Water quality - Estimation of measurement uncertainty based on validation and quality control data

This International Standard specifies methods for the estimation of measurement uncertainty of chemical and physicochemical methods in single laboratories based on validation data and analytical quality control results obtained within the field of water analysis. NOTE 1 The principles of the estimation of uncertainty specified in this International Standard are consistent with the principles described in ISO/IEC Guide 98-3. In this International Standard, the quantification of measurement uncertainty relies on performance characteristics of a measurement procedure obtained from validation and the results of internal and external quality control. NOTE 2 The approaches specified in this International Standard are mainly based on QUAM[11], NEN 7779[8], Nordtest TR 537[10], and Eurolab TR 1[9]. NOTE 3 This International Standard only addresses the evaluation of measurement uncertainty for results obtained from quantitative measurement procedures. The uncertainties associated with results obtained from qualitative procedures
are not considered.

La présente Norme internationale spécifie des méthodes pour l'estimation de l'incertitude de mesure des
méthodes chimiques et physicochimiques dans des laboratoires individuels, basée sur des données de
validation et sur les résultats du contrôle qualité analytique obtenus dans le domaine de l'analyse de l'eau.
NOTE 1 Les principes de l'estimation de l'incertitude de mesure spécifiés dans la présente Norme internationale sont
en accord avec les principes décrits dans le Guide ISO/CEI 98‑3.
Dans la présente Norme internationale, la quantification de l'incertitude de mesure repose sur les caractéristiques
de performance d'un mode opératoire de mesure obtenues ŕ partir de la validation et des résultats du contrôle
qualité interne et externe.
NOTE 2 Les approches spécifiées dans la présente Norme internationale sont principalement basées sur QUAM[11], la

Ta mednarodni standard določa metode za oceno merilne negotovosti kemijskih in fizikalno-kemijskih metod v posameznih laboratorijih na osnovi podatkov o validaciji in rezultatov kontrole kakovosti analize, pridobljenih na področju analize vode. OPOMBA 1: Načela ocene negotovosti, ki jih določa ta mednarodni standard, so skladna z načeli, opisanimi v smernicah ISO/IEC 98-3. V tem mednarodnem standardu je določevanje merilne negotovosti odvisno od lastnosti delovanja merilnega postopka, dobljenih z validacijo, ter rezultatov notranje in zunanje kontrole kakovosti. OPOMBA 2: Pristopi, opisani v tem mednarodnem standardu, so osnovani zlasti na smernicah QUAM[11], NEN 7779[8], Nordtest TR 537[10], in Eurolab TR 1[9]. OPOMBA 3: Ta mednarodni standard zadeva le oceno merilne negotovosti za rezultate, pridobljene iz postopkov kvantitativnih meritev. Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией,
объединяющей национальные органы по стандартизации (комитеты-члены ISO). Разработка
международных стандартов, как правило, ведется в технических комитетах ISO. Каждый комитет-член,

Введение
Основные принципы оценивания неопределенности измерения изложены в ISO/IEC Guide 98-3.
Существует несколько способов оценки неопределенности измерения, зависящие от назначения
[9]
самой оценки и имеющихся данных; документ Eurolab TR 1 приводит общее представление в
отношении основных подходов.
Настоящий международный стандарт приводит ряд методик, которые помогут метрологическим
лабораториям провести определение неопределенности измерения их результатов, используя подход,
основанный на результатах контроля качества и данных достоверности. Структура стандарта такова,
что его могут использовать специалисты, которые не обладают глубоким пониманием метрологии или
статистики.

Работы NEN 7779 и Nordtest TR 537 легли в основу разработки настоящего международного
стандарта. Выбранный в нем подход является нисходящим в отличие от восходящего, принятого в
ISO/IEC Guide 98-3.
Статистически допустимо объединять точную оценку и неопределенность, ассоциируемую с ошибкой,
в одну меру неопределенности. Источниками измеренных величин для этого подхода являются
валидация метода и аналитический контроль качества. Экспериментальный подход, рассматриваемый
в настоящем международном стандарте, допускает широкий охват источников изменчивости,
отмечаемой во время обычного применения аналитического метода.

1 Область применения
Настоящий международный стандарт устанавливает метод оценивания неопределенности измерения
химических и физико-химических методов в отдельных лабораториях на основе данных валидации и
результатах аналитического контроля, полученных в области анализа качества воды.
ПРИМЕЧАНИЕ 1 Принципы оценки неопределенности, указанные в настоящем Международном стандарте,
совместимы с изложенными в ISO/IEC Guide 98-3.
В настоящем международном стандарте количественное представление неопределенности измерения
опирается на эксплуатационные характеристики методики измерения, полученные при валидации и на
результатах внутреннего и внешнего контроля качества.

