Clause 5 allows the service to support file transfer, multiple subrate streams multiplexed into 64 kbit/s, transparent access to a public data network, speech and 3,1 kHz audio. The standard notes that speech and audio use depends on compatible encoding and on the customer, not on network control of echo or loss.
Clause 5 also distinguishes three service variants: on demand, reserved and permanent. That matters because different provisioning and call-control rules apply depending on whether the connection is set up only when needed or provided continuously.
Clause 6.1 says provision is by prior arrangement with the network operator. It also sets subscription options for the interface, including the maximum number of information channels and the maximum number of total calls present. Clauses 6.2 and 6.3 describe the normal and exceptional call procedures. The calling user requests the bearer service with the called ISDN number, the network sends call-progress indications, and once the connection is established the B channel carries 64 kbit/s digital signals in both directions without alteration by the network.
Clause 6.3 covers failure cases such as an improper request, an invalid or incorrect ISDN number, overlap-sending timeouts, busy called users, terminal non-response and congestion. The standard also allows a network option to retain call information for a retention timer, which must be greater than 15 seconds.
Clauses 7 and 8 cover interworking and supplementary services. The standard calls for interworking with non-ISDNs through network interworking functions, and it says that if a supplementary service interrupts in-band communication, the network shall provide an appropriate indication in the B channel.
Clause 9 gives the static attribute description. The service is circuit mode, 64 kbit/s, unrestricted, 8 kHz structured, bidirectional symmetric, and usable in point-to-point or multipoint configurations. It uses B-channel user information and D-channel signalling, and the standard gives no high-layer or general attribute values.
Clause 10 points to the dynamic description for demand service in CCITT Recommendation I.220. For implementers, that means the detailed call state behaviour is defined by the common dynamic description model rather than repeated here.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to
describe the supplementary telecommunications services as provided by European public
telecommunications operators under the pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This ETS details the stage 1 aspects (overall service description) for the circuit-mode 64 kbit/s
unrestricted 8 kHz structured bearer service category. The stage 2 and stage 3 aspects are detailed in a
general form in CCITT Recommendation Q.71 (an ETSI version is under development) and
ETS 300 102 (1990), respectively.

1 Scope
This standard defines the stage one of the circuit-mode 64 kbit/s unrestricted 8 kHz structured bearer
service category for the pan-European Integrated Services Digital Network (ISDN) as provided by
European public telecommunications operators. Stage one is an overall service description from the
user's point of view (see CCITT Recommendation I.130 [1]), but does not deal with the details of the
human interface itself.
This standard defines the interworking requirements of private ISDNs with the public ISDN.
In addition this standard specifies the base functionality where the service is provided to the user via a
private ISDN.
This standard does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other
networks with the public ISDN.
Charging principles are outside the scope of this standard.
The values of the general attributes are outside the scope of this standard.
The circuit-mode 64 kbit/s unrestricted 8 kHz structured bearer service category provides unrestricted
information transfer between reference points. Each of these reference points can be either an S or
coincident S and T reference points (see CCITT Recommendation I.411 [2]).
NOTE: Network operators can also provide information transfer with the same attributes
where the reference point is T.
This standard is applicable to the stage two and stage three standards for the ISDN circuit-mode 64 kbit/s
unrestricted 8 kHz structured bearer service category. The terms "stage two" and "stage three" are also
defined in CCITT Recommendation I.130 [1]. Where the text indicates the status of a requirement (i.e. as
strict command or prohibition, as authorisation leaving freedom, or as a capability or possibility), this shall
be reflected in the text of the relevant stage two and stage three standards.
Furthermore, conformance to this standard is met by conforming to the stage three standards with the
field of application appropriate to the equipment being implemented. Therefore no method of testing is
provided for this standard.
