Предисловие
Международная организация по стандартизации (ISO) является всемирной федерацией
национальных организаций по стандартизации (комитетов-членов ISO). Разработка
международных стандартов обычно осуществляется техническими комитетами ISO. Каждый
комитет-член, заинтересованный в деятельности, для которой был создан технический комитет,
имеет право быть представленным в этом комитете. Международные правительственные и
неправительственные организации, имеющие связи с ISO, также принимают участие в этой работе.
ISO работает в тесном сотрудничестве с Международной электротехнической комиссией (IEC) по
всем вопросам стандартизации в области электротехники.
Проекты международных стандартов разрабатываются по правилам, указанным в Директивах
ISO/IEC, Часть 2.
Главная задача технических комитетов состоит в подготовке международных стандартов. Проекты
международных стандартов, принятые техническими комитетами, рассылаются комитетам-членам
на голосование. Их опубликование в качестве международных стандартов требует одобрения не
менее 75% членов, принимающих участие в голосовании.
В исключительных случаях, когда технический комитет собрал данные, отличающиеся от тех,

Введение
Вся продукция, т.е. все товары или услуги, оказывает некоторое воздействие на окружающую
среду на любой или на всех стадиях жизненного цикла: приобретение сырья, производство,
распределение, использование и утилизация. Эти воздействия могут быть от легкого до
значительного; они могут быть краткосрочными или долгосрочными; и могут иметь место на
локальном, региональном или глобальном уровне (или их комбинации).
Интерес потребителей, пользователей, разработчиков и других лиц к экологическим аспектам и
воздействию продукции на окружающую среду растет. Этот интерес отражается в дискуссиях
между предпринимателями, потребителями, правительствами и неправительственными
организациями по вопросам устойчивого развития, экоэффективности, экологического
проектирования, сопровождения продукции, в отношении международных соглашений, торговых
мер, национального законодательства и правительственных инициатив или инициатив разных
секторов экономики на добровольной основе. Этот интерес также отражается в экономике
различных сегментов рынка, которые признают и пользуются преимуществами этих новых
подходов к проектированию продукции. Результатом этих новых подходов может быть улучшение
эффективности использования ресурсов и процессов, потенциальная дифференциация продукции,

1 Область применения
Настоящий технический отчет описывает концепции и существующие методы, относящиеся к
интегрированию экологических аспектов в проектирование и разработку продукции, где под
"продукцией" понимаются и товары, и услуги.
Этот технический отчет применим для разработки документов специализированных для секторов
экономики.
Он не применим в качестве требований для целей сертификации и регистрации.

4 Цель и потенциальные выгоды
Цель интегрирования экологических аспектов в проектирование и разработку продукции состоит в
уменьшении вредных воздействий продукции на окружающую среду на протяжении всего
жизненного цикла. В стремлении к этой цели можно получить много выгод для организации, ее
конкурентоспособности, потребителей и других заинтересованных сторон. Потенциальные выгоды
могут включать:
- снижение затрат за счет оптимизации использования материалов и энергии, повышения
эффективности процессов, снижения количества получаемых отходов;
- стимулирование инноваций и творчества;
- идентификацию новой продукции, например из отбракованных материалов;
- удовлетворение или превышение ожиданий потребителя;
- улучшение имиджа и/или брэнда организации;
- повышение лояльности потребителя;
- привлечение финансовых организаций и инвестиций, особенно от инвесторов, сознающих
значимость экологических проблем;
- повышение мотивации работников;
- увеличение знаний о продукции;
- снижение ответственности (обязательств) за счет уменьшения воздействий на окружающую среду;
- снижение рисков;
- улучшение отношений с контрольными (надзорными) органами;
- улучшение внутреннего и внешнего обмена информацией.
5 Стратегические оценки
5.1 Общие положения
В этом разделе описываются некоторые из обычных стратегических оценок, которые делает
организация при интегрировании экологических аспектов в проектирование и разработку
продукции. Целесообразно рассмотреть цель этого интегрирования (см. раздел 4) в контексте
существующих политик, стратегий и структуры организации. Эти существующие политики или
стратегии могут придать ценное направление интегрированию экологических аспектов в
проектирование и разработку продукции.

5.2 Организационные вопросы
Важно рассмотреть приведенные ниже экологические вопросы, потому что они могут иметь
экономическое и экологическое значения для организации. Степень значимости этих
стратегических вопросов определяется общими целями организации:
- деятельность конкурентов;
- потребности, требования и запросы потребителей;
- деятельность поставщиков;
- отношения с инвесторами, финансовыми, страховыми организациями и другими
заинтересованными сторонами;
- экологические аспекты организации и воздействия на окружающую среду;
- деятельность контрольных (надзорных) и законодательных органов;
- деятельность промышленных и предпринимательских ассоциаций.
5.3 Вопросы, связанные с продукцией
Организации, которые интегрируют экологические аспекты в проектирование и разработку
продукции, обычно рассматривают следующие вопросы, связанные с продукцией:
a) «раннее» интегрирование, т.е. рассмотрение экологических аспектов на ранней стадии
процесса проектирования и разработки продукции;
b) жизненный цикл продукции, т.е. анализ от приобретения сырья до конца срока службы
(использования) (см. рис.1)
c) функциональность, т.е. насколько продукция соответствует цели, для которой она
предназначена с точки зрения пригодности, располагаемого ресурса, , внешнего облика и др.;
d) многокритериальная концепция, т.е. рассмотрение всех соответствующих экологических аспектов и
воздействий на окружающую среду;
e) компромиссы, т.е. поиск оптимальных решений
Более подробно эти вопросы обсуждаются в 7.3.
5.4 Обмен информацией
Стратегия обмена информацией является неотъемлемой составной частью процесса внедрения
экологических аспектов в проектирование и разработку продукции. Эффективная стратегия
рассматривает и внутренний и внешний обмен информацией.
Внутренний обмен информацией может включать предоставление информации работникам о(б)
- политике организации,
- воздействиям продукции на окружающую среду,

