In respect of 112-eCall (operating requirements defined in EN 16072), this document defines adaptations to eCall specifications defined in EN 16072 and other related documents to enable the provision of eCall for powered two wheel vehicles (vehicle centred).
As with the existing provisions for eCall for Category M1/N1 vehicles, these are specified within the paradigm of being OEM fit equipment supplied with new vehicles.
For the purposes of the present document, the P2WV ‘L’ categories, as defined in Directive 2002/24/EC, Regulation (EU) No 168/2013, UNECE and as referenced/specified in EN 15722 apply.
This document includes only the requirements for Category L1 and L3 powered two wheel vehicles (vehicle based) with the exception of L1e-A (powered cycle), although FprCEN/TS 17249 6 may reference other ‘L’ subcategories to use this document. (It will be noted that the categories L1 to L7 include 2, 3 and 4 wheel types e.g. motorcycles, tricycles and quadricycles.)
NOTE 1 Other Technical Specifications may be prepared for other UNECE category ‘L’ variants.
NOTE 2 The provision of eCall for vehicles via the aftermarket (post sale and registration) will be the subject of other work, and in respect of the operational requirements for any such aftermarket solutions for powered two wheel vehicles (vehicle centred), will use the specifications of this document as a principle reference point.
NOTE 3 The 112-eCall paradigm involves a direct call from the vehicle to the most appropriate PSAP. (Third party service provision by comparison, involves the support of an intermediary third party service provider before the call is forwarded to the PSAP.) The specifications herein relate only to the provision of 112-eCall or IMS-112-eCall (3.10), and do not provide specifications for third party service provision of eCall.
NOTE 4 Some of the elements of this document will require further in depth analysis before they can be implemented in a European Standard. These elements are included in this document however to document the current state of development of a European Standard. The current state of development on these elements justifies their inclusion in this document, but further assessment and analysis might require an amendment before implementation into a European Standard. (This is a normal evolution from a Technical Specification to a European Standard.)

Hinsichtlich 112-eCall (in EN 16072 festgelegte Betriebsanforderungen), legt diese Zielvorgabe Europäischer Normen Adaptionen an in EN 16072 festgelegte eCall-Spezifikationen und andere damit zusammenhängende Normen fest, um die Bereitstellung von eCall für motorisierte Zweiräder (fahrzeugzentriert) zu ermöglichen.
Wie bei den bereits bestehenden Bestimmungen zu eCall für Fahrzeuge der Klasse M1/N1 werden diese innerhalb des Paradigmas für Ausrüstung spezifiziert, die vom Originalgerätehersteller in Neufahrzeuge eingebaut wird.
Für den Zweck der vorliegenden Spezifikation gelten die Fahrzeugklassen L für motorisierte Zweiräder, wie in Richtlinie 2002/24/EG, EU Verordnung 168 2013, UNECE und in EN 15722:2015 08, Intelligente Transportsysteme - ESicherheit - Minimaler Datensatz für den elektronischen Notruf eCall in Bezug genommen/spezifiziert wurde.
Diese Technische Spezifikation beinhaltet nur die Anforderungen an Fahrzeugklassen L1 und L3 für motorisierte Zweiräder (fahrzeugbasiert) mit Ausnahme von L1e A (motorisiertes Fahrrad), obwohl CEN TS 17249 6 kann auf andere Unterklassen von L Bezug nehmen, um diese Spezifikation zu verwenden. (Es sollte beachtet werden, dass die Klassen L1 bis L7 2, 3 und 4 Radtypen enthalten, z. B. Motorräder, Dreiräder und Vierräder).

ANMERKUNG 3 Das 112-eCall-Paradigma beinhaltet einen Direktanruf vom Fahrzeug bei der zuständigen Notrufzentrale. (Zum Vergleich: Die Diensterbringung durch Dritte beinhaltet die Unterstützung eines zwischengeschalteten externen Dienstleisters, bevor der Anruf an die Notrufzentrale weitergeleitet wird.) V zvezi s storitvijo e-Klic 112 (zahteve za delovanje so določene v standardu EN 16072) ta dokument določa prilagoditve specifikacij za e-Klic, določenih v standardu EN 16072 in drugih povezanih dokumentih, za zagotavljanje e-Klica za dvokolesna motorna vozila (na osnovi vozil).
Tako kot obstoječe določbe za e-Klic za vozila kategorije M1/N1 so tudi te določbe opredeljene v okviru paradigme, da gre za originalno nameščeno opremo (OEM), ki je dobavljena z novimi vozili.

This Technical Specification (CEN/TS) was approved by CEN on 7 January 2019 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in

Introduction

In accordance with European Regulation, from 31 March 2018, all new model Category M1/N1 vehicles
will be, as a result of European Regulation, from 2018, equipped with 112-eCall (3.2). Other model
Category M1/N1 vehicles may be voluntarily equipped with 112-eCall (3.2).
The eCall Regulation at the time of developing this deliverable covers only M1 and N1 Category vehicles
(cars and vans). The European Commission’s “ICT Rolling Plan” (2017) states the objective “Action 1
Develop technical specification/standards for the implementation of eCall in vehicles of categories other
than M1 and N1 and for other user types, taking into account requirements included within type approval
regulation as well as ongoing activities in this area (pilots, CEF,…).” And it goes on to explain “… for the
extension to other vehicles types and services, such as Heavy Duty Vehicles, Power two wheel vehicles or
Hazardous Goods tracking, and other classes of vulnerable road users”.

