Overview
This document describes EN 16120:2012/FprA1, a CEN draft amendment to the European standard EN 16120:2012 - Child use and care articles: Chair mounted seat. The amendment adds an informative Annex B (A-deviation) that records national deviations applicable where member countries maintain existing national rules outside CEN competence. The most prominent example is France, where additional flammability requirements supplement Clause 7 of EN 16120 to address textile and covering ignition hazards.
Key topics and requirements
- Scope: Chair mounted seats (rehausseurs de chaise) for infants and young children used on adult chairs.
- A-deviation (national deviation): Clarifies that some countries may enforce national rules in place of or alongside the European standard until they are rescinded.
- French requirement: Under the French decree N° 91‑1292 (20 Dec 1991), materials used in child care articles must be non‑combustible, hardly flammable, or burn slowly with low flame propagation. Consequently:
- Textiles, coated textile supports and plastic coverings used on chair mounted seats must not exceed a flame propagation rate of 30 mm/s.
- Testing is to be performed in accordance with clause 5.7 of EN 712:1993.
- Relationship to EN 16120: The amendment does not replace EN 16120:2012 but supplements Clause 7 for jurisdictions recognizing the A-deviation.
Applications and who uses this standard
- Manufacturers and designers of chair mounted seats who must ensure materials and assemblies meet both EN 16120 and any national A‑deviations when selling in specific markets (e.g., France).
- Test laboratories performing flammability testing per EN 712:1993, clause 5.7 to verify compliance with the 30 mm/s limit where applicable.
- Regulatory compliance officers, importers and retailers assessing market access and product documentation for EU and national requirements.
- Standards bodies and certification bodies monitoring harmonization and national deviations (CEN members, CEN/TC 252).
Related standards
- EN 16120:2012 - Base European standard for chair mounted seats (child use and care articles).
- EN 712:1993 - Test method referenced for measuring flame propagation rate (clause 5.7 used by the French deviation).
- CEN Technical Committee: CEN/TC 252 (Child use and care articles).
This amendment highlights the need to check both European standards and national deviations (A‑deviations) when specifying or certifying child care products, particularly for flammability performance in regulated markets.
