a particular capacitor film material: biaxially oriented polypropylene film with a smooth or rough surface, with corona treatment where needed for vacuum metallization. The standard is for films used as the dielectric in capacitors, and it is part of the IEC 60674 series on plastic films for electrical purposes.
The document is organized into clauses on scope, normative references, classification, designation, general requirements, dimensions, properties, and roll characteristics. Its tables collect the key performance limits for physical properties, DC electric strength, electrical weak spots, and the permitted number of joins in a roll.
| Clause or table | What it covers |
|---|---|
| Clause 4 | Film types and subtypes |
| Clause 5 | Designation format |
| Clauses 6-7 | Material makeup and dimensions |
| Clause 8 and Tables 1-3 | Physical and electrical properties |
| Clause 9 and Table 4 | Roll handling, joins, width, core and labelling |
The standard also states that meeting it means meeting established performance levels for the film, but the right material for a capacitor still has to be chosen against the actual application needs.
What are the key requirements of IEC 60674-3-1:2026?
IEC 60674-3-1:2026 combines material identity, test methods, electrical performance and roll quality into one specification. The most important point for a user is that the film is not defined by one property alone - thickness, surface treatment, weak spots, and winding behaviour all matter in production and in capacitor performance.
Classification and designation
Clause 4 divides the film into three main types. Type 1 has smooth surfaces, Type 2 has at least one rough surface, and Type 3 is for thin film with high electric strength when the film thickness is 3,5 μm or less. Each type is split into a, b, and c versions depending on whether the film is not corona treated, pre-treated on one side, or pre-treated on both sides.
Clause 5 gives the designation format: the film is identified by the standard reference, PP, the type, thickness in micrometres, width in millimetres, and length in metres. This matters in purchasing and traceability because it makes the product identity explicit on paperwork and labels.
Material and dimensions
Clause 6 states that the material is to be made essentially from isotactic type polypropylene homopolymer and to conform to IEC 60674-1. Clause 7 then ties dimensions to IEC 60674-2 measurement methods, with different handling for gravimetric thickness and, for Type 2, bulking thickness.
The document gives preferred thickness series for the three types and sets width tolerances, including a separate tolerance for widths above 750 mm. Length and roll diameter are left to the purchase contract, so buyers need to define those items when they matter to winding equipment or packing.
Physical and electrical properties
Clause 8.1 requires the film to satisfy the physical property table, which covers density, melting point, tensile strength, elongation at break, surface resistivity, volume resistivity, dissipation factor, relative permittivity, and dimensional change for shrinkage. Several properties use specific test conditions, including controlled temperature and humidity for resistivity, and particular electrode choices for dissipation factor and relative permittivity.
For a user, this means the film is checked both as a polymer and as an electrical insulation material. The testing shows whether the film can withstand handling, stay dimensionally stable, and perform as an electrical insulator in a capacitor stack.
Electric strength and weak spots
Clause 8.2 specifies DC electric strength testing, including a hold time at 105 °C before measurement and a winding tension requirement. The acceptance criteria vary with nominal film thickness, and the requirement is not just an average value - one of the results in the test set is also limited.
Clause 8.3 addresses electrical weak spots using two alternative methods, C1 and C3, and requires a minimum tested surface area of 5 m². This is important because point defects are a practical cause of capacitor failure, so the film has to be checked over a meaningful area, not just on a small specimen.
Surface treatment and impregnated use
Clause 8.5 applies to the pre-treated film types and sets a minimum wetting tension for the treated surface. That matters for vacuum metallization because the metallized layer depends on how well the surface has been prepared.
Clauses 8.6 to 8.8 cover liquid absorption, compatibility with impregnants, and dissipation factor under impregnated conditions. These are handled by agreement between supplier and purchaser when they are relevant, which reflects real capacitor practice: the impregnant, the test method, and the acceptance limits may depend on the end application.
