Machinery for the supply and circulation of coating materials under pressure - Safety requirements

1.1   This European Standard applies to the design and construction of machinery for the supply and circulation of coating and/or auxiliary materials under pressure – in the following called "machine" (see 3.1).
The coating material is supplied by air pressure or airless.
NOTE   Machines covered by this European Standard may be linked with e.g. colour mixing machinery, atomising and spraying equipment, spray booths and stands and/or automated coating machinery.
The pressure related parts of the machines covered are classified as no higher than category I under article 9 of the Pressure Equipment Directive 97/23/EC.
This European Standard deals with the significant hazards, hazardous situations and events relevant to the machinery for the supply and circulation of coating and/or auxiliary materials under pressure, when they are used as intended and under the conditions foreseen by the manufacturer (see Clause 4).
Machinery for the supply and circulation of coating and/or auxiliary materials under pressure consists of the following equipment:
3   pump units;
3   pressure vessels;
3   non-pressurised containers;
3   interconnecting pipes and hoses
3   flanges, nozzles, couplings, supports, lifting equipment etc.;
3   agitators;
3   filters;
3   pulsation damping devices;
3   all safety devices (e.g. level monitoring equipment);
3   equipment for heating and/or cooling of the coating materials.
The machine may be fixed or mobile.
1.2   This European Standard excludes:
3   pressure related hazards of equipment classified as higher than category 1 under article 9 of the Pressure Equipment Directive 97/23/EC;
3   atomising and spraying equipment as dealt with in EN 1953:1998 and the supply hoses for this equipment;
3   atomising and spraying equipment as dealt with in EN 50144-2-7:2001, EN 50260-2-7:2002 and the supply hoses for this equipment.
1.3   This European Standard does not apply to:
3   processing of foodstuffs and pharmaceuticals;
3   design and construction of pipes and hoses

Förder- und Umlaufanlagen für Beschichtungsstoffe unter Druck - Sicherheitsanforderungen

1.1   Diese Europäische Norm gilt für Gestaltung und Konstruktion von Förder  und Umlaufanlagen für Beschichtungs- und/oder Hilfsstoffe unter Druck – im Folgenden als „Anlage“ bezeichnet (siehe 3.1).
Die Beschichtungsstoffe können unter Druck oder drucklos zugeführt werden.
ANMERKUNG   Anlagen nach diesem Dokument können z. B. mit Farbmischgeräten, Spritz- und Sprüheinrichtungen, Spritzkabinen und -ständen und/oder stationären Ausrüstungen zum Beschichten verbunden sein.
Die durch diese Norm abgedeckten druckbetriebenen Teile der Anlagen dürfen die in Artikel 9 der Druckgeräte-Richtlinie 97/23/EG festgelegte Kategorie I nicht übersteigen.
Diese Europäische Norm behandelt alle signifikanten Gefährdungen, Gefährdungssituationen und Gefährdungsereignisse, die auf Förder- und Umlaufanlagen für Beschichtungs- und/oder Hilfsstoffe unter Druck zutreffen, wenn sie bestimmungsgemäß und entsprechend den vorhersehbaren Bedingungen des Herstellers verwendet werden (siehe Abschnitt 4).
Förder- und Umlaufanlagen für Beschichtungs- und/oder Hilfsstoffe unter Druck enthalten z. B. folgende Komponenten:
-   Pumpeinheiten;
-   Druckbehälter;
-   drucklose Behälter;
-   Verbindungsrohre und -schläuche;
-   Flansche, Düsen, Kupplungen, Halterungen, Hebezeuge usw.;
-   Rührwerke;
-   Filter;
-   Pulsation dämpfende Einrichtungen;
-   alle Sicherheits-, Mess- und Regeleinrichtungen (z. B. Überwachungseinrichtung für den Füllstand);
-   Einrichtungen zum Erwärmen und/oder Kühlen der Beschichtungsstoffe.
Die Anlage kann ortsfest oder ortsbeweglich sein.
1.2   Dieses Dokument gilt nicht für:
-   druckbetriebene Teile der Anlage, die die in Artikel 9 der Druckgeräte-Richtlinie 97/23/EG festgelegte Kategorie I übersteigen;
-   durch EN 1953:1998 abgedeckte Spritz- und Sprüheinrichtungen und die Versorgungsschläuche für diese Einrichtungen;
-   durch EN 50144-2-7:2001 und EN 50260-2-7:2002 abgedeckte Spritz- und Sprüheinrichtungen und die Versorgungsschläuche für diese Einrichtungen;