- обучающих курсах по экологическим вопросам, программам и инструментальным средствам,
- успешных проектах или продукции,
- специфических воздействиях производственных площадок на окружающую среду.
Такой обмен информацией может также включать механизмы, обеспечивающие обратную связь с
работниками по вопросам проектирования и разработки продукции.
Внешний обмен информацией может быть средством увеличения экономического эффекта
интегрирования экологических аспектов в проектирование и разработку продукции. Это может
быть обмен информацией с посредниками, такими как потребители и поставщики, и может
включать информацию по
- свойствам продукции (функциональные характеристики, экологические аспекты и др.),
- правильному использованию продукции и ее утилизации на конечном этапе жизненного
цикла.
Существуют различные национальные и международные стандарты на внешний обмен
информацией. Например, серия стандартов ISO 14020 содержит принципы, примеры и требования
для экологической маркировки.
6 Рассмотрение менеджмента
6.1 Общие положения
В этом разделе описывается роль высшего руководства организации и его значение для
выполнения программы интегрирования экологических аспектов в проектирование и разработку
продукции. Решения, принятые руководством, определяют рамки и задачи программы, уровень
поддержки, которую получит работа, и степень оптимизации, которую получит программа.
6.2 Роль менеджмента
Процесс интегрирования экологических аспектов в проектирование и разработку продукции может
быть инициирован или руководством (сверху вниз), или проектировщиками и разработчиками
продукции (снизу вверх). На практике оба подхода могут иметь место одновременно. Независимо
от того, кто в организации инициирует этот процесс, поддержка на уровне высшего руководства
необходима, чтобы это имело значимое воздействие на деятельность организации по
проектированию и разработке продукции.
Действия высшего руководства необходимы для обеспечения эффективного выполнения процедур
и программ. Это включает распределение достаточных финансовых и человеческих ресурсов и
времени для решения задач по интегрированию экологических аспектов в проектирование и
разработку продукции. Для эффективной программы интегрирования требуются специалисты ,
участвующие в процессе проектирования и разработки продукции, такие как разработчики и
проектировщики продукции, эксперты по маркетингу, производству, экологии, закупкам ,
обслуживающий (технический) персонал и потребители или их представители.
В общем, руководство может сформировать свои обязательства по выполнению программы,
определив конкретные цели по следующим процессам:

- постоянное улучшение экологичности продукции;
- управление цепочкой поставок;
- обеспечение активного участия в программе работников, занятых проектированием и
разработкой продукции; и
- поощрение новых идей и инноваций.
Руководство устанавливает и обеспечивает сохранение основных рамок, в пределах которых
функционирует организация. При интегрировании экологических аспектов в проектирование и
разработку продукции элементы этих рамок могут включать:
- определение экологических взглядов и экологической политики;
- определение целей и задач для
o обеспечения соответствия законодательным актам,
o уменьшения неблагоприятных воздействий продукции на окружающую среду;
- распределение ресурсов;
- распределение ответственности , задач и подотчетности;
- определение, поддержку и мониторинг программ проектирования и разработки продукции;
- определение и формирование программ для анализа процесса проектирования и разработки
продукции;
- организацию/структурирование экологических функций и процессов для проектирования и
разработки продукции;
- идентификация потребностей по набору и обучению кадров для выполнения программ;
- определение (средств) измерения и показателей результативности;
- развитие и обеспечение обратной связи по экологической результативности.
6.3 Проактивный подход
Интегрирование экологических аспектов в проектирование и разработку продукции должно
предотвратить вредные воздействия на окружающую среду, прежде чем они возникнут. Оно
обеспечивает систематическую возможность предвидеть проблемы и их решения на протяжении
всего жизненного цикла продукции. Организации, которые предпринимают в этом отношении
проактивные действия, могут увеличить свой шанс добиться успеха благодаря этому подходу.
6.4 Поддержка со стороны существующих систем менеджмента
Интегрирование экологических аспектов в проектирование и разработку продукции может быть
поддержано существующими системами менеджмента (например, системами менеджмента
качества и экологического менеджмента). С другой стороны, существующая система менеджмента
может активизироваться под влиянием этой деятельности по интегрированию. Стандарты ISO

Для многих организаций воздействие их продукции на окружающую среду
связано со значимым экологическим аспектом. Поэтому для этих организаций
часто бывает уместным рассматривать продукцию в контексте экологической
политики, целей и задач системы экологического менеджмента, например
требований стандарта ISO 14001.
Организация может идентифицировать значимые экологические аспекты своей продукции и
устанавливать процедуры для идентификации и проведения разработок в соответствии с
экологическими, законодательными и другими требованиями, применимыми для ее продукции.
Она также может определять, проектировать, инициировать и вести соответствующие программы

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
In exceptional circumstances, when a technical committee has collected data of a different kind from that

Introduction
All products, that is, all goods or services, have some impact on the environment, which may occur at any or
all stages of the product’s life cycle: raw material acquisition, manufacture, distribution, use and disposal.
These impacts may range from slight to significant; they may be short-term or long-term; and they may occur
at the local, regional or global level (or combination thereof).
The interest of customers, users, developers and others in the environmental aspects and impacts of products
is increasing. This interest is reflected in discussions among business, consumers, governments and non-
governmental organizations concerning sustainable development, eco-efficiency, design for the environment,
product stewardship, international agreements, trade measures, national legislation, and government or sector
based voluntary initiatives. This interest is also reflected in the economics of various market segments that are
recognizing and taking advantage of these new approaches to product design. These new approaches may
result in improved resource and process efficiencies, potential product differentiation, reduction in regulatory
burden and potential liability, and costs savings. In addition, globalization of markets, shifts in sourcing,
manufacturing and distributing all influence the supply chain, and therefore have an impact on the
environment.
More organizations are coming to realize that there are substantial benefits in integrating environmental
aspects into product design and development. Some of these benefits may include: lower costs, stimulation of
innovation, new business opportunities, and improved product quality.
Anticipating or identifying the environmental aspects of a product throughout its life cycle may be complex. It is
important to consider its function within the context of the system where it will be used. A product’s
environmental aspects must also be balanced against other factors, such as the product’s intended function,
performance, safety and health, cost, marketability, quality, and legal and regulatory requirements.
The process of integrating environmental aspects into product design and development is continual and
flexible, promoting creativity and maximizing innovation and opportunities for environmental improvement. As
a basis for this integration, environmental issues may be addressed in the policies and strategies of the
organization involved.
Early identification and planning enables organizations to make effective decisions about environmental
aspects that they control and to better understand how their decisions may affect environmental aspects
controlled by others, i.e. at the raw material acquisition or end-of-life stages.
This Technical Report is intended for use by all those involved in the design and development of products,
regardless of organization type, size, location and complexity, and for all types of products whether new or
modified. It is written for those directly involved in the process of product design and development and for
those responsible for the policy/decision making process. The information provided by this Technical Report
may also be of interest to external stakeholders who are not directly involved in the product design and
development process.

