Introduction
This International Standard is one of a series produced by ISO/TC 214 regarding standardization of
terminology and general principles for training operators (drivers) of elevating work platforms used to
raise (elevate) and position personnel (and related work tools and materials) to a work position where a
work task is to be performed. It is intended that each local jurisdiction use this International Standard
to develop detailed training requirements particular to the local conditions.

1 Scope
This International Standard provides methods for preparing training materials and administering
standardized training to operators (drivers) of mobile elevating work platforms (MEWPs).
It is applicable to MEWPs, as defined in ISO 16368, intended to move persons, tools and materials to
positions where they can carry out work from the work platform.
NOTE National or other regulations, which could be more stringent, can apply.
2 Normative references

3 Terms and definitions
For the purposes of this document, the terms and definitions given in ISO 16368, ISO 18893 and the
following apply.
3.1
trainer
qualified person who conducts the training of the MEWP operator
3.2
examiner
qualified person who tests the competency of the trainee
3.3
familiarization
showing of the location of the operator’s manual, and demonstration of the control functions, safety
features and specific operating characteristics, of a particular model of MEWP to a trained operator
3.4
examination [re-examination]
testing of the operator’s proficiency in, and retention of, the subject matter covered in both the theory
and operational portions of the training [retraining] of the MEWP operator
3.5
qualified person
person who, by possession of a recognized degree, certificate or professional standing, or by extensive
knowledge, training and experience, has successfully demonstrated his/her ability to solve or resolve
problems related to the subject matter, work, or the project

4 Safe use of the MEWP
This International Standard shall be used in conjunction with ISO 18893, which is focused on safe use of
MEWPs in all its aspects.
5 Requirements for training, familiarization and authorizing operators
Only personnel properly trained, familiarized and authorized in accordance with this International
Standard, shall operate a MEWP.
6 Contents of training
6.1 Primary training
The operator shall be trained in the following:
a) assessment of the risks related to the task to be performed and the worksite where these tasks will

be performed (see ISO 18893:—, Clause 6 and Annex A) , including daily worksite inspections;
b) selection of an appropriate MEWP;
c) purpose, use and content of the manufacturer’s operator’s manuals, warnings and instructions and
applicable safety rules;
d) location and storage of the manufacturer’s operator’s manuals and the importance of keeping them
maintained in the weather-resistant storage compartment on the MEWP when not in use;
e) pre-start inspection (see ISO 18893);
f) factors affecting stability (see ISO 18893);
g) hazards and their avoidance (see ISO 18893);
h) general knowledge of the intended purpose and function of all MEWP controls, including
emergency controls
i) how to address problems or malfunctions affecting the operation of the MEWP;
j) use of personal protective equipment (PPE) appropriate to the task, worksite and environment;
k) safe travelling;
l) transport (if appropriate);
m) securing the MEWP from unauthorized use;
n) how to obtain assistance from a person on the ground;
o) the importance of obtaining specific make and model familiarization prior to operation of a MEWP;
p) operation of a MEWP.