1.1   La présente Norme européenne s'applique a la conception et a la fabrication de systemes pour l'alimentation et la circulation de produits de revetement et/ou auxiliaires sous pression, désignés ci-apres par le terme " machine " (voir 3.1).
Le produit de revetement est alimenté soit par air comprimé, soit par pulvérisation sans air.
NOTE   Les machines concernées par la présente Norme européenne peuvent etre associés par exemple a des machines de mélange de teintes, des équipements d'atomisation et de pulvérisation, des cabines et postes d'application de peinture et/ou des machines de revetement automatiques.
Les composants soumis a la pression des machines concernées ne peuvent pas etre classés au-dela de la catégorie I conformément a l'article 9 de la Directive 97/23/CE " Équipements sous pression ".
La présente Norme européenne traite de tous les phénomenes dangereux, situations dangereuses et événements dangereux liés aux installations d'alimentation et de circulation de produits de revetement et/ou auxiliaires sous pression, utilisés selon et dans les conditions prévues par le fabricant (voir Article 4).
Les installations pour l'alimentation et la circulation de produits de revetement et/ou auxiliaires sous pression comprennent les équipements suivants :
-   unités de pompe ;
-   récipients sous pression ;
-   containers non pressurisés;
-   tuyaux et flexibles d'interconnexion ;

This European Standard shall be given the status of a national standard, either by publication of an identical text or by endorsement, at the latest by July 2006, and conflicting national standards shall be withdrawn at the latest by July 2006. EN 12621:2006 (E) 5 Introduction This European Standard is a type C standard as stated in EN ISO 12100. This European Standard is part of a series of documents prepared by CEN/TC 271/WG2 specifying the health, safety and environmental protection requirements for devices, units and equipment for surface coating:  EN 1953 "Atomising and spraying equipment for coating materials";  prEN 12621 "Machinery for the supply and circulation of coating materials under pressure";  prEN 12757-1 "Mixing machinery for coating materials". The machinery concerned and the extent to which hazards, hazardous situations and events are covered are indicated in the scope of this European Standard. When provisions of this type C standard are different from those stated in type A or B standards, the provisions of this type C standard take precedence over the provisions of the other standards, for machines that have been designed and built according to the provisions of this type C standard.

Such devices may be driven by a power supply. 3.8 pulsation damping device device used to reduce pulsations which have been transmitted to the coating and/or auxiliary material by the operating cycles of the pump unit used in the machine 3.9 equipment for heating and/or cooling the coating and/or auxiliary materials equipment, which may use electrical energy or some other source of energy, such as water or gas, to create a temperature change in the coating and/or auxiliary material 3.10 coating material organic product in liquid or in paste form (see 1.9 of EN 971-1:1996) NOTE 1 Such coating materials may consist of binders, pigments, fillers, solvents, thinner and other additives. NOTE 2 Such coating materials can be:  varnishes (see 1.7 of EN 971-1:1996);  paints (see 1.36 of EN 971-1:1996);  patching compounds;  fillers (see 1.21 of EN 971-1:1996);
 sealers and adhesives. 3.11 auxiliary material material used for functions e.g.:  solvents, compressed air (for cleaning),  water, compressed air (for maintenance) 3.12 flammable substance substance in form of gas, vapour, liquid, solid, or mixtures of these, able to undergo an exothermic reaction with air when ignited (see 3.1 of EN 1127-1:1997) NOTE “Flammable substances” and “combustible material” are equivalently used terms in this European Standard. 3.13 explosion range range of concentration of a flammable substance with air, within which an explosion can occur (see 3.13 of EN 1127-1:1997) 3.14 hazardous areas areas where hazards due to explosive atmosphere may exist. The probability of occurrence of explosive atmospheres is classified in zones. NOTE Limits of hazardous zones are given in Annex B 3.14.1 zone 0 place in which an explosive atmosphere consisting of a mixture with air of flammable substances in the form of gas, vapour or mist is present continuously or for long periods or frequently (see 6.3.2 of EN 1127-1:1997)