5 Сущность метода
Любой результат измерений любой лаборатории представляет собой оценку значения измеряемой
величины. Качество данной оценки зависит от неизменной неопределенности, которая присуща
результату измерений. В принципе, погрешность измерений – это свойство результатов
индивидуальных измерений. Оценивание погрешности измерений для каждого результата
индивидуального измерения обычно не является необходимым, если результат измерений возникает в
результате применения контролируемого процесса. В настоящем Международном стандарте
погрешность измерений, следовательно, определяется для серии измерений родственных
результатов. Предполагается, что данная серия результатов измерений, полученных с помощью
специфического аналитического метода и достигаемых при контролируемых условиях. Оценивание
погрешности измерений применимо ко всем результатам измерений в пределах данной серии,
независимо, например, от матрицы пробы или химика-аналитика, при условии, что измерение
проводят в соответствии с программой обеспечения качества.
Настоящий Международный стандарт устанавливает методики оценивания погрешности измерений в
области применения аналитического метода и, в целом, случайные и систематические погрешности,
подлежащие рассмотрению. Оценка погрешности измерений основана на результатах аналитического
контроля качества и данных валидации, которые отображают внутрилабораторную
воспроизводимость, а также метод и лабораторные испытания.
6 Методика
Методика оценивания погрешности измерений состоит из этапов, схематически приведенных на
Рисунке 1. Рисунок приводит ссылки на соответствующие подпункты настоящего стандарта.
Как правило, метод и лабораторная ошибка (систематическая погрешность) и внутрилабораторная
воспроизводимость (случайная погрешность) определяются независимо, используя соответствующие
данные результатов валидации метода и аналитического контроля качества.
Суммарную погрешность измерений, т.е. корень суммы квадратов составляющей неопределенности
для внутрилабораторной воспроизводимости и составляющей неопределенности, ассоциируемой с
методом и лабораторной ошибкой, умножают на коэффициент 2 для получения расширенной
неопределенности при доверительном уровне приблизительно 95 %.
Если погрешность измерения варьируются значительно, в зависимости от матрицы и/или размаха
концентрации, оценивание погрешности проводят раздельно для каждой матрицы и/или размаха
концентрации.

7 Подготовительные соображения для оценивания погрешности измерений
7.1 Требования к измерению
Перед проведением оценивания погрешности измерений необходимо, чтобы исследователь установил
применяемый аналитический метод, а также цели и принципы данного измерения. Ниже приводится
минимальный перечень этих требований, которые включают:
— измеряемую величину;
— методику измерения;
— область применения (матрицы, размах концентрации).
7.2 Требования к параметрической форме, в которой указывают погрешность
измерений
Расширенную неопределенность, U, указывают как значение абсолютной неопределенности или как
значение относительной неопределенности. Для результатов вблизи предела количественного
представления неопределенность часто оказывается постоянной и, следовательно, может выражаться
в виде абсолютного значения. Если полученные результаты находятся значительно выше предела
количественного представления, данная неопределенность часто становиться пропорциональной
концентрации аналита и, следовательно, может выражаться как относительное изменение.
ПРИМЕР Определение тяжелого металла (предел количественного
представления: 5 мнг/л).

Обычно погрешность измерений определяют для некой матрицы и размаха концентрации. В
отдельных случаях функция интерполирования может быть применена между различными размахами
[11]
концентрации (см. QUAM:2000 , E.4).

8 Оценивание наличной точности и данных ошибки
8.1 Подход и критерии
В настоящем Международном стандарте составляющая неопределенности для внутрилабораторной
воспроизводимости, u , и составляющая неопределенности из метода и лабораторной ошибки u ,

служат базисом оценивания погрешности измерений. Выбранные данные валидации и результаты
аналитического контроля качества должны быть типичными для требованиям к измерениям,
описанным в Разделе 7:
— методика измерений: Все эти этапы анализа рассмотрены (предварительная обработка —
образцовая проба, сравнимая с пробами для испытаний):
— внутрилабораторная воспроизводимость: Все ли условия проведения методики измерений

неопределенности в условиях фактической практики. Оценивают, существует ли информация в
отношении отсутствующих факторов неопределенности, если неизвестно, что ими можно пренебречь.
Если необходимо, завершают оценку неопределенности, основанную на данных валидации и
результатах контроля качества, информацией из дополнительных экспериментов или оцениванием на
основе существующих знаний.
Если завышенная оценка погрешности измерения является допустимой, т.е. если заданная
погрешность измерения не превышена, результат данного экспериментального подхода, включая
возможную завышенную оценку, является все еще допустимым. Если завышенная оценка не
приемлема, проводят более детальное оценивание, которое может заключать в себе часть модельного

