SIST EN 300 328-2:2002 is the Slovenian adoption of ETSI EN 300 328-2 V1.2.1 for wideband data transmission equipment in the 2.4 GHz ISM band using spread spectrum modulation. It is a harmonized European standard for radio equipment covered by article 3.2 of the R&TTE Directive, aimed at manufacturers, test labs, and conformity assessors working on transceivers, transmitters, and receivers.

What does SIST EN 300 328-2:2002 specify?

SIST EN 300 328-2:2002 specifies the radio spectrum and electromagnetic compatibility-related essential requirements for certain 2.4 GHz wideband transmission systems. The standard focuses on how these products use spectrum and what has to be checked to show conformity under the R&TTE framework.

The scope covers fixed, mobile, and portable applications, including stand-alone radio equipment, plug-in radio devices, and combined equipment. It also names IEEE 802.11 and HomeRF as examples of technologies in scope.

The standard is organized into scope, references, definitions and abbreviations, technical requirements, testing for compliance, Annex A with the EN Requirements Table, and Annex B as bibliography.

AnnexWhat it covers
Annex AEN Requirements Table (EN-RT) used to summarize and assess conformity
Annex BBibliography

The scope is limited to equipment using wideband radio modulation techniques with aggregate bit rates above 250 kbits/s and operating in the 2.4 GHz ISM band. Equipment using modulation techniques different from those identified in EN 300 328-1, clauses 5.1.1 and 5.1.2, is outside the scope.

What are the key requirements of SIST EN 300 328-2:2002?

SIST EN 300 328-2:2002 requires products to meet five main radio performance topics: effective radiated power, peak power density, frequency range, transmitter spurious emissions, and receiver spurious emissions. Clause 4 sets the requirements, and clause 5 describes how to test and judge them.

Environmental profile and compliance basis

Clause 4.1 links compliance to the equipment's environmental profile. In practice, the equipment has to meet the requirements in the operating conditions for its declared environmental class, so the test plan must match the intended use.

Power, band use, and unwanted emissions

Clause 4.2 covers effective radiated power, peak power density, frequency range, transmitter spurious emissions, and receiver spurious emissions. For each item, the standard points to the definitions and limits in EN 300 328-1 and then requires a corresponding conformance test in clause 5.3.

This matters because the standard is not only about in-band operation. It also checks that the transmitter stays within the intended band and that unwanted emissions are controlled, which is what protects other users of the spectrum.

Testing and measurement uncertainty

Clause 5.1 says test conditions, power supply, and ambient temperatures follow EN 300 328-1. Clause 5.2 requires the measurement uncertainty for each parameter to be reported in the test report and evaluated against the stated uncertainty limits.

That means a test report has to include both the measured values and the uncertainty budget. This is important for labs and buyers because pass or fail is based on the measured result compared with the relevant limit, not on the result alone.

Essential radio test suites

Clause 5.3 gives the test suites for each requirement by reference to EN 300 328-1. The tests cover power, power density, frequency range, transmitter spurious emissions, and receiver spurious emissions, so a compliance program can map each required claim to a specific test.

EN Requirements Table

Annex A provides the EN-RT proforma. It summarizes the requirements and marks them as mandatory for this standard, which makes it useful for static conformity assessment and audit checklists.

What terms does SIST EN 300 328-2:2002 define?

  • Environmental profile - The range of environmental conditions in which the equipment has to comply.
  • Aggregate bit rate - The air-interface bit rate, including protocol overhead where applicable, and excluding the effects of signal spreading.
  • Frequency hopping spread spectrum modulation - A spread spectrum technique where the transmitter moves among several frequencies over time, using the same hop pattern as the receiver.
  • Spread spectrum modulation - A modulation method that spreads transmitted energy over a relatively wide part of the spectrum.
  • EMC - Electro-Magnetic Compatibility, the ability of equipment to operate without causing or suffering unacceptable interference.
  • ISM - Industrial, Scientific and Medical, the band designation used for the 2.4 GHz operating band in this standard.
  • R&TTE - Radio and Telecommunications Terminal Equipment, the directive framework referenced by the standard.

Who uses SIST EN 300 328-2:2002?

SIST EN 300 328-2:2002 is used by manufacturers of 2.4 GHz radio data equipment, including WLAN-type products, radio modules, access points, and host-connected plug-in devices. It is also used by test laboratories, conformity assessment teams, and quality managers who need a common basis for type testing and technical file preparation.

Designers use it to check early whether a product architecture fits the spectrum-use requirements. Buyers and compliance teams use it to confirm that a supplied radio product has been assessed against the right harmonized standard for R&TTE article 3.2.

Which standards are used with SIST EN 300 328-2:2002?

  • Directive 1999/5/EC (R&TTE Directive) - The main legal framework for the essential requirements covered by this standard.
  • ETSI EN 300 328-1 - Provides the technical characteristics, definitions, limits, and test conditions that Part 2 refers to.
  • ETSI TR 100 028-1 - Provides the method for calculating measurement uncertainty.
  • Directive 98/34/EC - The notification procedure referenced in the foreword for technical standards and regulations.
  • Directive 89/336/EEC - The EMC Directive referenced in the normative references.
  • Directive 73/23/EEC - The Low Voltage Directive referenced in the normative references.

What does the SIST EN 300 328-2:2002 document contain?

The document contains the scope, the reference list, defined terms, and a short set of technical requirements focused on spectrum use and unwanted emissions. Clause 5 then turns those requirements into a test and reporting process for compliance work.

It also includes a measurement uncertainty table and a statement on how to interpret measured results against limits. Annex A provides the EN-RT for conformity assessment, and Annex B lists bibliography items such as CEPT/ERC Recommendation 70-03 and IEEE 802.11.

ETSI ETSI EN 300 328-2 V1.2.1 (2001-12) 6 The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [1]. For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present document essential requirements in these areas have to be adopted by the Commission. If such essential requirements are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to be specified by function or interface type. The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The scopes of these standards are specified either by frequency (normally in the case where frequency bands are harmonized) or by radio equipment type. For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC Directive [2].
For article 3.1a figure 1 shows the existing safety standards currently used under the LV Directive [3] and new standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be required. The bottom of the figure shows the relationship of the standards to radio equipm