Powered two wheel vehicle (vehicle mounted) 112-eCall (3.2), using OEM systems included during the
manufacture of the vehicle, present challenges to the eCall paradigm, in that in an accident, the rider is
likely to be separated from the vehicle, usually by a considerable distance. eCall equipment mounted on
P2WVs is also subjected to far harsher environmental exposure than its in-car counterparts, and
providing equipment, such as speakers, that will last and reliably operate for the lifetime of the vehicle,
presents a significant problem. This document takes these issues into account as a variation of the
requirements specified for Category M1 and N1 vehicles by providing equipment to enable assistance
responders to hear background sounds, but does not provide the requirement for two-way voice dialogue
in all models, although this may be possible for some vehicle model designs. Other features that
characterize eCall are maintained. An optional additional data element that enables the PSAP to identify
where voice communications are possible or not, is added.
This document defines the additional high level service requirements for the provision of eCall to
powered two wheel vehicles of UNECE Category L1 and L3 (vehicle mounted). As with the existing
provisions for eCall for Category M1/N1 vehicles, and other specifications in this series, these are
specified within the paradigm of being OEM fit equipment supplied with new vehicles.
NOTE The provision of eCall for aftermarket vehicles will be the subject of other work, and in respect of the
operational requirements for any such aftermarket solutions for vehicles, will use the specifications of this
document as a principle reference point.

5 Conformance
Conformance to the requirements of this document for eCall using packet switched IMS and circuit
switched systems is to be found in CEN/TS 17240 and applicable requirements of EN 16454 respectively,
amended to adapt to requirements for L-category vehicles (or a dedicated new standard specific to these
vehicle categories).
This document makes no conformance specifications or requirements in respect of TPS-eCall operating
requirements, and conformance requirements in respect of TPS-eCall can be found in EN 16102 and

6 112-European eCall for powered two wheel vehicles (vehicle centred)
6.1 P2WV context
This document is based on the description of an eCall session as defined in EN 16072, providing data as
determined in EN 15722. This deliverable provides specifications to extend the scope of eCall to benefit
incidents involving UNECE Category L1 and L3 vehicles (hereinafter referred to as P2WV), except
Category L1e-A (powered cycles).
The general context of the provision of eCall for P2WV is described in CEN/TR 17249-1 in its general
provisions, and particularly in its Clause 13, which is specific to P2WVs.
As with all categories of vehicles, Category L vehicles may be sub-divided into several sub-categories,
ranging from simple, low cost, power and speed restricted mopeds, scooters, tricycles and quadricycles ,
to complex, high value, unrestricted (power and speed) motorbikes.
This document is limited to powered vehicles (e.g. petrol, electrical, fuel cell etc.) of UNECE Categories L3
and L1. Pedal powered vehicles are outside of the Scope of this document and excludes category L1e-A
vehicles.
6.2 UNECE P2WV Categories
The MSD (as defined in EN 15722:2015) includes identification of the vehicle category. This
categorization is based on UNECE and Regulation (EU) No 168/2013 categorization of motor vehicles.
P2WV (powered two-wheel vehicles) refer to vehicle categories L1 &L3 with the exception of L1e-A
(powered cycle).
Figure 1 provides some visual examples of Category L vehicles.

7 112-eCall summary
7.1 Triggering conditions
The conditions for triggering of eCall, as described in EN 16072:2015, 7.10, shall also apply to eCall for
P2WV.

Instigation of triggering and the technical means of triggering, in this OEM provided paradigm, shall be
determined by the designer of the system.
Responsibility for what causes the eCall to be triggered lies with the designers of the system and vehicle
manufacturer, but shall take into account and be consistent with the requirements defined in 8.
Vehicle emergency incident evaluation and triggering algorithms for eCall initiation, is to be designed to
minimize unnecessary deployments and false calls, and to adapt to triggering conditions. Algorithms
often consider such factors as: vehicle acceleration, deceleration (angular accelerometers), wheel speed
sensors, attitude sensors (gyroscopes), weight and/or presence of rider and pillion passenger, brake
pressure sensors and omni-directional impact sensors.
7.2 General
7.2.1 Context
Within this paradigm, the eCall equipment (the IVS) is fitted during manufacture or before the point of
first sale by or under the control of the original equipment manufacturer. eCall characteristics and
provisions are defined in a number of EU Regulations, notably Regulation (EU) 2015/758 concerning
type-approval requirements for the deployment of the eCall in-vehicle system based on the 112 service
and amending Directive 2007/46/EC. eCall operating requirements are provided in EN 16072, and the
“minimum set of data” requirements are defined in EN 15722.
With the exception of the adaptations and variations defined herein, P2WVs claiming compliance to this
document shall comply with EN 16072, EN 15722, and either EN 16062 or CEN/TS 17184 and their
respectively specified conformance standards, EN 16454 or CEN/TS 17240 amended to adapt to
requirements for L-category vehicles (or a dedicated new standard specific to these vehicle categories).
7.2.2 Automatic and manual triggering
An eCall may be automatically or manually triggered as specified in EN 16072.
In order to be compliant with this document, a P2WV equipped for 112-eCall shall be fitted with a manual
means to trigger a 112-eCall at the instigation of the users of the vehicle. The design of this manual trigger
shall be at the determination of the OEM.
7.2.3 Uni-directional audio (microphone) connection from the vehicle to the PSAP
The P2WV shall be equipped with a microphone (to OEM specification) and at least a uni-directional
connection to the PSAP to enable the PSAP to hear sounds at the scene of the triggered incident in the
event of automatic or manual triggering of the 112-eCall

7.2.4 Audio connection between the PSAP and the users of the vehicle