подхода, описанного, например, в QUAM .
На Рисунке 1 представлена схема такой методики.
Вычисления неопределенности можно проводить, используя либо абсолютные, или относительные
значения (см. 7.2).
Приложение В содержит рабочие примеры оценивания погрешности измерений в соответствии с
настоящим международным стандартом.
ПРИМЕЧАНИЕ Погрешность измерений можно оценить несколькими способами. В идеальном случае эти
оценки должны привести к получению статистически идентичного результата, иначе будет иметь место не охват
всех источников неопределенностей. В этом случае неопределенность будет представлять собой заниженную
оценку. Может также возникнуть обстоятельство, при котором даже корректное применение метода приведет к
завышенной оценки неопределенности. Подобное завышенное значение может являться следствием
составляющих неопределенности, не ассоциируемых с рассматриваемым методом измерений, например, тех,
которые связаны с исходным значением образцового материала или неопределенностью концентрации раствора,
используемого в экспериментах на восстановление.
8.2 Внутрилабораторная воспроизводимость
8.2.1 Условия внутрилаборатоной воспроизводимости
Оценка случайных изменчивостей результатов измерений должна проводиться при тех же условиях
при которых осуществляется повседневный анализ.
Таким образом, необходимо, чтобы измерения проводились при “внутрилабораторных условиях”, т.е. в
различные дни и, в зависимости от условий в соответствующей лаборатории, с помощью различного
оборудования и различными операторами. Эти условия располагаются между условиями
повторяемости и воспроизводимости и именуются в настоящем Международном стандарте как
внутрилабораторная воспроизводимость.
Указанные условия обычно применяются при анализе проб при контроле качестве проб, которые

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies

Introduction
The basic principles of the estimation of measurement uncertainty are set out in ISO/IEC Guide 98-3. There
are several ways of estimating measurement uncertainty depending on the purpose of the estimation and the

available data; Eurolab TR 1 gives an overview of the main approaches.
This International Standard specifies a set of procedures to enable laboratories to estimate the measurement
uncertainty of their results, using an approach based on quality control results and validation data. It is structured
in a way that is applicable to analysts that do not have a thorough understanding of metrology or statistics.

NEN 7779 and Nordtest TR 537 have been used as a basis for developing this International Standard.
The approach taken is “top-down”, contrary to the mainly “bottom-up” strategy adopted in ISO/IEC Guide 98-3.
It is statistically acceptable to combine a precision estimate and the uncertainty associated with the bias into
one uncertainty measure. The sources of data for this approach are method validation and analytical quality
control. The experimental approach specified in this International Standard enables a greater coverage of the
sources of variation observed during routine use of the analytical method.

This International Standard specifies methods for the estimation of measurement uncertainty of chemical and
physicochemical methods in single laboratories based on validation data and analytical quality control results
obtained within the field of water analysis.
NOTE 1 The principles of the estimation of uncertainty specified in this International Standard are consistent with the
principles described in ISO/IEC Guide 98-3.
In this International Standard, the quantification of measurement uncertainty relies on performance
characteristics of a measurement procedure obtained from validation and the results of internal and external
quality control.

5 Principle
A measurement result of a laboratory is an estimate of the value of the measurand. The quality of this estimate
depends on the inevitable uncertainty that is inherent to the measurement result. In principle, the measurement
uncertainty is a property of individual measurement results. The estimation of the measurement uncertainty
for each individual measurement result is usually not necessary, if the measurement result originates from a
controlled measurement process. In this International Standard, the measurement uncertainty is, therefore,
determined for a set of similar measurement results. Generally, it is assumed that the set of measurement
results obtained with a specific analytical method is obtained under controlled conditions. The estimation of the
measurement uncertainty applies to all of the measurement results within the set, independently of, for example,
sample matrix or analyst, provided that the measurement is carried out under a quality assurance programme.
This International Standard specifies procedures for the estimation of measurement uncertainty within the
scope of the analytical method, and generally, random and systematic errors need to be considered. The
estimation of measurement uncertainty is based on analytical quality control results and validation data which
represent the within-laboratory reproducibility, and the method and laboratory bias.
6 Procedure
The procedure for the estimation of measurement uncertainty consists of the steps shown schematically in
Figure 1. The figure gives references to appropriate clauses and sub-clauses within this International Standard.