1 Scope
This Technical Report describes concepts and current practices relating to the integration of environmental
aspects into product design and development, where “product” is understood to cover both goods and
services.
This Technical Report is applicable to the development of sector-specific documents.
It is not applicable as a specification for certification and registration purposes.

product to a point of practical use. It includes improvements or modifications to existing products or processes.

4 Goal and potential benefits
The goal of integrating environmental aspects into product design and development is the reduction of
adverse environmental impacts of products throughout their entire life cycles. In striving for this goal, multiple
benefits can be achieved for the organization, its competitiveness, customers and other stakeholders.
Potential benefits may include:
 lower costs by optimizing the use of materials and energy, more efficient processes, reduced waste
disposal;
 stimulation of innovation and creativity;
 identification of new products, e.g. from discarded materials;
 meeting or surpassing customer expectations;
 enhancement of organization image and/or brand;
 improved customer loyalty;
 attraction of financing and investment, particularly from environmentally conscious investors;
 enhancement of employee motivation;
 increased knowledge about the product;
 reduction in liability through reduced environmental impacts;
 reduction of risks;
 improved relations with regulators;
 improved internal and external communications.
5 Strategic considerations
5.1 General
This clause describes some of the common strategic considerations that organizations take into account when
integrating environmental aspects into product design and development. It is useful to consider the goal (see
Clause 4) within the context of the organization's existing policies, strategies and structure. These existing
policies or strategies can provide valuable direction to integrating environmental aspects into product design
and development.

5.2 Organizational issues
It is important to consider strategic issues such as those mentioned below, because they may have economic
and environmental implications for the organization. The overall objectives of the organization influence the
extent to which these strategic issues are relevant:
 competitors’ activities;
 customer needs, requirements and demands;
 supplier activities;
 relationships with investors, financiers, insurers and other stakeholders;
 organization's environmental aspects and impacts;
 activities of regulators and legislators;
 activities of industry and business associations.
5.3 Product-related issues
Organizations that integrate environmental aspects into product design and development commonly consider
the following product-related issues:
a) early integration, i.e. addressing the environmental aspects early in the design and development process;
b) product life cycle, i.e. analysis from raw material acquisition to end of life (see Figure 1);
c) functionality, i.e. how well the product suits the purpose for which it is intended in terms of usability, useful
lifetime, appearance, among others;
d) multi-criteria concept, i.e. consideration of all relevant environmental impacts and aspects;
e) trade-offs, i.e. seeking optimal solutions.
These issues are discussed in more detail in 7.3.
5.4 Communication
A communication strategy is an integral part of the process of incorporating environmental aspects into
product design and development. An effective strategy addresses both internal and external communication.
Internal communication could involve providing information to employees on
 the organization’s policy,
 product-related environmental impacts,
 training courses on environmental issues, programmes and tools,
 successful projects or products,
 site-specific impacts on the environment.
Such communication can also involve mechanisms that obtain feedback from employees on product design
and development issues.

External communication can be an opportunity for enhancing the value and benefits of integrating
environmental aspects into product design and development. This communication can be to stakeholders,
such as customers and suppliers, and can include information on
 product properties (performance, environmental aspects, etc.),
 proper use and end-of-life handling of products.
There are various national and international standards for external communication. For example, the
ISO 14020 series provides principles, examples and requirements for environmental labelling.
6 Management considerations
6.1 General
This clause describes the role of top management and the importance of its commitment to a programme of
integrating environmental aspects into product design and development. The decisions taken by management
determine the framework and targets of the programme, the level of support the work will receive and the
degree of optimization the programme will achieve.
6.2 Management role
The process of integrating environmental aspects into product design and development can be initiated either
by management (top-down) or by designers and product developers (bottom-up). In practice, both approaches
can take place simultaneously. Regardless of which business function initiates the process, top management
level support is needed to have a significant effect on an organization’s product design and development
activities.
Top management actions are needed to enable effective implementation of procedures and programmes. This
includes the allocation of sufficient financial and human resources and time for the tasks involved in
integrating environmental aspects into product design and development. An effective integration programme
engages actors involved in the product design and development process, such as product developers and
designers, experts from marketing, production, environment, procurement, service personnel and customers
or their representatives.
In general, management may formalize its commitment to the programme by establishing particular goals
within the following processes:
 continual environmental improvement of products;
 management of the supply chain;
 active participation in the programme by employees engaged in product design and development; and
 fostering the creation of new ideas and innovation.
Management establishes and maintains the basic framework within which the organization operates. When
integrating environmental aspects into product design and development, elements of this framework may
include:
 defining the environmental vision and policy;
 defining objectives and targets to
 ensure legal compliance,
 reduce adverse environmental impacts of products;

 allocating resources;
 assigning responsibilities, tasks and accountabilities;
 defining, supporting and monitoring product design and development programmes;
 defining and instituting programmes for review of the product design and development process;
 organizing/structuring environmental functions and processes for product design and development;
 identifying recruitment and training needs for implementing the programmes;
 defining measurement and performance indicators;
 following up and providing feedback on environmental performance.
6.3 Proactive approach
Integration of environmental aspects into product design and development seeks to prevent adverse
environmental impacts before they arise. It provides a systematic opportunity to anticipate problems and their
solutions along the whole product life cycle. Organizations that take proactive actions in this regard may
increase their chances to benefit from this approach.
6.4 Support from existing management systems
The integration of environmental aspects into product design and development can be supported by existing
management systems (e.g. quality and environmental management systems or product stewardship
programmes). On the other hand, the existing management system may be activated by these integration
activities. ISO 14001 and ISO 14004, for example, describe and give guidance to establishment of
environmental management systems that can be used in connection with product design and development.

