SIST ETS 300 417-2-2 E1:2003 is the Slovenian adoption of ETS 300 417-2-2 Edition 1 from ETSI. It is an Implementation Conformance Statement (ICS) proforma for the Transmission and Multiplexing (TM) transport functionality series, focused on Synchronous Digital Hierarchy (SDH) and Plesiochronous Digital Hierarchy (PDH) physical section layer functions.
The standard is used to declare, in a structured way, which functions and interface characteristics an equipment implementation supports. In practice, it helps suppliers, testers and customers compare an implementation against the ETS 300 417-2-1 requirements.
What does SIST ETS 300 417-2-2 E1:2003 specify?
SIST ETS 300 417-2-2 E1:2003 specifies the ICS proforma for ETS 300 417-2-1. It defines the questions and tables used to record conformance claims for SDH and PDH physical section layer functions.
The document is organized as a short front section followed by clause 1 to 4 and a set of annexes. Clause 1 gives the scope, clause 2 lists normative references, clause 3 provides definitions and abbreviations, and clause 4 sets the rules for claiming conformance to the ICS proforma. Annex A gives guidance for completing the form, and Annexes B to L contain the layer-specific proformas.

What are the key requirements of SIST ETS 300 417-2-2 E1:2003?
SIST ETS 300 417-2-2 E1:2003 is mainly a declaration template, so its key requirements are the items that must be identified and the functions that must be ticked or described. The proforma is built to show exactly which transport-layer capabilities an implementation supports and how its interfaces behave.
Implementation identity and conformance declaration
Each annex starts with identification fields for the implementation. These include the date of the statement, IUT identification, SUT identification, product supplier, client and ICS contact person, followed by identification of the ETS and a global statement of conformance for the layer concerned.
In practice, this creates traceability. A buyer, lab or network operator can see which product is being described, who completed the form and which ETS the declaration refers to.
Layer support and functional coverage
The layer sections ask whether the implementation supports the relevant connection function, trail termination source and sink functions, and adaptation functions for that layer. The annexes cover optical section layers OS1, OS4 and OS16, the electrical section layer ES1, and the PDH-oriented E4, E31, E22, E12, T12 and E0 layers.
This matters because the proforma separates optional and mandatory support into a documented declaration. It lets a reader check whether an equipment design is intended for optical SDH, electrical STM-1, or one of the PDH interfaces and rates.
Optical section characteristics
The OS annexes record the characteristics of the optical source, receiver and regeneration functions. They cover wavelength range, spectral characteristics, launched power, receiver sensitivity, receiver overload, reflectance, optical path penalty, jitter tolerance and frame alignment behavior.
In practice, this tells you whether an optical port fits the intended application and fibre environment. It also shows whether the equipment handles signal regeneration and framing in the way the SDH section layer expects.
Defect, fault and performance monitoring
The annexes include port status management with the NMON, MON and AUTO modes, plus defect detection and clearance criteria for loss of signal and loss of frame. They also cover consequent actions such as aTSF, aSSF and AIS, defect correlation such as cLOS, cLOF and cAIS, and performance monitoring reports such as Out Of Frame reporting.
This is important for alarms and operations. It shows how the equipment reacts when a signal degrades, what it reports to the EMF, and when it inserts or removes AIS so that downstream equipment is protected.
PDH and electrical interface behavior
The electrical and PDH annexes specify interface type, impedance, return loss, pulse shape, encoding, bit-rate tolerance, timing recovery and frame alignment. They also describe adaptation functions such as HDB3, CMI and AMI coding, plus frame alignment and AIS handling for the relevant PDH signal structures.
For users, this is the interworking part of the form. It shows whether the equipment can connect to standard 75 Ω or 120 Ω interfaces, whether it uses the expected line coding, and whether it handles framing and alarm substitution in a standard way.
Specific PDH options that are declared
Some annexes also record implementation options such as CRC-4 interworking modes for E12, frame alignment methods for E31 and E22, and squelching behavior for T12. These declarations matter when equipment must interwork with older or mixed PDH networks.
For procurement and test teams, these items are often the deciding details. They show not just that an interface exists, but which operational mode is supported.
What terms does SIST ETS 300 417-2-2 E1:2003 define?
SIST ETS 300 417-2-2 E1:2003 uses a small set of recurring terms and abbreviations that are central to the proforma.
- ICS - Implementation Conformance Statement, the proforma used to declare which options and behaviors an implementation supports.
- IUT - Implementation Under Test, the specific implementation being described or assessed.
- SUT - System Under Test, the system version or configuration being examined.