In general, the method and laboratory bias (systematic error) and the within-laboratory reproducibility (random error)
are determined independently using suitable data from method validation and analytical quality control results.
The combined measurement uncertainty, i.e. the root of the quadratic sum of the uncertainty component for the
within-laboratory reproducibility and the uncertainty component associated with method and laboratory bias,
is multiplied by a factor of 2 to obtain the expanded uncertainty at a confidence level of approximately 95 %.
If the measurement uncertainty varies significantly, depending on the matrix and/or concentration range, the
uncertainty estimation shall be made separately for each matrix and/or concentration range.
7 Preparative considerations for the estimation of measurement uncertainty
7.1 Specification of the measurement
Before starting the estimation of measurement uncertainty, it is necessary that the analyst specify the analytical
method under consideration, and the objectives and purposes of the measurement. The following list is a
minimal checklist for this specification.
The specification comprises:
— the measurand;
— the measurement procedure;
— the field of application (matrices, concentration range).
7.2 Specification of the parametric form in which the measurement uncertainty is reported
The expanded uncertainty, U, is reported either as an absolute uncertainty value or as a relative uncertainty
value. For results near the limit of quantification, the uncertainty is often found to be constant and can therefore
be expressed as an absolute value. When results are well above the limit of quantification, the uncertainty is
often proportional to the analyte concentration and can therefore be expressed as a relative value.

NOTE It is recognized that, while the analysis of at least six samples in the bias estimation is appropriate for the vast
number of situations, there are occasions when this is not so. The greater the number of determinations, the greater the
confidence in the estimation.

8 Evaluation of available precision and bias data
8.1 Approach and criteria
In this International Standard, the uncertainty component for the within-laboratory reproducibility, u , and the

uncertainty component from method and laboratory bias, u , form the basis for the estimation of the measurement

uncertainty. Selected validation data and analytical quality control results shall be representative of the
measurement specification as described in Clause 7:
— measurement procedure: Are all steps of analysis considered (pretreatment, is the reference sample
comparable to test samples)?
— within-laboratory reproducibility: Are all conditions of execution of the measurement procedure considered
(e.g. different operators using different equipment)?
— measurement object: Are matrix variations (e.g. drinking water, surface water, sea water, waste water) and
all possible interferences considered?
Choose, as a basis for the estimation of the uncertainty, the source of experimental information that provides
the best coverage of uncertainty contributions in actual practice. Evaluate whether information exists on missing
uncertainty contributions that are not known to be negligible.

If necessary, complete the uncertainty estimation, based on validation data and quality control results, with
information from additional experiments or with estimations on the basis of existing knowledge.
If overestimation of the measurement uncertainty is acceptable, i.e. if the target measurement uncertainty is
not exceeded, the result of this experimental approach including possible overestimation is still acceptable. If
overestimation is not acceptable, a more detailed estimation shall be performed, which can encompass part of

a modelling approach described, for example, in QUAM .
Figure 1 shows a schematic representation of the procedure.
Uncertainty calculations can be performed using either absolute or relative values (see 7.2).
Annex B contains worked examples of the estimation of measurement uncertainty according to this
International Standard.
NOTE Measurement uncertainty can be estimated in several ways. Ideally, the estimates should lead to a statistically
identical result. If not, this can be the consequence of not covering all sources of uncertainties. In this case, the uncertainty
is underestimated. It can also occur, however, that even applying the method correctly leads to an overestimation of the
uncertainty. This high value can be the consequence of uncertainty components not associated with the measurement
method under consideration, e.g. those associated with the reference value of a reference material or the uncertainty of
the concentration of a solution used in recovery experiments.
8.2 Within-laboratory reproducibility
8.2.1 Within-laboratory reproducibility conditions
The estimation of the random variations of measurement results shall be made under the same conditions as
used when routine analysis is carried out.
Thus, it is necessary that the measurements be made under “within-laboratory conditions” (i.e. on different
days and, depending on the conditions in the respective laboratory, with different equipment and different
operators). These conditions fall between repeatability and reproducibility conditions and are referred to as
within-laboratory reproducibility in this International Standard.
These conditions are usually employed when quality control samples are analysed that are similar to test samples.
For the estimation of the uncertainty component for the within-laboratory reproducibility, u , three approaches

8.2.2 Control samples covering the whole analytical process
If stable quality control (QC) samples that cover the whole analytical process, including all sample preparation
steps, are analysed regularly using the conditions described in 8.2.1, and if these QC samples are similar in
matrix and analyte concentration levels to test samples, then the uncertainty component for the within-
laboratory reproducibility, u , at this concentration and for this matrix, can be estimated from the standard

A minimum number of eight measurements is required for the estimation of this uncertainty component.
NOTE It is recognized that, while the analysis of at least eight measurements is appropriate for the vast number of
situations, there are occasions when this is not so. The greater the number of measurements, the greater the confidence
in the estimation.

