Overview
SIST EN 300 392-10-21 V1.2.1:2003 defines the Stage 1 requirements for the Ambience Listening (AL) supplementary service in Terrestrial Trunked Radio (TETRA) systems, focusing on Voice plus Data (V+D) services. Ambience Listening is a specialized TETRA feature that allows an authorized user (served user) to remotely place another user's (affected user) TETRA Mobile Station (MS) into a call, enabling ambient audio transmission without any user intervention or visual indication on the affected device.
This document, harmonized with ETSI EN 300 392-10-21 V1.2.1, describes the high-level service characteristics, user procedures, interactions with other TETRA services, and conditions for successful or unsuccessful invocation. Charging principles, subscription management, and implementation specifics are out of scope.
Keywords: TETRA, Terrestrial Trunked Radio, Ambience Listening, supplementary services, Voice plus Data, V+D, radio communication, wireless communications.
Key Topics
Service Description
- Ambience Listening enables remote audio monitoring by activating the microphone of the affected TETRA MS without notification.
- Can include a second listening party, either individual or group, under certain circumstances.
- Designed for silent monitoring - no indicator on the affected user’s device.
Provisioning and Invocation
- Provided upon subscription and subject to service provider authorization and policy.
- May require passwords and/or predefined permissions for individual users or groups.
- Invoked during individual call setup or optionally during a group call.
Operational Procedures
- Permanent activation upon provision; deactivated upon withdrawal by service provider.
- Call completion occurs when cleared by the served user, or if standard communication interrupts.
- Exceptional procedures handle authorization failures, unsupported requests, or user busy status.
Interactions with Other TETRA Services
- Defined interactions with supplementary services such as Call Forwarding, Call Hold, Call Waiting, and Barring of Calls to avoid conflicts or unauthorized access.
- Ambience Listening can override certain call barring and forwarding services to fulfill operational needs.
Applications
The Ambience Listening supplementary service is primarily used in critical communications environments, where silent monitoring of a location or situation is necessary for safety, security, or operational oversight.
Typical use cases include:
- Public Safety and Emergency Services:
Command and control can monitor the environment of frontline personnel in emergencies without alerting the affected user. - Law Enforcement and Security Operations:
Enables discreet monitoring of incidents or high-risk activities for tactical advantage. - Industrial and Utility Operations:
Useful for remote observation in hazardous or inaccessible environments. - Transport and Logistics:
Monitoring employee status or incident response in transit scenarios.
This feature enhances safety and accountability by enabling real-time awareness and incident verification without user involvement or interruption.
Related Standards
The Ambience Listening service is part of a comprehensive suite of TETRA supplementary services documented in the EN 300 392 series. Related standards include:
- EN 300 392-1: General network design
- EN 300 392-2: Air Interface (AI)
- EN 300 392-7: Security requirements
- EN 300 392-10: Supplementary services Stage 1 (various features such as Call Hold, Call Reporting, Priority Call)
- EN 300 392-11 & EN 300 392-12: Supplementary services Stage 2 & Stage 3 (procedures and protocol aspects)
- EN 300 392-10-20: Discreet Listening (DL), a related but exclusive supplementary service
For full TETRA system integration, interoperability, and enhanced functionality, compliance with the entire set of EN 300 392 standards is recommended.

1 Scope
The present document defines the stage 1 specifications of the Ambience Listening (AL) supplementary service for the
Trans-European Trunked RAdio (TETRA). Stage 1 is an overall service description from the users point of view but
does not deal with the details of the human interface itself.
The present document specifies the service description of the supplementary service and the procedures to be expected
with successful and unsuccessful outcomes. In addition the present document specifies the interactions with other
TETRA supplementary services and inter-working considerations.
Charging principles are outside the scope of the present document.
The AL supplementary service enables the served user to place an affected user's TETRA Mobile Station (MS) into a
special type of individual voice call teleservice whereby the called MS shall transmit without any action from, or
indication to, the affected user.
