Earth-moving machinery - Safety - Part 11: Requirements for landfill compactors
ISO 20474-11:2017 gives the safety requirements specific to landfill compactors as defined in ISO 6165. It is intended to be used in conjunction with ISO 20474‑1, which specifies general safety requirements common to two or more earth-moving machine families. The specific requirements given in this document take precedence over the general requirements of ISO 20474‑1. ISO 20474-11:2017 deals with all significant hazards, hazardous situations and events relevant to the earth-moving machinery within its scope (see ISO 20474‑1:2017, Annex A) when used as intended or under conditions of misuse reasonably foreseeable by the manufacturer. It specifies the appropriate technical measures for eliminating or reducing risks arising from relevant hazards, hazardous situations or events during commissioning, operation and maintenance. ISO 20474-11:2017 is not applicable to machines manufactured before the date of its publication. NOTE Roller compactors are dealt with by ISO 20474‑13.

Overview
ISO 20474-11:2017 is the ISO safety standard that specifies requirements for landfill compactors, a type of earth‑moving machinery defined in ISO 6165. Intended to be used together with ISO 20474‑1 (general safety requirements), this part (Part 11) gives specific measures that take precedence over the general requirements where they differ. The standard addresses hazards during commissioning, operation and maintenance, and applies to machines manufactured on or after its 2017 publication date. Roller compactors are excluded (see ISO 20474‑13).
Key topics and technical requirements
The standard defines targeted safety measures and design considerations for landfill compactor safety, including:
Operator station and cab
- A cab is required for landfill compactors.
- The cab bottom must protect against penetrating material.
- If cab doors have lower glazing, a guard or equivalent glazing protection is required.
- Provision for installation of a deodorizing filter and for fitting air‑conditioning (see ISO 10263‑4).
- Suspension operator’s seat required, compliant with ISO 7096 (input spectral class EM 3).
Access and guarding
- Access requirements follow ISO 20474‑1, with the first step height measured from the drum body horizontal reference plane.
Brake system testing
- Brake tests are performed with rubber tyres fitted but using the compactor’s operating mass specified for steel wheels.
Stability and load handling
- Stability provisions for machines with loading equipment require rated capacities to be based on tests/calculation on level, firm surfaces.
- Rated operating load and tipping load per ISO 14397‑1, and bucket volumetric rating per ISO 7546, must be considered when determining safe operating limits.
Warning devices
- Audible warning (horn) sound level: 102 dB(A) at 7 m (replaces 93 dB value in the general standard).
Information for use
- Manufacturer guidance must include requirements such as cab deodorizing filters for special applications.
Applications and who uses this standard
ISO 20474-11:2017 is used by:
- Manufacturers and designers of landfill compactors to design compliant machines.
- Safety engineers and risk assessors for hazard identification and mitigation.
- Test laboratories and certification bodies performing stability, brake and cab safety tests.
- Fleet managers and procurement teams ensuring purchased equipment meets safety specifications.
- Maintenance and operations personnel for safe commissioning and servicing practices.
Adoption of this standard helps reduce operator risk, simplify compliance with regional rules, and improve equipment ergonomics and environmental control in landfill operations.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
The procedures used to develop this document and those intended for its further maintenance are
described in the ISO/IEC Directives, Part 1. In particular the different approval criteria needed for the
different types of ISO documents should be noted. This document was drafted in accordance with the
editorial rules of the ISO/IEC Directives, Part 2 (see www .iso .org/ directives).
