Floating leisure articles for use on and in the water - Part 4: Additional specific safety requirements and test methods for Class B devices

This part of EN 15649 specifies safety requirements and test methods related to materials, safety, performance and consumer information for classified floating leisure articles for use on or in water according to EN 15649-1. EN 15649-4 is applicable with EN 15649-1 and EN 15649-2. This European Standard is applicable for Class B floating leisure articles for use on or in water according to EN 15649-1 regardless whether the buoyancy is achieved by inflation or inherent buoyant material. Class B devices provide a buoyant structure with one or more body openings into which the user is positioned partly immersed. NOTE 1 Typical products forming Class B (see Annex B): - floating rafts with interior body holding system ("swim seats") mostly in circular or square shape, fantasy shape for playing purposes; - floating fantasy shaped (animal adaptations) structures with one or more openings to host a child's body, with or without body holding system; - floating with slits or openings to put legs through any shape (animal, car imitation, etc.); - floating rings with interior seat segments inside the circular body opening. NOTE 2 Typical places for application: - pools; - protected areas of lakes, ponds; - protected area sea shore (no offshore winds, no currents).

Overview

SIST EN 15649-4:2010/kFprA1:2011 is a European standard specifying additional specific safety requirements and test methods for Class B floating leisure articles used on and in water. Developed by the European Committee for Standardization (CEN), this standard forms part of the EN 15649 series, which addresses floating recreational equipment. Part 4 focuses on Class B devices as defined in EN 15649-1, providing guidelines for materials, safety, performance, and consumer information, ensuring that such products meet high safety benchmarks for users of all ages.

Key Topics

  • Scope of Application: This standard applies to all Class B floating leisure devices, regardless of whether buoyancy is provided by inflation or inherent buoyant materials.
  • Product Types: Typical Class B devices include:
    • Floating rafts with built-in body holding systems (such as swim seats) in various shapes.
    • Floating structures with openings designed to accommodate a user's body, mainly for children, sometimes featuring fantasy shapes and interior seats.
    • Floating equipment with leg slits/openings in various shapes, facilitating partial immersion.
    • Floating rings with interior seat segments.
  • Safety Requirements: EN 15649-4 specifies enhanced safety characteristics, ensuring these products are suitable for recreational water use without exposing users to additional risks.
  • Test Methods: The document outlines practical test procedures for verifying compliance with safety and performance requirements.
  • Consumer Information: Requirements extend to the clear provision of consumer information, including safe use guidelines and proper labeling on products.

Applications

Class B floating leisure articles are widely used in various recreational environments, including:

  • Swimming pools: Commonly used by children for support and play.
  • Lakes and Ponds: Used in protected, calm areas to enhance safety while providing aquatic entertainment.
  • Seaside areas: Suitable for use alongside gentle shorelines that are shielded from currents and offshore winds.

These products enhance water-based recreation, supporting young children and non-swimmers in a controlled manner. By adhering to the rigidity of this standard, manufacturers ensure user safety and comply with market regulations prevalent across Europe and beyond.

Related Standards

SIST EN 15649-4:2010/kFprA1:2011 works in conjunction with other standards in the EN 15649 series, especially:

  • EN 15649-1: General safety requirements and test methods for floating leisure articles.
  • EN 15649-2: Additional safety and testing specific to different classes of devices.
  • EN 15649-3 and beyond: Other parts addressing further device classifications and their particular risks.

Manufacturers, importers, and regulatory authorities benefit from familiarizing themselves with the full EN 15649 series to ensure comprehensive compliance and robust product safety.

Practical Value

Implementing the requirements of SIST EN 15649-4 brings several advantages:

  • Enhanced consumer safety: Reduces the risk of injuries and accidents on recreational water devices.
  • Market access: Aligns with European regulations, facilitating product acceptance and trust in key markets.
  • Standardized quality: Helps producers maintain consistent safety and quality levels across product lines.
  • Consumer trust: Clearly labeled, well-tested products result in greater consumer confidence.

Leveraging this standard is essential for anyone involved in the design, manufacture, or sale of floating leisure articles intended for use on or in water, ensuring both safety and regulatory compliance.