6.2 Familiarization
Before being authorized to operate a particular MEWP make or model, the operator shall receive
familiarization by a qualified person in
a) the location of the manufacturer’s manuals on the MEWP,
b) the manufacturer’s specific warnings and instructions,
c) the control functions specific to the particular MEWP,
d) the function of each safety feature specific to the particular MEWP, and
e) the operating characteristics specific to the particular MEWP.
6.3 Practical evaluation
Under the direction, observation and evaluation of a qualified person, the trainee shall operate the
MEWP for a period of time sufficient to demonstrate proficiency in the operation of all control functions
of the MEWP and in safe-use operations, at a minimum of 75 % of the operating height and reach, as well
as in both the lowered and elevated travel positions, as applicable.
After the operator has received familiarization, and under the direction of a qualified person, the trainee shall
be required to operate the MEWP for a period of time sufficient to demonstrate proficiency in its operation.
7 Administration of training
7.1 Qualified trainer
The MEWP trainer shall be a qualified person who has extensive knowledge in the training process, the
delivery of training and the evaluation of the operator’s proficiency in the operation of the MEWP on
which the operator is being trained.
The trainer shall also be knowledgeable regarding the application and operation of MEWPs in the
location and environment where the training is being delivered.
7.2 Proficiency
The trainee shall show proficiency in both theory and operation of the MEWP to the examiner.
7.3 Record keeping
Records of the person(s) trained in the operation of the MEWP shall be retained by the training entity,
and the successful trainee shall be furnished proof of training (for examples, see Annexes A to E).
The records shall
— reflect the specific period of time that the training is valid.
— include the name of the entity providing training or retraining, the name of trainer(s) and examiner(s),
clear identification (i.e. make, model, serial number) of the MEWPs covered by training, and the date
of training, and
— be retained for at least the specific period of time the training is valid.
7.4 Training/retraining
The operator shall be trained or retrained as necessary to keep the level of proficiency at an acceptable
level (see Annexes A to D).

Examples of situations when retraining is necessary include, but are not limited to
— expiration of valid training period which shall not exceed 5-years,
— deterioration of proficiency,
— following an accident or near-miss while operating or using a MEWP;
— a condition in the workplace changes in a manner that could affect the safe operation of the MEWP;
— new MEWP technologies and working methods.
7.5 Examination/re-examination
The operator shall be examined or re-examined to evaluate the level of proficiency (see Annexes A to D).
Examples of situations when examination/re-examination is necessary include, but are not limited to

L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes
nationaux de normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est

Introduction
La présente Norme internationale fait partie d’une série produites par l’ISO/TC 214 concernant la
normalisation de la terminologie et les principes généraux relatifs à la formation des opérateurs
(conducteurs) de plates-formes élévatrices mobiles de personnel utilisées pour monter (élever) et
positionner du personnel (ainsi que les outils de travail et matériaux nécessaires) jusqu’à la position
de travail où des travaux doivent être exécutés. Il est prévu que chaque juridiction locale utilise la

problèmes liés au sujet, au travail ou au projet en question
4 Utilisation sûre de la PEMP
La présente Norme internationale doit être utilisée conjointement avec l’ISO 18893, qui traite de
l’utilisation sûre des PEMP dans tous ses aspects.
5 Exigences relatives à la formation, à la familiarisation et à l’autorisation
des opérateurs
Seul le personnel correctement formé, familiarisé et autorisé selon la présente Norme internationale
doit utiliser une PEMP.
6 Contenu de la formation
6.1 Formation de base
L’opérateur doit être formé sur:
a) l’évaluation des risques liés aux tâches à exécuter et au site où ses tâches doivent être réalisées (voir
1)
l’ISO 18893:—, Article 6 et Annexe A) , y compris l’inspection quotidienne des sites de travail;
b) le choix de la PEMP appropriée;
c) l’objet, l’utilisation et le contenu des manuels de l’opérateur fournis par le fabricant, les avertissements
et les instructions ainsi que les règles de sécurité applicables;
d) l’emplacement et le rangement des manuels de l’opérateur fournis par le fabricant et l’importance de
les garder dans un compartiment de stockage protégé des aléas climatiques lorsque la PEMP n’est
pas en fonctionnement;
e) l’inspection de pré-fonctionnement (voir l’ISO 18893);
f) les facteurs affectant la stabilité (voir l’ISO 18893);
g) les phénomènes dangereux et la façon de les éviter (voir l’ISO 18893);
h) la connaissance générale de l’objet et de la fonction de toutes les commandes de la PEMP, y compris
les commandes de secours;
i) la façon de résoudre les problèmes ou dysfonctionnements affectant le fonctionnement de la PEMP;
j) l’utilisation des équipements de protection individuelle (EPI) appropriés à la tâche, au site de travail
et à l’environnement;
k) le déplacement sûr;
l) le transport (si approprié);
m) la mise en sécurité de la PEMP contre tout utilisation non autorisée;
n) la façon d’obtenir l’assistance d’une personne au sol;

