SIST ETS 300 328:1998/A1:1998 is the Slovenian adoption of Amendment A1 to ETS 300 328 for radio equipment and systems in the 2.4 GHz ISM band. It specifies technical characteristics and test conditions for data transmission equipment that uses spread spectrum modulation techniques, and it adds references for the EMC Directive together with clearer guidance for measuring spurious emissions.
What does SIST ETS 300 328:1998/A1:1998 specify?
SIST ETS 300 328:1998/A1:1998 amends the European Telecommunication Standard ETS 300 328 (1996) for wideband data transmission equipment operating in the 2.4 GHz ISM band. The amendment keeps the focus on transmitter and receiver characteristics, but it also ties the standard more clearly to EMC Directive compliance and national type approval use.
The amendment organizes its content around changes to the foreword, selected test clauses, and two normative annexes:
| Annex | What it covers |
|---|---|
| Annex D | Clauses and subclauses of ETS 300 328 relevant to compliance with essential requirements of Council Directive 89/336/EEC |
| Annex E | ERC Decision on approval regulations for radio equipment used for wide band data transmission in the 2.4 GHz to 2.4835 GHz range |
What are the key requirements of SIST ETS 300 328:1998/A1:1998?
SIST ETS 300 328:1998/A1:1998 mainly clarifies how spurious emissions are measured and how the results are reported. In practice, this matters because laboratories need a repeatable method, and manufacturers need test reports that show exactly how emissions were classified.
EMC Directive linkage
The amendment adds the technical specifications relevant to the EMC Directive to Annex D. Annex D identifies the transmitter and receiver spurious-emission clauses as relevant to Article 4(a) of Council Directive 89/336/EEC. For a reader, this means the standard is not just a radio test document - it also points to the parts used for EMC-related conformity work.
Spurious emission analysis
For emissions that are more than 6 dB below the applicable limit, the amendment requires video averaging, a resolution bandwidth of 30 kHz, and span adjustment for further analysis. If the level changes by no more than 2 dB, the emission is treated as narrowband; if it changes by more than 2 dB, it is treated as wideband.
That distinction matters in practice because the test report must record the observed value for narrowband emissions and the measured level for wideband emissions. The amendment also states that the analyser settings used for this check are not suitable for measuring wideband emissions in dBm/Hz, so the report has to document the actual measurement method, including spectrum analyser model and settings when one is used.
Spectrum analyser setup
Clause 7.3.2 is replaced with a defined spectrum analyser setup for finding spurious emissions. The clause also repeats the need for further analysis when emissions are close to the limit, so test houses must use the specified setup first and then document any additional method used for power-density measurements.
Detector and calculation update
Clause 7.2.1 is amended so that step 1 refers to a matched diode detector, and step 2 adds dBm to the formula. In practice, this is a small but important correction for how the measurement chain is interpreted and reported.
National approval use
Annex E contains the ERC Decision for approval regulations for wideband data transmission equipment in the 2.4 GHz to 2.4835 GHz range. This means the standard is intended not only for testing, but also for inclusion in national type approval regulations.
What terms does SIST ETS 300 328:1998/A1:1998 define?
SIST ETS 300 328:1998/A1:1998 uses several key terms that shape how the measurements and regulatory links are understood.
- European Telecommunications Standard (ETS) - A European standard prepared by ETSI for telecom and radio equipment.
- EMC Directive - The European directive on electromagnetic compatibility that Annex D links to the technical specifications in this standard.
- ERC Decision - A committee decision used to support national approval regulations for the radio equipment covered here.
- ISM band - The industrial, scientific and medical frequency band used by the equipment covered by the standard.
- Spread spectrum modulation techniques - The modulation approach used by the data transmission equipment covered by the standard.
- Spurious emissions - Unwanted emissions outside the intended signal, which the amendment clarifies how to measure and classify.
- Narrowband emission - In this amendment, an emission whose level changes by no more than 2 dB in the further-analysis check.
- Wideband emission - In this amendment, an emission whose level changes by more than 2 dB in the further-analysis check.
Who uses SIST ETS 300 328:1998/A1:1998?
SIST ETS 300 328:1998/A1:1998 is used by radio equipment manufacturers, test laboratories, conformity assessment bodies, and regulators. It is also relevant to CEPT administrations and national approval authorities because Annex E supports national type approval regulations.
In practice, engineers use it to set up emissions tests, quality managers use it to check whether test reports are complete, and buyers use it when they need equipment that has been tested against the correct radio and EMC-related requirements.
What changed in SIST ETS 300 328:1998/A1:1998 from the previous edition?
SIST ETS 300 328:1998/A1:1998 modifies ETS 300 328 (1996). The amendment adds references to the EMC Directive, clarifies the measurement of wideband spurious emissions, updates wording in the foreword, and inserts normative Annex D and Annex E.
It also updates the measurement text in clauses 7.2.1, 7.2.5, and 7.3.2 so that the test method and reporting rules are clearer.
Which standards are used with SIST ETS 300 328:1998/A1:1998?
SIST ETS 300 328:1998/A1:1998 is used together with ETS 300 826, which the foreword identifies as part of the intended harmonized-standard package for the EMC Directive. It also refers to Council Directive 89/336/EEC, which Annex D uses as the directive link.
The ERC Decision in Annex E is based on ETS 300 328 and supports national approval regulations. The explanatory text also mentions CEPT Recommendation T/R 10-01, CEPT Recommendation T/R 01-04, and CEPT Recommendation T/R 01-05 as background for frequency use, limits, and transitional arrangements.
What does the SIST ETS 300 328:1998/A1:1998 document contain?
SIST ETS 300 328:1998/A1:1998 contains revised foreword text, amendments to test clauses, and two normative annexes. The technical part focuses on measurement setup for spurious emissions, including analyzer settings, detector use, and how to separate narrowband from wideband emissions.
Annex D provides a compliance map from the standard to the EMC Directive, and Annex E reproduces the ERC Decision used for national approval regulations. The document also includes publication and transposition information, plus the amendment history.

Page 23, subclause 7.2.5
Replace paragraph beginning "For measuring emissions that exceed the level of 6 dB below the
applicable limit" with:
For further analysis of spurious emissions that exceed the level of 6 dB below the applicable limit, video
averaging shall be turned on, the resolution bandwidth shall be switched to 30 kHz and the span shall be
adjusted accordingly. If the level does not change by more than 2 dB, it is a narrowband emission; the

analyser: the model and the settings) for the measurement for these emissions shall be documented in
the test report.
Replace the text in subclause 7.3.2 on page 24, starting with "Where these Measurements…." and until
the last sentence before clause 8, by
"For finding spurious emissions, the spectrum analyser shall be set as follows:
(table as given on page 24)
For further analysis of spurious emissions that exceed the level of 6 dB below the applicable limit, video
averaging shall be turned on, the resolution bandwidth shall be switched to 30 kHz and the span shall be
adjusted accordingly. If the level does not change by more than 2 dB, it is a narrowband emission; the
observed value shall be recorded in the test report. If the level changes by more than 2 dB, the emission is
a wideband emission and its level shall be measured and recorded in the test report.