Links with environmental management system
For many organizations, the environmental impact of their products is related to a significant
environmental aspect. Therefore it is often relevant for them to consider products in the
environmental policy, objectives and targets of their environmental management system, e.g.
ISO 14001.
An organization can identify the significant environmental aspects of its products and establish procedures to
identify and track developments in environmental, legal and other requirements applicable to its products. It
can also define, design, initiate and maintain appropriate training programmes to ensure employees adhere to
established and developing environmental standards or practices.
In addition, the product design and development process is usually part of an existing management system,
such as ISO 9001, through which the environmental aspects and product-related activities could be
incorporated according to the stages of the process.
6.5 Multidisciplinary approach
The success of integrating environmental aspects into product design and development in an organization is
enhanced by involvement of relevant disciplines and organizational functions such as design, engineering,
marketing, environment, quality, purchasing, service delivery, etc. These competencies often involve several
people, depending on the size of the organization.
The aim is to ensure that all relevant business functions contribute and commit to environmental improvement
in the earliest stages of the design and development process and stay involved throughout the process, up to
and including market launch and product review. The key tasks and participants (shown below in brackets)
from the business functions involved in integrating environmental aspects into product design and
development may include:

 researching and implementing creative solutions in product design and development (product planners,
developers and designers);
 investigating and documenting environmental aspects and impacts of and providing alternatives for
existing and planned technologies, e.g. acquisition and use of raw materials, components/subassemblies
and materials, and waste management (environmental personnel);
 communicating with suppliers, retailers, customers, recyclers and disposers (environmental personnel);
 collecting and documenting data on materials and components/subassemblies and informing suppliers
about the organization's environmental requirements (purchasing managers);
 investigating and providing information on the technical feasibility of alternative designs, manufacturing,
materials or processes;
 checking technical feasibility of supplier’s production or the end-of-life processes (management,
engineers and technicians);
 establishing baseline environmental measurement systems based on previous product generations,
competitors’ products, etc. (management);
 increasing environmental awareness through training and education (environmental and training
personnel);
 considering and tracking new developments in legislation, environmental regulations, competitors’
activities and customers’ needs, and providing strategic information on the direction of product
development and pricing of the end product (regulatory affairs, marketing or brand managers).

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
In exceptional circumstances, when a technical committee has collected data of a different kind from that
which is normally published as an International Standard (“state of the art”, for example), it may decide by a
simple majority vote of its participating members to publish a Technical Report. A Technical Report is entirely
informative in nature and does not have to be reviewed until the data it provides are considered to be no
longer valid or useful.

Introduction
All products, that is, all goods or services, have some impact on the environment, which may occur at any or
all stages of the product’s life cycle: raw material acquisition, manufacture, distribution, use and disposal.
These impacts may range from slight to significant; they may be short-term or long-term; and they may occur
at the local, regional or global level (or combination thereof).
The interest of customers, users, developers and others in the environmental aspects and impacts of products
is increasing. This interest is reflected in discussions among business, consumers, governments and non-
governmental organizations concerning sustainable development, eco-efficiency, design for the environment,
product stewardship, international agreements, trade measures, national legislation, and government or sector
based voluntary initiatives. This interest is also reflected in the economics of various market segments that are
recognizing and taking advantage of these new approaches to product design. These new approaches may
result in improved resource and process efficiencies, potential product differentiation, reduction in regulatory
burden and potential liability, and costs savings. In addition, globalization of markets, shifts in sourcing,
manufacturing and distributing all influence the supply chain, and therefore have an impact on the
environment.
More organizations are coming to realize that there are substantial benefits in integrating environmental
aspects into product design and development. Some of these benefits may include: lower costs, stimulation of
innovation, new business opportunities, and improved product quality.
Anticipating or identifying the environmental aspects of a product throughout its life cycle may be complex. It is
important to consider its function within the context of the system where it will be used. A product’s
environmental aspects must also be balanced against other factors, such as the product’s intended function,
performance, safety and health, cost, marketability, quality, and legal and regulatory requirements.
The process of integrating environmental aspects into product design and development is continual and
flexible, promoting creativity and maximizing innovation and opportunities for environmental improvement. As
a basis for this integration, environmental issues may be addressed in the policies and strategies of the
organization involved.
Early identification and planning enables organizations to make effective decisions about environmental
aspects that they control and to better understand how their decisions may affect environmental aspects
controlled by others, i.e. at the raw material acquisition or end-of-life stages.
This Technical Report is intended for use by all those involved in the design and development of products,
regardless of organization type, size, location and complexity, and for all types of products whether new or
modified. It is written for those directly involved in the process of product design and development and for
those responsible for the policy/decision making process. The information provided by this Technical Report
may also be of interest to external stakeholders who are not directly involved in the product design and
development process.

1 Scope
This Technical Report describes concepts and current practices relating to the integration of environmental
aspects into product design and development, where “product” is understood to cover both goods and
services.
This Technical Report is applicable to the development of sector-specific documents.
It is not applicable as a specification for certification and registration purposes.

For the purposes of this document, the terms and definitions given in ISO 14050 and the following apply.

product to a point of practical use. It includes improvements or modifications to existing products or processes.

For Environment (DFE), eco-design, the environmental part of product stewardship, etc.

4 Goal and potential benefits
The goal of integrating environmental aspects into product design and development is the reduction of
adverse environmental impacts of products throughout their entire life cycles. In striving for this goal, multiple
benefits can be achieved for the organization, its competitiveness, customers and other stakeholders.
Potential benefits may include:
 lower costs by optimizing the use of materials and energy, more efficient processes, reduced waste
disposal;
 stimulation of innovation and creativity;
 identification of new products, e.g. from discarded materials;
 meeting or surpassing customer expectations;
 enhancement of organization image and/or brand;
 improved customer loyalty;
 attraction of financing and investment, particularly from environmentally conscious investors;
 enhancement of employee motivation;
 increased knowledge about the product;
 reduction in liability through reduced environmental impacts;
 reduction of risks;
 improved relations with regulators;
 improved internal and external communications.
5 Strategic considerations
5.1 General
This clause describes some of the common strategic considerations that organizations take into account when
integrating environmental aspects into product design and development. It is useful to consider the goal (see
Clause 4) within the context of the organization's existing policies, strategies and structure. These existing
policies or strategies can provide valuable direction to integrating environmental aspects into product design
and development.