- EMF - Equipment Management Function, the management entity that provisions port mode status and receives reported fault causes.
- NEM - Network Element Manager, the manager used in several annexes to control reporting selections such as AIS reporting.
- AIS - Alarm Indication Signal, the signal inserted or replaced when the equipment needs to indicate a downstream fault condition.
- dLOS - Loss of Signal defect, the defect used to detect loss of usable received signal.
- dLOF - Loss Of Frame defect, the defect used when frame alignment is lost.
Who uses SIST ETS 300 417-2-2 E1:2003?
SIST ETS 300 417-2-2 E1:2003 is used by equipment suppliers, test laboratories, network engineers and buyers who need a formal statement of supported SDH or PDH transport features. The form names the product supplier, client and ICS contact person, which shows that it is intended for supplier-customer exchange as well as internal testing.
It is especially relevant for teams working on transmission systems, optical section interfaces and PDH electrical interfaces. It helps them document conformance, prepare verification tests and compare supported options before deployment.
Which standards are used with SIST ETS 300 417-2-2 E1:2003?
SIST ETS 300 417-2-2 E1:2003 is used together with ETS 300 417-2-1, which is the technical requirements document for which this is the ICS proforma. The annexes and clause references also point to several companion standards that provide the interface and framing rules used in the declarations.
- ETS 300 417-1-1 - provides the defect, fault and performance monitoring concepts used for port status, dLOS, dLOF, AIS and fault reporting.
- G.957 - provides the optical application and optical characteristic tables used in the OS annexes.
- ETS 300 232 - is referenced with the optical applications for the OS annexes.
- G.703 - provides the electrical interface characteristics, pulse shapes, impedance and bit-rate behaviour for the PDH and electrical annexes.
- ETS 300 166 - supports interface grounding, balance and return loss items.
- G.751, G.704, G.706 and G.742 - provide framing, frame alignment and CRC-related behavior for the PDH annexes.
- G.823 - is referenced for jitter-related behaviour in the E31 section.
- ETS 300 337 - is used for E31 frame alignment structure.
- G.652 and G.653 - are referenced for long-haul optical applications.
What does the SIST ETS 300 417-2-2 E1:2003 document contain?
SIST ETS 300 417-2-2 E1:2003 contains guidance for completing an ICS proforma and repeated annex structures for each supported layer. The annexes combine identification fields, conformance statements, transmission tables and defect monitoring tables.
The transmission tables cover optical and electrical characteristics, encoding, timing, wavelength ranges, receiver behaviour and frame alignment. The defect and performance tables cover port status modes, alarm actions, AIS handling, correlation of defects and performance reporting to the EMF.
For a reader, the practical value is in the checklists and tables. They show what has to be declared, what has to be verified, and how the equipment is expected to behave at the transport interface level.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Transmission and
Multiplexing (TM) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS provides the Implementation Conformance Statement (ICS) proforma specification to be used in
connection with conformance/approval testing of Synchronous Digital Hierarchy (SDH) equipment. It is
one of a family of ETSs covering various aspects of SDH equipment standards.
The ICS proforma specification will ultimately consist of 8 sub-parts of ETS 300 417, numbered 1-2 to 8-2,
each of which will correspond to sub-parts 1-1 to 8-1 of ETS 300 417, respectively. The ICS sub-parts are:
Part 1-2: ETS 300 417-1-2: "General information about Implementation Conformance Statement (ICS)
proforma specification";
Part 2-2: ETS 300 417-2-2: "Synchronous Digital Hierarchy (SDH) and Plesiochronous Digital
Hierarchy (PDH) physical section layer functions Implementation Conformance
Statement (ICS) proforma specification";

Introduction
To evaluate conformance of a particular implementation, it is necessary to have a statement of which
capabilities and options have been implemented for a telecommunication specification. Such a statement
is called an Implementation Conformance Statement (ICS).
A client of a test laboratory who requests a conformance/approval test shall provide to the test laboratory
a completed ICS proforma for each layer to be tested and a detailed system description of the
implementation.
The ICS proforma is not another complete description of the related specification, but rather a compact
form of its static conformance requirements, to be used by the test laboratory to identify which test shall
be performed on a given implementation. Not every feature of a profile specification is contained in the
related ICS proforma. For particular cases requiring specific information the ICS can refer to the
appropriate clause of the related specification by means of references, notes and or comments.
The ICS proforma captures the implementation flexibility allowed by the related specification and details
which option are left to the implementor, which are conditionally dependent on other option taken by the
implementor.
