SIST ETS 300 111 E1:2003 is a Slovenian standard identical to ETS 300 111 Edition 1. It describes the stage 1 service description for the Integrated Services Digital Network (ISDN) telephony 3,1 kHz teleservice, from the user's point of view, for public telecommunications operators and implementers who need to define or support the service.

What does SIST ETS 300 111 E1:2003 specify?

SIST ETS 300 111 E1:2003 specifies the overall service description for the ISDN telephony 3,1 kHz teleservice and its interworking with public and private ISDNs. It focuses on what the user experiences, how calls are set up and cleared, and how the service is described by attributes.

The standard is organized into clauses on scope, normative references, definitions, symbols and abbreviations, description, procedures, intercommunication considerations, interaction with supplementary services, static description using attributes, and dynamic description. Annex A gives an informative bibliography.

In scope, the standard excludes charging principles, values of the general attributes, and the details of the human interface itself. It also says no test method is provided, because conformance is achieved by conforming to the relevant stage 3 standards.

What are the key requirements of SIST ETS 300 111 E1:2003?

The standard defines a 3,1 kHz speech teleservice carried over ISDN as a real-time two-way conversation service. In practice, this means the service is for voice calls, not for transparent bit integrity or arbitrary data transfer.

  • Clause 5 says user information goes over the B channel and signalling over the D channel. The network may use speech-oriented processing such as echo cancellation or low-rate encoding, so bit integrity is not assured. For implementers, this means the service is designed around speech quality rather than end-to-end bit transparency.
  • Clause 6.1 requires provision by prior arrangement with the network operator. Subscription options can limit the maximum number of information channels and the maximum number of total calls per interface or per ISDN number. In practice, operators can control service availability and call loading.
  • Clause 6.2 requires out-of-band indications for call progress, including proceed, call arrival, awaiting answer, and answer. On a multi-service terminal, service selection is needed. For users, this means the terminal and network must clearly show the state of the call.
  • Clause 6.2 also states that when the called user answers, the progress indications are removed and bidirectional communication paths are provided. This marks the point at which the call becomes an active speech conversation.
  • Clause 6.3 covers failure cases such as improper service requests, invalid or incorrect ISDN numbers, overlap-sending timeouts, busy users, no response, and network congestion. The network must give an appropriate indication and cease call establishment. In practice, the service defines how failures are reported to the caller.
  • Clause 6.3.4 allows the network, as an option, to retain all information supplied by the calling user for the duration of a retention timer after busy or congestion. The retention timer value is greater than 15 seconds. This supports retry handling and call recovery behavior.
  • Clauses 7 and 8 cover interworking and supplementary services. Interworking with the PSTN is required, and if a supplementary service interrupts in-band communication, the network must provide an appropriate B channel indication such as all ones or idle signal. This matters in mixed-network calls and when other services intervene.
  • Clause 9 defines the service through attributes: circuit mode, 64 kbit/s, speech, 8 kHz integrity, demand establishment, bidirectional symmetric communication, and point-to-point configuration. For users of the standard, these attributes are the profile that equipment and network behavior must fit.

What terms does SIST ETS 300 111 E1:2003 define?

SIST ETS 300 111 E1:2003 uses the ISDN vocabulary and a few service-specific terms to keep service descriptions consistent.

  • ISDN - Integrated Services Digital Network, the network environment in which the teleservice is defined.
  • PSTN - Public Switched Telephone Network, the non-ISDN network named for interworking.
  • Teleservice - a telecommunications service description that focuses on the user-facing service behavior.
  • ISDN number - a number that follows the ISDN numbering plan and structure in E.164.
  • Network determined user busy - a busy state identified by the network.
  • User determined user busy - a busy state identified by the user side.
  • Retention timer - the network timer that controls how long calling information is kept after busy or congestion.
  • Voice quality - the speech performance expected for the service, described through acoustic and transmission characteristics.

Who uses SIST ETS 300 111 E1:2003?

SIST ETS 300 111 E1:2003 is used by public telecommunications operators, ISDN service designers, and network implementers who need a common description of the telephony 3,1 kHz teleservice. It is also relevant to private ISDN providers and equipment developers who must support interworking with the public ISDN.

Quality and product teams use it to check that call setup, busy handling, progress indications, and attribute values match the intended service model. It is most relevant in telecommunication engineering, network operations, and service specification work.

What changed in SIST ETS 300 111 E1:2003 from the previous edition?

SIST ETS 300 111 E1:2003 is identical to ETS 300 111 Edition 1.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to
describe the supplementary telecommunications services as provided by European public
telecommunications operators under the pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This ETS details the stage 1 aspects (overall service description) for the telephony 3,1 kHz teleservice.
The stage 2 and stage 3 aspects are detailed in a general form in CCITT Recommendation Q.71 (an ETSI
version is under development) and ETS 300 102 (1990), respectively.

1 Scope
This standard defines the stage one of the telephony 3,1 kHz teleservice for the pan-European Integrated
Services Digital Network (ISDN) as provided by European public telecommunications operators. Stage
one is an overall service description from the user's point of view (see CCITT Recommendation I.130 [1]),
but does not deal with the details of the human interface itself.
This standard defines the interworking requirements of private ISDNs with the public ISDN.
In addition this standard specifies the base functionality where the service is provided to the user via a
private ISDN.
This standard does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other
networks with the public ISDN.
Charging principles are outside the scope of this standard.
The values of the general attributes are outside the scope of this standard.
The telephony 3,1 kHz teleservice provides users with the ability for real time two-way speech
conversation via the public ISDN.
This standard is applicable to the stage two and stage three standards for the ISDN telephony 3,1 kHz
teleservice. The terms "stage two" and "stage three" are also defined in CCITT Recommendation
I.130 [1]. Where the text indicates the status of a requirement (i.e. as strict command or prohibition, as
authorisation leaving freedom, or as a capability or possibility), this shall be reflected in the text of the
relevant stage two and stage three standards.
Furthermore, conformance to this standard is met by conforming to the stage three standards with the
field of application appropriate to the equipment being implemented. Therefore no method of testing is
provided for this standard.
2 Normative references
This standard incorporates by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to, or revisions of any of these publications
apply to this standard only when incorporated in it by amendment or revision. For undated references the
latest edition of the publication referred to applies.