8.2.3 Using standard solutions as quality control samples
If quality control samples with an identical matrix to test samples are not available and synthetic standard
solutions (with a matrix which differs from that of routine samples) are used, the additional uncertainty
component due to possible increased inhomogeneity of the analyte in the matrix should also be considered.
The additional uncertainty due to inhomogeneity can be estimated, e.g. from range control charts using
samples of different matrices. For the calculation of the standard deviation from the mean range, see Annex A.
Since the uncertainty component from the range control chart, u , covers only the repeatability component,

8.2.4 Unstable control samples

analyses (see Annex A). A minimum number of eight samples for the determination of ranges is required.

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies

Introduction
The basic principles of the estimation of measurement uncertainty are set out in ISO/IEC Guide 98-3. There
are several ways of estimating measurement uncertainty depending on the purpose of the estimation and the

available data; Eurolab TR 1 gives an overview of the main approaches.
This International Standard specifies a set of procedures to enable laboratories to estimate the measurement
uncertainty of their results, using an approach based on quality control results and validation data. It is structured
in a way that is applicable to analysts that do not have a thorough understanding of metrology or statistics.

NEN 7779 and Nordtest TR 537 have been used as a basis for developing this International Standard.
The approach taken is “top-down”, contrary to the mainly “bottom-up” strategy adopted in ISO/IEC Guide 98-3.
It is statistically acceptable to combine a precision estimate and the uncertainty associated with the bias into
one uncertainty measure. The sources of data for this approach are method validation and analytical quality
control. The experimental approach specified in this International Standard enables a greater coverage of the
sources of variation observed during routine use of the analytical method.

1 Scope
This International Standard specifies methods for the estimation of measurement uncertainty of chemical and
physicochemical methods in single laboratories based on validation data and analytical quality control results
obtained within the field of water analysis.
NOTE 1 The principles of the estimation of uncertainty specified in this International Standard are consistent with the
principles described in ISO/IEC Guide 98-3.
In this International Standard, the quantification of measurement uncertainty relies on performance
characteristics of a measurement procedure obtained from validation and the results of internal and external
quality control.

5 Principle
A measurement result of a laboratory is an estimate of the value of the measurand. The quality of this estimate
depends on the inevitable uncertainty that is inherent to the measurement result. In principle, the measurement
uncertainty is a property of individual measurement results. The estimation of the measurement uncertainty
for each individual measurement result is usually not necessary, if the measurement result originates from a
controlled measurement process. In this International Standard, the measurement uncertainty is, therefore,
determined for a set of similar measurement results. Generally, it is assumed that the set of measurement
results obtained with a specific analytical method is obtained under controlled conditions. The estimation of the
measurement uncertainty applies to all of the measurement results within the set, independently of, for example,
sample matrix or analyst, provided that the measurement is carried out under a quality assurance programme.
This International Standard specifies procedures for the estimation of measurement uncertainty within the
scope of the analytical method, and generally, random and systematic errors need to be considered. The
estimation of measurement uncertainty is based on analytical quality control results and validation data which
represent the within-laboratory reproducibility, and the method and laboratory bias.
6 Procedure
The procedure for the estimation of measurement uncertainty consists of the steps shown schematically in
Figure 1. The figure gives references to appropriate clauses and sub-clauses within this International Standard.

In general, the method and laboratory bias (systematic error) and the within-laboratory reproducibility (random error)
are determined independently using suitable data from method validation and analytical quality control results.
The combined measurement uncertainty, i.e. the root of the quadratic sum of the uncertainty component for the
within-laboratory reproducibility and the uncertainty component associated with method and laboratory bias,
is multiplied by a factor of 2 to obtain the expanded uncertainty at a confidence level of approximately 95 %.
If the measurement uncertainty varies significantly, depending on the matrix and/or concentration range, the
uncertainty estimation shall be made separately for each matrix and/or concentration range.
7 Preparative considerations for the estimation of measurement uncertainty
7.1 Specification of the measurement
Before starting the estimation of measurement uncertainty, it is necessary that the analyst specify the analytical
method under consideration, and the objectives and purposes of the measurement. The following list is a
minimal checklist for this specification.
The specification comprises:
— the measurand;
— the measurement procedure;
— the field of application (matrices, concentration range).
7.2 Specification of the parametric form in which the measurement uncertainty is reported
The expanded uncertainty, U, is reported either as an absolute uncertainty value or as a relative uncertainty
value. For results near the limit of quantification, the uncertainty is often found to be constant and can therefore
be expressed as an absolute value. When results are well above the limit of quantification, the uncertainty is
often proportional to the analyte concentration and can therefore be expressed as a relative value.

