SIST EN 301 025:2000 is a European Standard from ETSI, adopted by SIST, for VHF radiotelephone equipment for general maritime communications with associated Class D Digital Selective Calling (DSC). It specifies the equipment characteristics, operating functions and measurement methods for shipborne fixed installations used in maritime services that do not form part of the Global Maritime Distress and Safety System (GMDSS).
What does SIST EN 301 025:2000 specify?
SIST EN 301 025:2000 sets the minimum technical and operational requirements for VHF radiotelephone equipment with Class D DSC, together with the methods used to verify them. It is written for shipborne fixed installations, so it is the document to use when checking product design, test plans and acceptance criteria for this type of maritime radio.
The document is organized into clauses 1 to 10, followed by five annexes.
| Annex | What it covers |
|---|---|
| Annex A | DSC calls |
| Annex B | Measuring receiver for adjacent channel power measurement |
| Annex C | Radiated measurements |
| Annex D | Description of the equipment |
| Annex E | Subclauses relevant for compliance with EC Council Directives |
What are the key requirements of SIST EN 301 025:2000?
SIST EN 301 025:2000 requires the equipment to include a VHF radiotelephone, a radiotelephone receiver, a dedicated channel 70 watchkeeping receiver for the DSC decoder, a DSC encoder and a DSC decoder. In practice, this means the radio is not just a voice set - it must also support the DSC functions needed for maritime calling and call handling.
Operational controls and DSC handling
Clause 4 requires a dedicated distress button, protected against accidental use, with at least two independent actions before a distress alert is sent. The distress sequence must have priority over other functions, switch to channel 70, transmit the distress call five times, and then retune to channel 16 at maximum power. For an operator, this means distress calling must be quick, but also guarded against unintended activation.
The standard also requires clear controls, readable channel indication, a distinct marking for channel 16, and a way to prevent use of channel 70 for anything other than DSC. Incoming DSC calls must be shown in plain language, and the last 10 received DSC calls must be stored until they are read. If the equipment has multiple watch facilities, DSC operation always takes precedence and channel 70 must not be scanned.
Transmitter and receiver performance
Clause 5 specifies the radio characteristics. The equipment uses phase modulation, with G3E for speech and G2B for DSC, and it is designed for 25 kHz channel separation. Key transmitter limits include frequency error within ±1.5 kHz, carrier power between 6 W and 25 W at high power, and maximum frequency deviation of ±5 kHz. These limits matter because they control channel occupancy, coverage and compatibility with other maritime radios.
Receiver requirements cover audio output, sensitivity, selectivity and rejection of unwanted signals. For example, the maximum usable sensitivity is checked with a Signal + Noise + Distortion to Noise + Distortion (SINAD) ratio of 20 dB, and the audio output power must be sufficient for both loudspeaker and handset use. This ensures the radio remains intelligible in normal marine listening conditions.
Messaging, identity and position information
Clause 5 also requires permanent storage of the ship’s Maritime Mobile Service Identity (MMSI), automatic insertion of the identity in DSC calls, and support for Group MMSI programming. Position information can be entered manually or automatically, with automatic input required to conform with IEC 1162-1. If position data are not refreshed, the document defines fallback behavior for the stored position. For users, this means the radio must be able to identify the vessel correctly and include valid position data in distress-related use.
Testing and environmental robustness
Clauses 6 and 7 define the test conditions, including normal and extreme temperature and supply-voltage conditions, measurement uncertainty, vibration, dry heat, damp heat and low temperature tests. The equipment must continue to meet the performance check after these environmental exposures. In practice, these clauses are what a test lab uses to show the radio remains usable in marine service.
What terms does SIST EN 301 025:2000 define?
- Class D - equipment intended to provide minimum VHF DSC distress, urgency, safety, routine calling and reception functions.
- Carrier frequency - the frequency to which the transmitter or receiver is tuned.
- Frequency deviation - the difference between the instantaneous modulated RF frequency and the carrier frequency.
- G3E - phase modulation for speech with 6 dB per octave pre-emphasis.
- G2B - phase modulation with digital information and a sub-carrier for DSC operation.
- MMSI - Maritime Mobile Service Identity, the ship identity stored and inserted into DSC calls.
- SINAD - Signal + Noise + Distortion to Noise + Distortion, used to judge receiver sensitivity and rejection.
- DSC - Digital Selective Calling, the digital calling system used on channel 70.
Who uses SIST EN 301 025:2000?
Manufacturers use SIST EN 301 025:2000 to design and declare compliance for VHF maritime radios with Class D DSC. Test laboratories use it to set up measurements and decide pass or fail. Quality and compliance teams use it to check that controls, alarms, channel handling and identity functions match maritime service needs. Buyers, ship operators and integrators use it when selecting equipment for shipborne fixed installations that are outside GMDSS carriage requirements.

What does the SIST EN 301 025:2000 document contain?
SIST EN 301 025:2000 contains detailed test methods for transmitter characteristics, receiver characteristics and DSC decoder performance, including channel switching time, frequency error, power, deviation, adjacent channel power, spurious emissions and transient behavior. It also includes procedures for DSC call generation, decoding verification and message sequence checking.
The document uses defined test arrangements such as artificial antennas, combining networks, calibrated DSC generators and radiated measurement sites. It also includes figures and templates for frequency deviation, audio response and transient frequency behavior, so the reader can reproduce the same test setup in a laboratory.
Annex C is especially practical for compliance testing because it sets out radiated measurement sites and the use of substitution antennas. Annex E links the technical clauses to EC Directive compliance, which is useful for conformity assessment and technical documentation.