Roll characteristics
Clause 9 covers how the film is supplied in rolls. Windability is checked by method A or by methods A and B depending on reel width, joins must be constructed and marked properly, edge offset at a join is limited, and the number of joins or breaks per roll is capped in Table 4.
Clause 9 also limits the difference between film width and overall roll width, gives preferred core diameters, and requires the pre-treated side to be identified. For production and incoming inspection, these points matter because they affect unwinding, automatic processing, and correct orientation during metallization or capacitor assembly.
What terms does IEC 60674-3-1:2026 define?
- Biaxially oriented polypropylene (PP) film - A polypropylene film stretched in two directions and specified here for use as capacitor dielectric.
- Type 1 - A smooth-surface film with a space factor below 5 %.
- Type 2 - A film with at least one rough surface and a space factor of 5 % or more.
- Type 3 - A thin film, 3,5 μm thick or less, specified for high electric strength.
- Space factor (SF) - The percentage increase in bulking thickness over gravimetric thickness, linked to surface roughness.
- Wetting tension - A measure used on pre-treated surfaces to check whether the surface is suitable for vacuum metallization.
- Electrical weak spots - Local faults detected by the specified electrical test methods and counted over a defined area.
Who uses IEC 60674-3-1:2026?
IEC 60674-3-1:2026 is used by capacitor film producers, capacitor manufacturers, material suppliers, and test laboratories. It is also used by quality managers and buyers who need to specify film type, thickness, surface treatment, and roll format in procurement.
In practice, these users apply it for product designation, batch release, incoming inspection, metallization preparation, roll acceptance, and supplier-purchaser agreements on impregnated performance. It is especially relevant where the film is part of a capacitor design that depends on electrical strength, low defect content, and consistent winding behaviour.
What changed in IEC 60674-3-1:2026 from the previous edition?
IEC 60674-3-1:2026 cancels and replaces the second edition published in 2021. The edition is described as a technical revision.
The significant changes stated for this edition are:
- the document has been completely revised editorially and technically
- the ranges of film thickness have been expanded
- requirements for characteristics of the expanded thickness range have been added
Which standards are used with IEC 60674-3-1:2026?
- IEC 60674-1:1980 - Provides definitions and general requirements, including thickness tolerance and join construction rules used by this sheet.
- IEC 60674-2:2016 - Provides the test methods used throughout the standard, including thickness, width, resistivity, electric strength, weak spots, windability, wetting tension, space factor, and shrinkage.
- IEC 60674-3 (all sheets) - Gives the Part 3 framework for individual material specifications, of which this sheet is one.
- ISO 1183-2:2019 - Provides the density test method referenced for the physical properties table.
- ISO 11357-3:2018 - Provides the differential scanning calorimetry (DSC) method used for melting point.
What does the IEC 60674-3-1:2026 document contain?
The document contains the classification of PP capacitor films, the designation scheme, general material requirements, dimensional guidance, and the physical and electrical property tables. It also contains test-oriented clauses for DC electric strength, electrical weak spots, wetting tension, liquid absorption, compatibility with impregnants, dissipation factor under impregnated conditions, space factor, and roll characteristics.
Tables 1 to 4 collect the main performance and acceptance data. In use, those tables support product specification, quality control, type evaluation, and supplier acceptance checks, while the clause references show which IEC 60674-2 test method applies to each property.

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.

This document contains one of the sheets comprising Part 3, as follows:
Sheet 1: Biaxially oriented (PP) polypropylene films for capacitors.
1 Scope
This sheet of IEC 60674-3 (all sheets) [3] gives the requirements for biaxially oriented
polypropylene film having a smooth or rough surface, corona treated when required for vacuum
metallization. The films are for use as dielectric in capacitors.
Materials which conform to this specification meet established levels of performance. However,
the selection of a material by a user for a specific application is based on the actual
requirements necessary for adequate performance in that application and not based on this
specification alone.