8 Evaluation of available precision and bias data
8.1 Approach and criteria
In this International Standard, the uncertainty component for the within-laboratory reproducibility, u , and the

uncertainty component from method and laboratory bias, u , form the basis for the estimation of the measurement

uncertainty. Selected validation data and analytical quality control results shall be representative of the
measurement specification as described in Clause 7:
— measurement procedure: Are all steps of analysis considered (pretreatment, is the reference sample
comparable to test samples)?
— within-laboratory reproducibility: Are all conditions of execution of the measurement procedure considered
(e.g. different operators using different equipment)?
— measurement object: Are matrix variations (e.g. drinking water, surface water, sea water, waste water) and
all possible interferences considered?
Choose, as a basis for the estimation of the uncertainty, the source of experimental information that provides
the best coverage of uncertainty contributions in actual practice. Evaluate whether information exists on missing
uncertainty contributions that are not known to be negligible.

If necessary, complete the uncertainty estimation, based on validation data and quality control results, with
information from additional experiments or with estimations on the basis of existing knowledge.
If overestimation of the measurement uncertainty is acceptable, i.e. if the target measurement uncertainty is
not exceeded, the result of this experimental approach including possible overestimation is still acceptable. If
overestimation is not acceptable, a more detailed estimation shall be performed, which can encompass part of

a modelling approach described, for example, in QUAM .
Figure 1 shows a schematic representation of the procedure.
Uncertainty calculations can be performed using either absolute or relative values (see 7.2).
Annex B contains worked examples of the estimation of measurement uncertainty according to this
International Standard.
NOTE Measurement uncertainty can be estimated in several ways. Ideally, the estimates should lead to a statistically
identical result. If not, this can be the consequence of not covering all sources of uncertainties. In this case, the uncertainty
is underestimated. It can also occur, however, that even applying the method correctly leads to an overestimation of the
uncertainty. This high value can be the consequence of uncertainty components not associated with the measurement
method under consideration, e.g. those associated with the reference value of a reference material or the uncertainty of
the concentration of a solution used in recovery experiments.
8.2 Within-laboratory reproducibility
8.2.1 Within-laboratory reproducibility conditions
The estimation of the random variations of measurement results shall be made under the same conditions as
used when routine analysis is carried out.
Thus, it is necessary that the measurements be made under “within-laboratory conditions” (i.e. on different
days and, depending on the conditions in the respective laboratory, with different equipment and different
operators). These conditions fall between repeatability and reproducibility conditions and are referred to as
within-laboratory reproducibility in this International Standard.
These conditions are usually employed when quality control samples are analysed that are similar to test samples.
For the estimation of the uncertainty component for the within-laboratory reproducibility, u , three approaches

8.2.2 Control samples covering the whole analytical process
If stable quality control (QC) samples that cover the whole analytical process, including all sample preparation
steps, are analysed regularly using the conditions described in 8.2.1, and if these QC samples are similar in
matrix and analyte concentration levels to test samples, then the uncertainty component for the within-
laboratory reproducibility, u , at this concentration and for this matrix, can be estimated from the standard

L’ISO (Organisation internationale de normalisation) est une fédération mondiale d’organismes nationaux de
normalisation (comités membres de l’ISO). L’élaboration des Normes internationales est en général confiée aux

Introduction
Les principes fondamentaux de l’estimation de l’incertitude de mesure sont énoncés dans le Guide ISO/CEI 98-3.
Il existe plusieurs façons d’estimer l’incertitude de mesure en fonction de l’objectif de l’estimation et des données
[9]
disponibles; l’Eurolab TR 1 donne un aperçu des principales approches.
La présente Norme internationale spécifie un ensemble de modes opératoires visant à permettre aux
laboratoires d’estimer l’incertitude de mesure de leurs résultats, au moyen d’une approche basée sur les
résultats du contrôle qualité et sur des données de validation. Elle est structurée de manière à pouvoir être
appliquée par des analystes qui n’ont pas des connaissances approfondies en métrologie ou en statistiques.