5.2 Organizational issues
It is important to consider strategic issues such as those mentioned below, because they may have economic
and environmental implications for the organization. The overall objectives of the organization influence the
extent to which these strategic issues are relevant:
 competitors’ activities;
 customer needs, requirements and demands;
 supplier activities;
 relationships with investors, financiers, insurers and other stakeholders;
 organization's environmental aspects and impacts;
 activities of regulators and legislators;
 activities of industry and business associations.
5.3 Product-related issues
Organizations that integrate environmental aspects into product design and development commonly consider
the following product-related issues:
a) early integration, i.e. addressing the environmental aspects early in the design and development process;
b) product life cycle, i.e. analysis from raw material acquisition to end of life (see Figure 1);
c) functionality, i.e. how well the product suits the purpose for which it is intended in terms of usability, useful
lifetime, appearance, among others;
d) multi-criteria concept, i.e. consideration of all relevant environmental impacts and aspects;
e) trade-offs, i.e. seeking optimal solutions.
These issues are discussed in more detail in 7.3.
5.4 Communication
A communication strategy is an integral part of the process of incorporating environmental aspects into
product design and development. An effective strategy addresses both internal and external communication.
Internal communication could involve providing information to employees on
 the organization’s policy,
 product-related environmental impacts,
 training courses on environmental issues, programmes and tools,
 successful projects or products,
 site-specific impacts on the environment.
Such communication can also involve mechanisms that obtain feedback from employees on product design
and development issues.

External communication can be an opportunity for enhancing the value and benefits of integrating
environmental aspects into product design and development. This communication can be to stakeholders,
such as customers and suppliers, and can include information on
 product properties (performance, environmental aspects, etc.),
 proper use and end-of-life handling of products.
There are various national and international standards for external communication. For example, the
ISO 14020 series provides principles, examples and requirements for environmental labelling.
6 Management considerations
6.1 General
This clause describes the role of top management and the importance of its commitment to a programme of
integrating environmental aspects into product design and development. The decisions taken by management
determine the framework and targets of the programme, the level of support the work will receive and the
degree of optimization the programme will achieve.
6.2 Management role
The process of integrating environmental aspects into product design and development can be initiated either
by management (top-down) or by designers and product developers (bottom-up). In practice, both approaches
can take place simultaneously. Regardless of which business function initiates the process, top management
level support is needed to have a significant effect on an organization’s product design and development
activities.
Top management actions are needed to enable effective implementation of procedures and programmes. This
includes the allocation of sufficient financial and human resources and time for the tasks involved in
integrating environmental aspects into product design and development. An effective integration programme
engages actors involved in the product design and development process, such as product developers and
designers, experts from marketing, production, environment, procurement, service personnel and customers
or their representatives.
In general, management may formalize its commitment to the programme by establishing particular goals
within the following processes:
 continual environmental improvement of products;
 management of the supply chain;
 active participation in the programme by employees engaged in product design and development; and
 fostering the creation of new ideas and innovation.
Management establishes and maintains the basic framework within which the organization operates. When
integrating environmental aspects into product design and development, elements of this framework may
include:
 defining the environmental vision and policy;
 defining objectives and targets to
 ensure legal compliance,
 reduce adverse environmental impacts of products;

 allocating resources;
 assigning responsibilities, tasks and accountabilities;
 defining, supporting and monitoring product design and development programmes;
 defining and instituting programmes for review of the product design and development process;
 organizing/structuring environmental functions and processes for product design and development;
 identifying recruitment and training needs for implementing the programmes;
 defining measurement and performance indicators;
 following up and providing feedback on environmental performance.
6.3 Proactive approach
Integration of environmental aspects into product design and development seeks to prevent adverse
environmental impacts before they arise. It provides a systematic opportunity to anticipate problems and their
solutions along the whole product life cycle. Organizations that take proactive actions in this regard may
increase their chances to benefit from this approach.
6.4 Support from existing management systems
The integration of environmental aspects into product design and development can be supported by existing
management systems (e.g. quality and environmental management systems or product stewardship
programmes). On the other hand, the existing management system may be activated by these integration
activities. ISO 14001 and ISO 14004, for example, describe and give guidance to establishment of
environmental management systems that can be used in connection with product design and development.

Links with environmental management system
For many organizations, the environmental impact of their products is related to a significant
environmental aspect. Therefore it is often relevant for them to consider products in the
environmental policy, objectives and targets of their environmental management system, e.g.
ISO 14001.
An organization can identify the significant environmental aspects of its products and establish procedures to
identify and track developments in environmental, legal and other requirements applicable to its products. It
can also define, design, initiate and maintain appropriate training programmes to ensure employees adhere to
established and developing environmental standards or practices.
In addition, the product design and development process is usually part of an existing management system,
such as ISO 9001, through which the environmental aspects and product-related activities could be
incorporated according to the stages of the process.
6.5 Multidisciplinary approach
The success of integrating environmental aspects into product design and development in an organization is
enhanced by involvement of relevant disciplines and organizational functions such as design, engineering,
marketing, environment, quality, purchasing, service delivery, etc. These competencies often involve several
people, depending on the size of the organization.
The aim is to ensure that all relevant business functions contribute and commit to environmental improvement
in the earliest stages of the design and development process and stay involved throughout the process, up to
and including market launch and product review. The key tasks and participants (shown below in brackets)
from the business functions involved in integrating environmental aspects into product design and
development may include:

