Recreational diving services - Requirements for recreational scuba diving service providers
This European Standard specifies requirements for service providers in the field of recreational scuba diving.
It specifies three areas of service provision:
3 training and education,
3 organised and guided diving for certified divers,
3 rental of diving equipment.
Service providers may offer one or more of these services. This European Standard specifies the nature and quality of the services to the client and applies only to contractual provision of those services.

- la plongée organisée et la plongée guidée pour les plongeurs certifiés ;
- la location d'équipements de plongée.
Les prestataires de services peuvent proposer un ou plusieurs de ces services. La présente Norme européenne spécifie la nature et la qualité des prestations fournies au client et s'applique seulement au cadre contractuel de cette prestation.

EN 14467:2004 (E)4IntroductionThe European Standards relating to recreational diving services have been prepared by CEN/TC 329/WG 3"Recreational Diving Services", with the aim of establishing a series of specifications for safety practices and theprovision of services.Therefore these standards specify:¾ necessary levels of experience and competency of scuba divers and scuba instructors,¾ safety practices and requirements for recreational scuba diving service providers appropriate to the differentdiving levels.In any case, they cannot substitute for nor impose upon legal requirements, the alteration of which is outside thecompetence of the CEN/CENELEC members.The series of European Standards relating to recreational diving services comprises the following standards:EN 14153-1:2003, Recreational Diving Services - Safety related minimum requirements for the training ofrecreational scuba divers - Part 1: Level 1EN 14153-2:2003, Recreational Diving Services - Safety related minimum requirements for the training ofrecreational scuba divers - Part 2: Level 2EN 14153-3:2003, Recreational Diving Services - Safety related minimum requirements for the training ofrecreational scuba divers - Part 3: Level 3EN 14413-1:2004, Recreational Diving Services - Safety related minimum requirements for the training ofrecreational scuba instructors - Part 1: InstructorEN 14413-2:2004, Recreational Diving Services - Safety related minimum requirements for the training ofrecreational scuba instructors - Part 2: InstructorEN 14467:2004, Recreational Diving Services – Requirements for recreational diving service providersStandardization is important for recreational activities, such as diving, for which training and experience areessential for the participants to be able to carry out the activity safely. Although recreational diving is potentiallyhazardous, the risks to the participants can easily be reduced to acceptable levels by the adoption of appropriateprecautions.The standards in the above listed series specify three levels of diver training and certification, and two levels ofinstructor training and certification. The present standard specifies performance requirements for the serviceprovider, commonly known as the “dive centre”.A service provider can offer diver training and education, guided dives and rental of diving equipment, and can offercourses leading to one or more of the diver or instructor qualifications specified in EN 14153-1, -2 and –3, and EN14413-1 and –2 respectively. The present standard specifies requirements for each of these services separately.Thus, although a client might be provided with two services at the same time, for example diver training and rentalof diving equipment, the client is considered to be in receipt of two distinct services.Service providers may often supply compressed breathing gases. EN 14467:2004 (E)83.10risk assessmentidentification of hazards and who may be harmed by them4 Common requirements4.1 GeneralNOTEThe following requirements apply to all services laid down in clauses 5 and 6 regardless of the specific kind ofservice.4.2 Information to be provided4.2.1 Information prior to provision of the serviceThe service provider shall provide the following information to the client.¾ contractual issues including conditions bearing on the signature, delivery and termination of the contract,¾ prerequisites and any qualification requirements in order to obtain the service (e.g. medical certification, divercertifications),¾ equipment requirements,¾ costs,¾ insurance requirements in accordance with national regulations,¾ local environmental considerations,¾ diving related legislation and legal requirements concerned with the specific kind of service.If the service provided involves training the following additional information shall be provided:¾ limitations of eventual qualification,¾ scope of the training course,¾ course procedures,¾ means and methods for assessment, criteria for successful completion,¾ that records will be kept of their personal data and these records may be passed on to a training organisation.In the case of guided dives or organised dives the following additional information shall be provided:¾ information concerning the dive site, in particular hazards which could affect the safety of the dive (e.g. under-water obstructions),¾ arrangements concerning buddy teams and/or group size,¾ depth and/or time limitations.4.2.2 Information during service provisionPrior to each dive or training session, clients shall have safety provisions identified to them, including:SIST EN 14467:2004
EN 14467:2004 (E)9¾ the identity and role of staff,¾ emergency procedures,¾ buddy/group assignments¾ the conduct required of clients.4.3 Risk AssessmentThe service provider shall ensure that a risk assessment is conducted before each dive, and shall adoptprocedures to ensure that all risks are controlled as far as is reasonably possible. The following factors shall beconsidered as part of this assessment taking into account the capability of participants:¾ water movement (e.g. current, wave action)¾ depth,¾ underwater visibility,¾ pollution,¾ entry/exit methods,¾ restricted zones,¾ suitability of the site for planned activities,¾ emergency action plan.The service provider shall have the right to prevent any client from taking part in the activity if following a riskassessment this is deemed to be in the best interest of the client and/or of other clients.4.4 Emergency equipment and procedures4.4.1 Emergency equipmentFor all locations where diving activities take place the service provider shall ensure the availability of:¾ a first aid kit suitable for the planned diving activities,¾ an emergency oxygen unit with a capacity of delivering at least 15 litres/min. of pure oxygen for at least20 min,¾ a communication system suitable for alerting emergency services.4.4.2 Emergency proceduresAt each dive site where diving activities take place a documented emergency plan comprising at least the followinginformation shall be available:¾ procedures for casualty recovery, resuscitation and evacuation,¾ use of the emergency oxygen supply,¾ information about the nearest medical resources (including data about the availability of a hyperbaricrecompression chamber).SIST EN 14467:2004
EN 14467:2004 (E)104.5 Diving EquipmentIndividuals instructing during open water dives or leading dives on behalf of the service provider shall at least beequipped with the diving equipment listed in clause 3.4.If equipment is provided to the client for use in training, guided or organised diving, this shall be considered aseparate service and thus clause 7 shall apply.4.6 Documentation4.6.1 StaffThe service provider shall maintain documentation on all individuals delivering services as follows:¾ name, address and date of birth,¾ training/certification, experience and medical certification,¾ duties assigned to