o) l’importance d’être familiarisé avec les particularités liées au type et au modèle avant le
fonctionnement de la PEMP;
p) le fonctionnement d’une PEMP.
NOTE Les conditions locales ou les instructions du fabricant peuvent exiger que d’autres sujets soient ajoutés.
6.2 Familiarisation
Avant d’autoriser l’opérateur à utiliser un type ou modèle particulier de PEMP, celui-ci doit être
familiarisé par une personne qualifiée sur les points suivants:
a) la localisation sur la PEMP des manuels du fabricant;
b) les avertissements spécifiques et les instructions du fabricant;
c) les fonctions des commandes spécifiques de la PEMP donnée;
d) la fonction de chaque dispositif de sécurité spécifique; et
e) les caractéristiques de fonctionnement spécifiques d’une PEMP donnée.
6.3 Évaluation pratique
Sous la direction, l’observation et l’évaluation d’une personne qualifiée, le stagiaire doit faire fonctionner
une PEMP pendant une période de temps suffisante pour démontrer sa compétence dans l’utilisation de
toutes les commandes de la PEMP et dans son utilisation en toute sécurité, à au moins 75 % de la hauteur
et de la portée admissibles, ainsi que dans les positions de transport basse et haute, si applicable.
Une fois l’opérateur familiarisé et sous la direction d’une personne qualifiée, le stagiaire doit faire
fonctionner la PEMP pendant une période de temps suffisante pour démontrer sa compétence en
fonctionnement réel.
7 Gestion de la formation
7.1 Formateur qualifié
Le formateur de PEMP doit être une personne qualifiée qui a une connaissance importante dans le
processus de formation, dans la dispense de formation et l’évaluation de la compétence de l’opérateur
dans le fonctionnement d’une PEMP pour laquelle l’opérateur est formé.
Le formateur doit également être informé quant à l’application et au fonctionnement des PEMP dans le
lieu et l’environnement où la formation est dispensée.
7.2 Compétences
Afin de démontrer ses compétences le stagiaire doit justifier auprès de l’examinateur de ses connaissances
tant théoriques que pratiques de la PEMP.
7.3 Rapports à conserver
L’organisme de formation doit établir et conserver un rapport indiquant les personnes formées aux
PEMP, et les stagiaires formés avec succès doivent recevoir une preuve de leur formation (par exemple,
voir les Annexes A à E);.
Le rapport d’enregistrement doit:
— indiquer la période de temps spécifique pendant laquelle la formation est valable,

— inclure le nom de l’organisme délivrant la formation ou la nouvelle formation, le nom du (des)
formateur(s) et de l’ (des) examinateur(s), l’identification claire des PEMP concernées par la
formation (c’est-à-dire, fabrication, modèle, numéro de série) et la date de la formation, et
— être conservé au moins pour la période de temps spécifique durant laquelle la formation est valide.
7.4 Formation/nouvelle formation
L’opérateur doit être formé ou suivre une nouvelle formation selon les besoins pour maintenir un niveau
de compétence acceptable (voir Annexes A à D).
Des exemples, non limitatifs, de situations dans lesquelles une nouvelle formation est nécessaire, sont
les suivants:
— à l’expiration de la période de validité de la formation qui ne doit pas dépasser 5 ans,
— suite à la baisse de performance de l’opérateur,
— suite à un accident ou à une quasi-collision lors de l’utilisation ou du fonctionnement de la PEMP,
— suite à une modification de l’environnement de travail telle que le fonctionnement en toute sécurité
de la PEMP en soit affecté,
— suite à l’introduction de nouvelles technologies de PEMP ou de nouvelles méthodes de travail.
7.5 Examen/nouvel examen
L’opérateur doit être soumis à un examen ou un nouvel examen pour évaluer son niveau de compétence
(voir les Annexes A à D).