EN 12621:2006 (E) 11 3.14.2 zone 1 place in which an explosive atmosphere consisting of a mixture with air of flammable substances in the form of gas, vapour or mist is likely to occur in normal operation occasionally (see 6.3.2 of EN 1127-1:1997) 3.14.3 zone 2 place in which an explosive atmosphere consisting of a mixture with air of flammable substances in the form of gas, vapour or mist is not likely to occur in normal operation, but, if it does occur, will persist for a short period only (see 6.3.2 of EN 1127-1:1997) 3.15 equipment category ignition protection category for intended use of equipment in areas in which explosive atmospheres may occur 3.15.1 equipment Group II category 1 equipment designed to be capable of functioning in conformity with the operational parameters established by the manufacturer and ensuring a very high level of protection. Equipment in this category is intended for use in areas in which explosive atmospheres caused by mixtures of air and gases, vapours or mists or by air/dusts mixtures are present continuously, for long periods or frequently. Equipment of this category ensures the requisite level of protection, even in the event of rare malfunctions relating to equipment, and is characterised by means of protection such that:  either, in the event of failure of one means of protection, at least an independent second means provides the requisite level of protection,  or the requisite level of protection is assured in the event of two faults occurring independently of each other 3.15.2 equipment Group II category 2 equipment designed to be capable of functioning in conformity with the operational parameters established by the manufacturer and ensuring a high level of protection. Equipment in this category is intended for use in areas in which explosive atmospheres caused by mixtures of air and gases, vapours or mists or by air/dusts mixtures are likely to occur. The means of protection relating to equipment in this category ensures the requisite level of protection, even in the event of frequently occurring disturbances or equipment faults that normally have to be taken into account 3.15.3 equipment Group II category 3 equipment designed to be capable of functioning in conformity with the operational parameters established by the manufacturer and ensuring a normal level of protection. The following hazards may occur when installing, operating, cleaning or maintaining the machine. NOTE Information on the method of risk analysis is given in EN 1050. 4.2 Mechanical hazards 4.2.1 Crushing, drawing in or trapping, impact hazards: These hazards are related to:  physical contact with fixed or moving parts of the machine;  instability of mobile machines (causing tipping or moving).



EN 12621:2006 (E) 13 4.2.2 High pressure fluid injection or ejection hazard These hazards are related to:  Overpressure;  rupture of hosing, piping or joints due to failure, breakdown, vibration, shock loading, material fatigue, erosion or corrosion. 4.3 Electrical hazards 4.3.1 Electrical shock (by direct or indirect contact) Such hazards can occur, for instance by touching:  electrically live parts that are non insulated for operational reasons;  conductive parts which are not at a dangerous voltage under normal operation, but in the case of failure could be;  electrically live parts when the insulation is damaged by contact with solvents or by mechanical parts. 4.3.2 External influence on electrical equipment hazard Such hazards can occur, for instance when interaction of the electrostatic high voltage equipment with construction elements of the control and safety systems can cause dangerous malfunctions for instance short circuits on electronic safety circuits, alarm units. 4.4 Thermal hazards These hazards are related to:  the application of heated or cooled coating materials;  the use of heated air;  unexpected ejection of hot coating materials;  unintended heating of any part of the machine during operation;  failure of indication of the maximum allowable temperature of the content. 4.5 Noise hazards Hazardous noise levels can be reached for instance by noise emission of pumps, handling devices, compressed air equipment (motors, valves etc.) when the coating and/or auxiliary materials are pressurised and supplied and/or circulated under pressure. Noise can cause hearing impairment, accidents to operators of the machine or persons working near it due to interference with verbal communication and with perception of acoustic danger signals, extra-auditory effects, shock reactions. 4.6 Vibration hazards In particular, vibrations could generate effects on the muscular/bone structure, neurological and vascular disorders.