La NEN 7779 et le Nordtest TR 537 ont servi de base pour l’élaboration de la présente Norme internationale.
L’approche présentée est de type «descendant», contrairement à la stratégie principalement «ascendante»
adoptée dans le Guide ISO/CEI 98-3.
Il est statistiquement acceptable de combiner une estimation de la fidélité et l’incertitude associée au biais
en une seule incertitude de mesure. Les données utilisées pour cette approche proviennent de la validation
de la méthode et du contrôle qualité analytique. L’approche expérimentale spécifiée dans la présente Norme
internationale offre une plus large couverture des sources de variation observées lors de l’utilisation de routine
de la méthode analytique

1 Domaine d’application
La présente Norme internationale spécifie des méthodes pour l’estimation de l’incertitude de mesure des
méthodes chimiques et physicochimiques dans des laboratoires individuels, basée sur des données de
validation et sur les résultats du contrôle qualité analytique obtenus dans le domaine de l’analyse de l’eau.
NOTE 1 Les principes de l’estimation de l’incertitude de mesure spécifiés dans la présente Norme internationale sont
en accord avec les principes décrits dans le Guide ISO/CEI 98-3.
Dans la présente Norme internationale, la quantification de l’incertitude de mesure repose sur les caractéristiques
de performance d’un mode opératoire de mesure obtenues à partir de la validation et des résultats du contrôle
qualité interne et externe.

5 Principe
Un résultat de mesure d’un laboratoire est une estimation de la valeur du mesurande. La qualité de cette
estimation dépend de l’incertitude inévitable qui est inhérente au résultat de mesure. En principe, l’incertitude
de mesure est une propriété des résultats de mesure individuels. Il n’est généralement pas nécessaire d’estimer
l’incertitude de mesure de chaque résultat de mesure individuel si le résultat de mesure provient d’un processus
de mesure contrôlé. Dans la présente Norme internationale, l’incertitude de mesure est donc déterminée pour
un ensemble de résultats de mesure similaires. En règle générale, on suppose que l’ensemble de résultats de
mesure obtenu avec une méthode analytique spécifique est obtenu dans des conditions contrôlées. L’estimation
de l’incertitude de mesure s’applique à tous les résultats de mesure de cet ensemble, indépendamment, par
exemple, de la matrice d’échantillon ou de l’analyste, à condition que le mesurage soit réalisé dans le cadre
d’un programme d’assurance qualité.
La présente Norme internationale spécifie des modes opératoires permettant d’estimer l’incertitude de mesure
dans le domaine d’application de la méthode analytique et, en général, des erreurs aléatoires et systématiques
sont à prendre en compte. L’estimation de l’incertitude de mesure est basée sur les résultats du contrôle qualité
analytique et les données de validation qui permettent d’estimer la reproductibilité intralaboratoire et le biais de
la méthode et du laboratoire.
6 Mode opératoire
Le mode opératoire pour l’estimation de l’incertitude de mesure se compose des étapes illustrées
schématiquement à la Figure 1. Cette figure renvoie aux articles et paragraphes correspondants dans la
présente Norme internationale.
En règle générale, le biais de la méthode et du laboratoire (erreur systématique) ainsi que la reproductibilité
intralaboratoire (erreur aléatoire) sont déterminés indépendamment au moyen des données appropriées issues
de la validation de la méthode et des résultats du contrôle qualité analytique.

L’incertitude de mesure composée calculée comme la somme quadratique de la composante d’incertitude
de la reproductibilité intralaboratoire et de la composante d’incertitude associée au biais de la méthode et du
laboratoire, est multipliée par un facteur d’élargissement égal à 2 pour obtenir l’incertitude élargie à un niveau
de confiance d’environ 95 %.
Si l’incertitude de mesure varie de manière significative en fonction de la matrice et/ou de la plage de
concentration, l’estimation de l’incertitude doit être réalisée séparément pour chaque matrice et/ou plage de
concentration.
7 Considérations préalables à l’estimation de l’incertitude de mesure
7.1 Description du mesurage
Avant de commencer l’estimation de l’incertitude de mesure, il est nécessaire que l’analyste décrive la méthode
analytique considérée, ainsi que les buts et les objectifs du mesurage. Cette description porte au moins sur
les éléments suivants.
La description comprend:
— le mesurande;
— le mode opératoire de mesure;
— le domaine d’application (matrices, plage de concentration).
7.2 Description du support d’enregistrement dans lequel l’incertitude de mesure est rapportée
L’incertitude élargie, U, est rapportée soit sous forme de valeur d’incertitude absolue, soit sous forme de valeur
d’incertitude relative. Lorsque les résultats sont proches de la limite de quantification, l’incertitude est souvent
constante et peut donc être exprimée sous forme de valeur absolue. Lorsque les résultats sont largement
supérieurs à la limite de quantification, l’incertitude est souvent proportionnelle à la concentration de l’analyte
et peut donc être exprimée sous forme de valeur relative.

NOTE Il est reconnu que, bien que l’analyse d’au moins six échantillons lors de l’estimation du biais puisse être
appropriée dans la majorité des cas, elle ne l’est pas dans certaines situations. Plus le nombre de déterminations est
élevé, plus le niveau de confiance dans l’estimation augmente.

