SIST EN 300 471-2:2001 is the Slovenian adoption of ETSI EN 300 471-2 V1.1.1, a Candidate Harmonized European Standard for the land mobile service. It specifies access rules and timing requirements for common used channels used by equipment complying with EN 300 113, so shared radio channels can be used to avoid harmful interference and to support article 3.2 of the R&TTE Directive. It is aimed at equipment designers, compliance teams, and test laboratories working with professional mobile radio equipment.
What does SIST EN 300 471-2:2001 specify?
SIST EN 300 471-2:2001 covers the minimum characteristics needed for shared-channel operation in the professional mobile radio service. It applies to equipment that supports data transmission on shared channels, including digital and combined analogue and digital radio equipment when no other standard covers the specific access protocol and occupation rules.
The standard is organised into five clauses plus one normative annex. Clause 1 gives the scope, Clause 2 lists references, Clause 3 gives definitions and abbreviations, Clause 4 states the technical specifications, and Clause 5 gives the compliance testing approach. Annex A contains the EN Requirements Table used for conformity assessment.

|---|---|
| Clause 1 | Scope and application |
| Clause 2 | References |
| Clause 3 | Definitions and abbreviations |
| Clause 4 | Technical specifications |
| Clause 5 | Testing for compliance with technical requirements |
| Annex A | EN Requirements Table (EN-RT) |
What are the key requirements of SIST EN 300 471-2:2001?
SIST EN 300 471-2:2001 focuses on four requirement areas: carrier sense delay, receiver opening delay, other timing requirements, and protocol elements. In practice, these are the items a supplier must verify to show that the equipment shares spectrum in a controlled way.
- Carrier sense delay is defined in EN 300 471-1, and its limit is also taken from EN 300 471-1. The corresponding measurement in Clause 5 must be used to check that the equipment responds within the allowed time, which matters because slow channel access can disturb sharing on busy channels.
- Receiver opening delay is also defined and limited by EN 300 471-1. This tells you how quickly the receiver opens after access, so the equipment can receive correctly without creating avoidable interference.
- Other timing requirements must meet the timing clauses in EN 300 113-1 and/or EN 300 390-1, depending on the equipment type. This links the access standard to the underlying radio equipment standard, so a product must satisfy both the access behaviour and the radio timing rules.
- Protocol elements are presented in EN 300 471-1, including the general access protocol, details, and required behaviour. The document also fixes the default step sizes for parameters t and Δt at 2 seconds, which matters when implementing or testing the protocol.
- Assessment of conformity is tied to specific measurements and procedures named in the standard and in EN 300 471-1. For a buyer or quality manager, this means the evidence is test-based, not just a design statement.
- Measurement results must be interpreted together with uncertainty. The measured value is compared with the limit, and the measurement uncertainty must be reported and kept within the stated maximum values.
What terms does SIST EN 300 471-2:2001 define?
- Carrier sense delay - The delay related to sensing a shared channel before access, defined in EN 300 471-1.
- Receiver opening delay - The delay before the receiver opens for reception, defined in EN 300 471-1.
- Protocol elements - The timing, event sequence, and handling of parameters such as n and m used by the access protocol.
- EN-RT - The EN Requirements Table, a summary table of the requirements and their status for conformity assessment.
- EMC - Electro-Magnetic Compatibility.
- LV - Low Voltage.
- R&TTE - Radio and Telecommunications Terminal Equipment.
Who uses SIST EN 300 471-2:2001?
SIST EN 300 471-2:2001 is used by manufacturers of professional mobile radio equipment, especially equipment that carries data over shared channels. It is also used by radio engineers, compliance teams, and test laboratories that need to verify access timing and protocol behaviour.
It is relevant where a system uses single frequency simplex operation or two frequency repeater operation, and where speech and data may share the same channel. For procurement and quality work, it helps confirm whether a product is designed for shared-channel access under the EN 300 113 family or the EN 300 390 family.
Which standards are used with SIST EN 300 471-2:2001?
- Directive 1999/5/EC (R&TTE Directive) - The regulatory framework for the harmonized requirements this standard supports.
- ETSI EN 300 471-1 - Provides the access protocol presentation, definitions, limits, and detailed requirements used by this part.
- ETSI EN 300 113-1 / EN 300 113-2 - Provide technical characteristics, timing requirements, and harmonized spectrum-related requirements for equipment with an antenna connector.
- ETSI EN 300 390-1 / EN 300 390-2 - Provide the equivalent technical and harmonized requirements for equipment using an integral antenna.
- ETSI ETR 028 - Gives the method for calculating measurement uncertainty.
- Directive 89/336/EEC, Directive 73/23/EEC, and Directive 98/34/EC - Provide the wider EMC, low-voltage, and standards-notification background listed in the references.
What does the SIST EN 300 471-2:2001 document contain?
The document contains the scope, reference list, definitions and abbreviations, technical specifications, compliance testing, and a normative EN Requirements Table. It also includes an interpretation rule for measurement results and a table of maximum measurement uncertainties for RF and timing parameters.
Clause 4 concentrates on the functional requirements for shared-channel access, while Clause 5 tells you how those requirements are checked in practice. Annex A is especially useful for conformity work because it summarizes the mandatory requirements in a table that can be used for static assessment.

Introduction
The present document specifies an access protocol and occupation rules for data communications on radio channels
shared by different users. It may be used for data communications over channels originally intended for speech use.
This standard gives freedom for the use of any bit rate, any constant envelope modulation or any type of protocol which
fulfils the normative parameters of the present document to access a shared radio channel.
The access protocol specified in the present document also permits the sharing of speech and data communication.
The present document is part of a set of standards designed to fit in a modular structure to cover all radio and
telecommunications terminal equipment under the R&TTE Directive [1].
Each standard is a module in the structure. The modular structure is shown in figure 1.

Explanation of figure 1
The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of this standard,
essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted,
and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified
by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment.
For article 3.1b the diagram shows the new single multi-part product EMC standard for radio, and the existing collection
of generic and product standards currently used under the EMC Directive [2]. The parts of this new standard will
become available in the second half of 2000, and the existing separate product EMC standards will be used until it is
available (at the time of publication of the present document, the part relating to the equipment covered by the present
document is part 5).
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [3] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. One or
several radio spectrum standards will apply if it is radio equipment. An article 3.3 standard will apply as well only if the
relevant essential requirement under the R&TTE Directive [1] is adopted by the Commission and if the equipment in
question is covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the
essential requirements under the R&
