SIST ETS 300 083 E1:2003 is the Slovenian standard identical to ETS 300 083 Edition 1 from ETSI. It specifies terminal requirements and test methods for end-to-end compatibility on the ISDN circuit-mode structured bearer service category usable for speech information transfer. In practice, it tells terminal makers and test labs how the call setup coding, bearer-channel encoding, and speech-level behavior must be checked.

What does SIST ETS 300 083 E1:2003 specify?

SIST ETS 300 083 E1:2003 applies to a terminal that must interwork with the circuit-mode 64 kbit/s 8 kHz structured bearer service used for Speech information transfer on the pan-European ISDN. Its requirements are additional to the ETSs for connection to the ISDN basic access interface or primary rate interface, so it sits alongside the general ISDN attachment rules.

The document is organized into:

  • Clause 1 - Scope
  • Clause 2 - Normative references
  • Clause 3 - Definitions
  • Clause 4 - Symbols and abbreviations
  • Clause 5 - D-channel characteristics
  • Clause 6 - B-channel characteristics
  • Annex A - Normative test methods
  • Annex B - Bibliography

What are the key requirements of SIST ETS 300 083 E1:2003?

SIST ETS 300 083 E1:2003 focuses on how a terminal must signal that it wants the Speech bearer service and how its speech path must behave on the bearer channel. The main practical question is whether the terminal presents the right ISDN call information and stays within the expected speech coding and level limits.

  • Outgoing call coding - Clause 5.1 requires the Bearer Capability (BC) information element in the SETUP message to be encoded as shown in Figure 1. For a manufacturer, this means the terminal must place the right bearer-service coding into call setup so the network recognizes the intended speech service.
  • Incoming call recognition - Clause 5.2 treats an incoming call as a request for the speech bearer service when the BC information element in the incoming SETUP message matches Figure 1. For interoperability, the terminal has to interpret that call coding correctly.
  • Optional HLC and LLC - The notes to Clause 5 say High Layer Compatibility (HLC) and Low Layer Compatibility (LLC) are optional, and if used they follow the appropriate teleservice coding. In practice, this affects compatibility checks when those elements are present.
  • B-channel reference level - Clause 6.1 sets the digital interface as a 0 dBr point according to CCITT Recommendation G.101. This gives the reference against which speech level is judged.
  • Speech encoding - Clause 6.2 requires A-law coding at 64 kbit/s as defined in CCITT Recommendation G.711. For the reader, this fixes the digital voice format the terminal must use.
  • Speech band power level - Clause 6.3 limits the average active power level delivered at the digital interface below 4 kHz over any 10-second period. That matters because terminals must not send speech that is too strong at the interface.
  • Conformance testing - Annex A gives the test method for measuring speech band signal level, including the equipment approach, measurement accuracy, laboratory conditions, and use of a speech voltmeter with P.56 method B. This is what a test lab uses to verify compliance.

What terms does SIST ETS 300 083 E1:2003 define?

SIST ETS 300 083 E1:2003 uses the definitions from CCITT Recommendations G.701, I.112 and I.230, so several core ISDN terms are inherited rather than redefined here.

  • ISDN - Integrated Services Digital Network, the network environment for which the terminal is specified.
  • Bearer service - The service category that carries user information across the ISDN.
  • Circuit-mode structured bearer service - The bearer service category addressed by this ETS for speech information transfer.
  • Speech bearer service - The bearer service use case the terminal must signal and support.
  • Bearer Capability (BC) - The ISDN information element in SETUP messages that identifies the requested bearer service.
  • D-channel - The signalling channel where the call setup coding is checked.
  • B-channel - The bearer channel whose coding and speech level are constrained.
  • A-law - The PCM coding method required for the 64 kbit/s speech path.

Who uses SIST ETS 300 083 E1:2003?

SIST ETS 300 083 E1:2003 is used by terminal equipment manufacturers, ISDN terminal designers, conformity test laboratories, and quality or certification teams. It is also useful for buyers and network operators who need to verify that a terminal will set up and carry speech calls in the expected ISDN way.

In practice, these users apply it to:

  • encode and decode SETUP messages correctly
  • check terminal interoperability on speech bearer service calls
  • measure speech-band output level at the digital interface
  • document conformance using the annex test methods

What changed in SIST ETS 300 083 E1:2003 from the previous edition?

SIST ETS 300 083 E1:2003 is the Slovenian standard identical to ETS 300 083 Edition 1. The document history records March 1993 as the First Edition.

Which standards are used with SIST ETS 300 083 E1:2003?

SIST ETS 300 083 E1:2003 relies on several referenced documents for call control, attachment requirements, coding, vocabulary, and measurement:

  • ETS 300 109 - gives the service description for the circuit-mode 64 kbit/s 8 kHz structured bearer service usable for speech information transfer, and Annex A of this ETS uses it for conformance testing.
  • ETS 300 104 - provides ISDN basic access layer 3 attachment requirements and the test references used for outgoing and incoming call checks.
  • ETS 300 153 - provides attachment requirements for terminal equipment on ISDN basic access and is cited for laboratory environmental conditions.
  • ETS 300 085 - provides methods for power-level measurement equipment and measurement accuracy.
  • ETS 300 102-1 - provides basic call control layer 3 specifications used when HLC or LLC are present.
  • G.101 - defines the transmission plan and the 0 dBr reference point.
  • G.701 - provides digital transmission and PCM vocabulary used by the definitions and abbreviations.
  • G.711 - defines PCM of voice frequencies and the required A-law coding.
  • I.112 - provides ISDN vocabulary.
  • I.230 - defines bearer service categories.
  • P.56 - provides the active speech level measurement method used in Annex A.
  • ETR 018 - is cited for the coding of HLC and LLC when those optional information elements are used.
  • ETS 300 082 - is mentioned for two-way voice terminal loudness rating requirements.

What does the SIST ETS 300 083 E1:2003 document contain?

SIST ETS 300 083 E1:2003 contains a coding diagram for the BC information element in Figure 1, along with the D-channel rules for outgoing and incoming calls. It also contains B-channel requirements for reference level, A-law encoding, and speech-band power level.

Annex A provides the test methods used to measure speech-band signal level, including the test equipment approach, the measurement accuracy expectation, and the use of a speech voltmeter with P.56 method B. Annex B lists the bibliography used by the ETS.