 researching and implementing creative solutions in product design and development (product planners,
developers and designers);
 investigating and documenting environmental aspects and impacts of and providing alternatives for
existing and planned technologies, e.g. acquisition and use of raw materials, components/subassemblies
and materials, and waste management (environmental personnel);
 communicating with suppliers, retailers, customers, recyclers and disposers (environmental personnel);
 collecting and documenting data on materials and components/subassemblies and informing suppliers
about the organization's environmental requirements (purchasing managers);
 investigating and providing information on the technical feasibility of alternative designs, manufacturing,
materials or processes;
 checking technical feasibility of supplier’s production or the end-of-life processes (management,
engineers and technicians);
 establishing baseline environmental measurement systems based on previous product generations,
competitors’ products, etc. (management);
 increasing environmental awareness through training and education (environmental and training
personnel);
 considering and tracking new developments in legislation, environmental regulations, competitors’
activities and customers’ needs, and providing strategic information on the direction of product
development and pricing of the end product (regulatory affairs, marketing or brand managers).
6.6 Supply-chain management
Supply-chain management deals with interactions with suppliers, carriers, customers, retailers, waste
managers and end-of-life actors. These interactions are likely to vary upstream and downstream, depending
on the influence the organization can have on the supply chain. Effective communication can enhance
cooperation, reduce misunderstandings and influence actions taken by organizations in the supply chain.
Other tasks that may be associated with supply-chain management are:
 increasing environmental information and awareness among suppliers and customers;
 specifying and discussing environmental requirements for organizations within the supply chain (e.g. the
use of supplier standards or environmental measurement systems);
 assessing suppliers’ environmental performance;
 redesigning products on the basis of customers environmental preferences;
 establishing programmes in relation to reuse and recycling of packaging, materials,
components/sub-assemblies or the whole product;
 involving suppliers in environmental programmes.

7.1 General
This clause gives an overview of product-related environmental aspects and impacts, basic issues and
strategic environmental objectives, as well as examples of design approaches.

Introduction
Tout produit, c'est-à-dire tout bien ou service, a des impacts sur l'environnement, ces impacts pouvant se
manifester à l'une des étapes ou à toutes les étapes du cycle de vie du produit: acquisition des matières
premières, fabrication, distribution, utilisation et élimination. Ces impacts peuvent être légers ou significatifs,
ils peuvent se manifester à court ou à long terme et ils peuvent se produire au niveau local, régional ou
mondial (ou toute combinaison de ces aspects).
Les clients, les utilisateurs, les concepteurs et les autres parties concernées prêtent une attention de plus en
plus grande aux impacts et aux aspects environnementaux des produits. Cet intérêt se reflète dans des
discussions entre les entreprises, les consommateurs, les autorités et les organisations non
gouvernementales portant sur le développement durable, l'éco-efficience, la conception pour l'environnement,
la gestion responsable des produits, les accords internationaux, les mesures commerciales, les dispositions
juridiques nationales et les initiatives volontaires prises par les autorités ou par certains secteurs. Cet intérêt
se reflète également dans l'économie de divers segments du marché qui ont identifié ces nouvelles
approches de la conception de produit et qui en tirent parti. Ces nouvelles approches peuvent se traduire par
une amélioration de l'utilisation des ressources et des procédés, une différentiation potentielle des produits,
une réduction de la charge que représentent les dispositions réglementaires et une diminution des

Un nombre croissant d'entreprises commence à se rendre compte que l'intégration des aspects
environnementaux dans la conception et le développement de produit procure des avantages conséquents.
Parmi ces avantages on peut citer l'abaissement des coûts, la stimulation de l'innovation, l'apparition de
nouvelles opportunités commerciales et l'amélioration de la qualité des produits.
Anticiper ou identifier les aspects environnementaux d'un produit au cours de tout son cycle de vie est parfois
complexe. Il est important d'envisager la fonction du produit dans le contexte du système dans lequel il sera
utilisé. Les aspects environnementaux du produit doivent également être pesés au regard d'autres facteurs
tels que la fonction prévue du produit, ses performances, son effet sur la sécurité et la santé, son coût, sa
capacité à être mis sur le marché et sa qualité ainsi que les exigences juridiques et réglementaires.
L'intégration des aspects environnementaux dans la conception et le développement de produit est un
processus continu et souple qui encourage la créativité et stimule au maximum l'innovation et les opportunités
d'amélioration environnementale. Les enjeux environnementaux qui constituent les fondements de cette prise
en compte peuvent être traités dans le cadre des stratégies et les politiques de l'organisme concerné.

4 Objectif et bénéfices potentiels
L'intégration des aspects environnementaux dans la conception et le développement de produit a pour objectif
la réduction des impacts environnementaux négatifs des produits tout au long de leur cycle de vie. À la
poursuite de cet objectif, de multiples bénéfices peuvent être obtenus pour l'organisme, pour sa compétitivité,
pour ses clients et pour d'autres parties prenantes. Les bénéfices potentiels peuvent inclure:
 l'abaissement des coûts par l'optimisation de l'utilisation des matières et énergies, par l'adoption de
procédés plus efficaces et par la réduction des déchets à éliminer;
 la stimulation de l'innovation et de la créativité;
 l'identification de nouveaux produits tels que ceux fabriqués à partir de matériaux mis au rebut;
 la possibilité de répondre aux attentes des clients ou de les surpasser;
 l'amélioration de l'image de l'organisme et/ou de la marque;
 l'amélioration de la fidélité des clients;
 de meilleures opportunités d'attirer le financement et les investissements, en particulier de la part
d'investisseurs soucieux de l'environnement;
 une meilleure motivation des employés;
 une meilleure connaissance du produit;

5 Considérations relatives à la stratégie
5.1 Généralités
Le présent article décrit quelques-unes des considérations stratégiques qu'envisagent les organismes
lorsqu'ils prennent en compte les aspects environnementaux dans la conception et le développement de
produit. Il est utile de replacer l'objectif (voir Article 4) dans le contexte des politiques, des stratégies et de la
structure existantes de l'organisme. Ces politiques ou stratégies existantes peuvent fournir des pistes
précieuses pour intégrer les aspects environnementaux dans la conception et le développement de produit.
5.2 Enjeux organisationnels
Il est important d'envisager les enjeux stratégiques tels ceux mentionnés ci-dessous parce qu'ils peuvent avoir
des conséquences économiques et environnementales pour l'organisme. Les objectifs globaux de l'organisme
ont une influence sur la portée des enjeux stratégiques suivants:
 activités des concurrents;
 besoins, exigences et demandes des clients;
 activités des fournisseurs;
 relations avec les investisseurs, les financiers, les assureurs et d'autres parties prenantes;
 aspects et impacts environnementaux de l'organisme;
 activité des autorités réglementaires et législatives;
 activités des associations professionnelles (industrie et commerce).
5.3 Enjeux se rapportant aux produits
Les organismes qui intègrent les aspects environnementaux dans la conception et le développement de
produit traitent généralement les points suivants se rapportant aux produits:
a) l'intégration dès l'amont, c'est-à-dire la prise en compte très tôt des aspects environnementaux dans le
processus de conception et de développement;
b) le cycle de vie du produit, c'est-à-dire l'analyse allant de l'extraction des matières premières à la fin de vie
(voir Figure 1);
c) la fonctionnalité, c'est-à-dire la manière dont le produit est adapté à l'utilisation à laquelle il est destiné en
termes, entre autres, d'aptitude à l'usage, de durée de vie effective, d'aspect visuel;
d) l'approche multicritère, c'est-à-dire la prise en compte de tous les impacts et aspects environnementaux
pertinents;
e) le compromis, c'est-à-dire la recherche de solutions optimales.
Ces points sont discutés plus en détails en 7.3.