8 Évaluation des données de fidélité et de biais disponibles
8.1 Approche et critères
Dans la présente Norme internationale, la composante d’incertitude de la reproductibilité intralaboratoire,
u , et la composante d’incertitude du biais de la méthode et du laboratoire, u , servent à estimer l’incertitude

de mesure. Les données de validation et les résultats du contrôle qualité analytique sélectionnés doivent être
représentatifs de la description du mesurage décrite à l’Article 7:
— mode opératoire de mesure — les étapes de l’analyse (prétraitement, échantillon de référence comparable
aux échantillons d’essai) sont-elles toutes prises en compte?
— reproductibilité intralaboratoire — toutes les conditions pour l’exécution du mode opératoire de mesure
(par exemple opérateurs différents utilisant un équipement différent) sont-elles prises en compte?
— type de mesure — les variations de la matrice (par exemple eau potable, eaux de surface, eau de mer,
eaux usées) et toutes les interférences possibles sont-elles prises en compte?

Choisir, comme base pour l’estimation de l’incertitude, la source d’informations expérimentales qui fournit la
meilleure représentation des contributions à l’incertitude dans la pratique. Évaluer s’il existe des informations
sur les contributions à l’incertitude manquantes qui ne seraient pas négligeables.
Si nécessaire, réaliser l’estimation de l’incertitude avec les données de validation et les résultats du contrôle
qualité en utilisant des informations provenant d’autres expériences ou avec des estimations reposant sur les
connaissances existantes.
Si une surestimation de l’incertitude de mesure est acceptable, c’est-à-dire si l’incertitude cible n’est pas
dépassée, le résultat de cette approche expérimentale, avec la surestimation éventuelle, reste acceptable. Si
une surestimation n’est pas acceptable, une estimation plus détaillée doit être réalisée, qui peut comprendre
[11]
une partie de l’approche de modélisation décrite, par exemple, dans QUAM .
La Figure 1 montre un schéma du protocole d’estimation de l’incertitude de mesure.
Les calculs d’incertitude peuvent être effectués avec des valeurs absolues ou relatives (voir 7.2).
L’Annexe B donne des exemples pratiques de l’estimation de l’incertitude de mesure conformément à la
présente Norme internationale.
NOTE L’incertitude de mesure peut être estimée de plusieurs façons. Idéalement, il convient que les estimations
conduisent à un résultat statistiquement identique. Si cela n’est pas le cas, il se peut que toutes les sources d’incertitude
n’aient pas été prises en compte. Dans ce cas, l’incertitude est sous-évaluée. Il peut également arriver que l’incertitude soit
surestimée même en appliquant correctement la méthode. Cette valeur élevée peut être la conséquence des composantes
d’incertitude non associées à la méthode de mesure considérée, telles que celles associées à la valeur de référence d’un
matériau de référence ou à l’incertitude sur la concentration d’une solution utilisée pour les études de rendement.
8.2 Reproductibilité intralaboratoire
8.2.1 Conditions de reproductibilité intralaboratoire
L’estimation des variations aléatoires des résultats de mesure doit être réalisée dans les mêmes conditions que
pour l’analyse de routine.
Ainsi, les mesures sont à effectuer dans des «conditions intralaboratoire» (c’est-à-dire des jours différents
et, en fonction des conditions présentes dans le laboratoire considéré, avec un équipement différent et des
opérateurs différents). Ces conditions comprises entre les conditions de répétabilité et les conditions de
reproductibilité sont appelées «reproductibilité intralaboratoire» dans la présente Norme internationale.
Ces conditions sont généralement employées lorsque les échantillons de contrôle qualité qui sont analysés
sont similaires aux échantillons d’essai.
Pour l’estimation de la composante d’incertitude de la reproductibilité intralaboratoire, u , trois approches

8.2.2 Échantillons de contrôle subissant l’intégralité du processus analytique

et différents niveaux de concentration.
8.2.3 Utilisation de solutions étalons comme échantillons de contrôle qualité
Si des échantillons de contrôle qualité ayant une matrice identique à celle des échantillons d’essai ne sont pas
disponibles et que des solutions étalons synthétiques (avec une matrice qui diffère de celle des échantillons de
routine) sont utilisées, il convient de prendre en compte également la composante d’incertitude supplémentaire
due à une éventuelle inhomogénéité accrue de l’analyte dans la matrice.
Cette incertitude supplémentaire due à l’inhomogénéité peut être estimée, par exemple, à partir de cartes de
contrôle de l’étendue avec des échantillons ayant des matrices différentes. Pour le calcul de l’écart-type à
partir de l’étendue moyenne, voir l’Annexe A.