5.4 Communication
Une stratégie de communication est une partie intégrante du processus de prise en compte des aspects
environnementaux dans la conception et le développement de produit. Une stratégie efficace concerne tant la
communication interne que la communication externe.
La communication interne peut consister à mettre à la disposition des employés des informations sur
 la politique de l'organisme,
 les impacts environnementaux liés aux produits,
 la formation relative aux enjeux, aux programmes et aux outils environnementaux,
 les projets ou produits réussis,
 les impacts environnementaux spécifiques du site.
Une telle communication peut également mettre en jeu des mécanismes permettant d'obtenir auprès des
employés des informations en retour sur les questions se rapportant à la conception et au développement de
produit.
La communication externe peut constituer une opportunité d'accroître la valeur et les avantages résultant de
l'intégration des aspects environnementaux dans la conception et le développement de produit. Ces
communications peuvent s'adresser aux parties prenantes telles que les clients ou les fournisseurs et elles
peuvent inclure des informations sur
 les propriétés des produits (performance, aspects environnementaux, etc.),
 la bonne utilisation des produits et le traitement qu'ils doivent subir en fin de vie.
Il existe diverses normes nationales et internationales portant sur les communications externes. Par exemple,
la série ISO 14020 expose les principes, donne des exemples et définit les exigences relatifs à l'étiquetage
environnemental.
6 Considérations relatives au management
6.1 Généralités
Le présent article décrit le rôle de la direction générale et l'importance de son engagement dans un
programme d'intégration des aspects environnementaux dans la conception et le développement de produit.
Les décisions prises par la direction déterminent le cadre et les cibles du programme, le niveau du soutien
que les travaux vont recevoir et le degré d'optimisation que le programme atteindra.
6.2 Rôle de la direction
Les aspects environnementaux de la conception et du développement de produit peuvent être pris en compte
soit à l'initiative de la direction (processus descendant), soit à celle des concepteurs et des développeurs des
produits (processus montant). En pratique, les deux approches peuvent co-exister. Quelle que soit la fonction
à l'origine du processus, le soutien de la direction générale est nécessaire pour que ce processus ait un effet
significatif sur les activités de conception et de développement de produit de l'organisme.
Des actions de la direction générale sont nécessaires pour permettre la mise en œuvre efficace des
procédures et des programmes. Ces mesures incluent l'affectation des ressources financières et humaines et
du temps suffisants à l'accomplissement des tâches liées à l'intégration des aspects environnementaux dans
la conception et le développement de produit. Un programme de prise en compte efficace fait intervenir les
acteurs qui participent à la conception et au développement de produit tels que les développeurs et
concepteurs des produits, les spécialistes du marketing, de la fabrication, de l'environnement et de
l'approvisionnement, le personnel de service et les clients ou leurs représentants.

D'une manière générale, la direction peut formaliser son engagement envers le programme en établissant des
objectifs particuliers dans le cadre des processus suivants:
 amélioration environnementale continue des produits;
 management de la chaîne d'approvisionnement;
 participation active au programme des employés impliqués dans la conception et le développement de
produit;
 encouragement à l'émergence de nouvelles idées et à l'innovation.
La direction établit et gère le cadre fondamental dans lequel l'organisme fonctionne. Lors de l'intégration des
aspects environnementaux dans la conception et le développement de produit, des éléments de ce cadre
peuvent inclure:
 la définition de la vision et de la politique environnementales;
 la définition des objectifs et des cibles pour
 assurer le respect des dispositions juridiques,
 réduire les impacts environnementaux négatifs des produits;
 l'allocation des ressources;
 l'attribution des responsabilités, des tâches et des responsabilités financières;
 la définition, le soutien et le suivi des programmes de conception et développement des produits;
 la définition et la mise en œuvre des programmes de revue du processus de conception et
développement des produits;
 l'organisation/la structuration des fonctions et processus environnementaux de conception et
développement de produit;
 l'identification des besoins de recrutement et de formation pour la mise en œuvre des programmes;
 la définition des indicateurs de mesure et de performance;
 le suivi et la fourniture d'informations en retour sur les performances environnementales.
6.3 Approche proactive
L'intégration des aspects environnementaux dans la conception et le développement de produit vise à éviter
les impacts environnementaux négatifs avant qu'ils ne se produisent. Elle offre une occasion systématique
d'anticiper les problèmes susceptibles de se poser tout au long le cycle de vie des produits et d'en déterminer
les solutions. Les organismes qui prennent des mesures proactives à cet égard peuvent augmenter leurs
chances de tirer avantage de cette approche.
6.4 Apport des systèmes de management existants
L'intégration des aspects environnementaux dans la conception et le développement de produit peut recevoir
le soutien des systèmes de management existants (les systèmes de management de la qualité et de
l'environnement ou les programmes de gestion responsable des produits par exemple). D'autre part, des
systèmes de management environnemental existant peut être alimentés par ces activités d'intégration.
L'ISO 14001 et l'ISO 14004, par exemple, décrivent et donnent des lignes directrices à l'établissement de
systèmes de management environnemental qui peuvent être utilisés lors de la conception et du
développement de produit.

Prólogo
ISO (Organización Internacional de Normalización) es una federación mundial de organismos
nacionales de normalización (organismos miembros de ISO). El trabajo de preparación de las Normas
Internacionales normalmente se realiza a través de los comités técnicos de ISO. Cada organismo
miembro interesado en una materia para la cual se haya establecido un comité técnico, tiene el derecho

Introducción
Todos los productos, es decir, todos los bienes o servicios, tienen algún impacto sobre el medio ambiente,
el cual puede ocurrir en alguna o en todas las etapas de su ciclo de vida: adquisición de la materia prima,
fabricación, distribución, uso y disposición final. Estos impactos pueden variar desde desestimables
hasta significativos; pueden ser a corto plazo o a largo plazo y pueden ocurrir a nivel local, regional o
global (o una combinación de ellos).
Existe un creciente interés de los clientes, los usuarios, los responsables del desarrollo y de otros sobre
los aspectos e impactos ambientales de los productos. Este interés se refleja en las discusiones entre
las empresas, los consumidores, el gobierno y las organizaciones no gubernamentales con respecto al
desarrollo sostenible, la eco-eficiencia, el diseño para el medio ambiente, la responsabilidad sobre los
productos, los acuerdos internacionales, las medidas comerciales, la legislación nacional y las iniciativas

Este Informe Técnico describe los conceptos y las prácticas actuales relacionadas con la integración de
los aspectos ambientales en el diseño y desarrollo de productos, cuando se entiende que “productos”
abarca tanto a bienes como a servicios.
Este Informe Técnico es aplicable al desarrollo de documentos específicos para cada sector.
No es aplicable como una especificación para propósitos de certificación y registro.
2 Normas para consulta
Los documentos que a continuación se indican son indispensables para la aplicación de esta norma.
Para las referencias con fecha, sólo se aplica la edición citada. Para las referencias sin fecha se aplica la

4 Objetivo y beneficios potenciales
El objetivo de la integración de los aspectos ambientales en el diseño y desarrollo de productos es la
reducción de los impactos ambientales adversos a lo largo de su ciclo de vida completo. En la búsqueda
de este objetivo se pueden obtener múltiples beneficios para la organización, su competitividad, sus
clientes y otras partes interesadas. Los beneficios potenciales pueden incluir:
— disminuir los costos mediante la optimización del uso de materia y energía, procesos más eficientes,
la reducción de los desechos a disponer;
— estimular la innovación y la creatividad;
— identificar nuevos productos, por ejemplo, a partir de materiales que han sido rechazados;
— lograr o superar las expectativas del cliente;
— mejorar la imagen de la organización y/o su marca;
— mejorar la fidelidad de los clientes;
— atraer inversiones y fuentes de financiamiento, particularmente de quienes invierten con
conciencia ambiental;
— mejorar la motivación de los empleados;
— aumentar el conocimiento de los productos;
— reducir la responsabilidad legal a través de una disminución de los impactos ambientales;
— reducir los riesgos;

5 Consideraciones estratégicas
5.1 Generalidades
Este capítulo describe algunas de las consideraciones estratégicas comunes que las organizaciones
tienen en cuenta cuando integran los aspectos ambientales en el diseño y desarrollo de productos. Es
útil considerar el objetivo (véase el Capítulo 4) dentro del contexto de las políticas, las estrategias y la
estructura existente en la organización. Estas políticas o estrategias existentes pueden proporcionar
una orientación valiosa para integrar los aspectos ambientales en el diseño y desarrollo de productos.
5.2 Temas organizativos
Es importante considerar los temas estratégicos tal como se mencionan a continuación, debido a que
éstos pueden tener implicaciones económicas y ambientales para la organización. Los objetivos globales
de la organización influyen en la extensión en la cual los siguientes temas estratégicos son pertinentes:
— las actividades de la competencia;
— las necesidades, los requisitos y las demandas de los clientes;
— las actividades de los proveedores;
— las relaciones con quienes invierten, con las entidades financieras, aseguradoras y otras partes
interesadas;
— los aspectos e impactos ambientales de la organización;
— las actividades de las entidades legales y reglamentarias;
— las actividades de las asociaciones empresariales (de industria y de comercio).
5.3 Temas relacionados con los productos
Las organizaciones que integran los aspectos ambientales en el diseño y desarrollo de productos
generalmente consideran los siguientes temas relacionados con los productos:
a) la integración temprana, es decir, la inclusión de los aspectos ambientales en las primeras etapas
del proceso de diseño y desarrollo;
b) el ciclo de vida del producto, es decir, el análisis desde la adquisición de la materia prima hasta el
final de su vida útil (véase la Figura 1);
c) la funcionalidad, es decir, la manera en que los productos son adecuados para su uso previsto, en
términos de adecuación al uso, vida útil y apariencia, entre otros;
d) multi-criteria concept, i.e. consideration of all relevant environmental impacts and aspects;
e) los intercambios de acuerdos, es decir, la búsqueda de soluciones óptimas.
Estos temas se analizan con más detalle en el apartado 7.3.
5.4 Comunicación
La estrategia en la comunicación es una parte integral del proceso de incorporar aspectos ambientales
en el diseño y desarrollo de productos. Una estrategia eficaz incluye tanto la comunicación interna
como la externa.
La comunicación interna podría consistir en proporcionar información a los empleados sobre
— la política de la organización,

La comunicación externa puede ser una oportunidad para incrementar el valor y los beneficios de
integrar los aspectos ambientales en el diseño y desarrollo de productos. Esta comunicación puede
realizarse a las diferentes partes interesadas, tales como clientes y proveedores, y puede incluir
información sobre
— las propiedades de los productos (desempeño, aspectos ambientales, etc.),
— el uso apropiado y tratamiento de los productos al final de su vida útil.
Existen varias normas nacionales e internacionales sobre comunicación externa. Por ejemplo, la serie
de Normas ISO 14020 proporciona principios, ejemplos y requisitos para el etiquetado ambiental.
6 Consideraciones relacionadas con la dirección
6.1 Generalidades
Este capítulo describe el papel de la alta dirección y la importancia de su compromiso con el programa
de integración de los aspectos ambientales en el diseño y desarrollo de productos. Las decisiones
tomadas por la alta dirección determinan el marco de referencia y los objetivos del programa, el nivel
