SIST EN 300 417-3-1 V1.1.3:2003 is the Slovenian adoption of EN 300 417-3-1 Version 1.1.3 from ETSI, for Transmission and Multiplexing equipment. It specifies STM-N regenerator and multiplex section layer functions for Synchronous Digital Hierarchy (SDH) equipment, so designers, integrators, test teams and operators can describe and verify the transport functions of an interface in a common way.
What does SIST EN 300 417-3-1 V1.1.3:2003 specify?
SIST EN 300 417-3-1 V1.1.3:2003 specifies a library of basic building blocks and rules for combining them to describe transport functionality. In practice, it tells you how SDH equipment can be modelled as an interconnection of defined functional blocks that obey the combination rules.
The scope is limited to the regenerator section and multiplex section layer of SDH interfaces on all types of equipment based on the generic principles in EN 300 417-1-1. The document is organized as front matter, definitions and abbreviations, STM-1, STM-4, STM-16 and STM-64 layer function clauses, plus normative and informative annexes.
| Annex | What it covers |
|---|---|
| Annex A | Generic specification of linear protection switching operation |
| Annex B | STM-16 regenerator functional model, example |
| Annex C | AU-4-Xc numbering scheme and pointer allocation |
| Annex D | MS protection examples |
What are the key requirements of SIST EN 300 417-3-1 V1.1.3:2003?
The document’s main technical content is a set of atomic functions for section-layer behaviour. These functions matter because they define what an equipment block must insert, extract, monitor or pass through at the SDH access point.
Section framing, trace and parity
For STM-1 and STM-4 regenerator sections, the trail termination source functions build the section signal by adding frame alignment bytes A1/A2, inserting the trace identifier in J0, and calculating B1 with Bit Interleaved Parity 8 (BIP-8). The scrambler is defined with polynomial 1 + X6 + X7. In practice, this fixes how a transmitter formats the section overhead and how the receiver verifies it.
The corresponding sink functions descramble the incoming signal, recover the trace identifier, and compare the received B1 against the calculated value. They detect dTIM and can declare AIS output within the stated reaction time. For a reader, this means the equipment has to support trace checking, error detection and defined fail-safe output behavior.
Multiplex section monitoring and maintenance
For STM-1 and STM-4 multiplex sections, the trail termination source inserts error-monitoring and remote maintenance information into the MS overhead. The B2 bytes carry BIP-24 for STM-1 and BIP-96 for STM-4, while M1 carries REI and K2 carries RDI and AIS-related status. This matters because it defines how one end reports the error condition of the other direction of transmission.
The sink functions monitor B2, M1 and K2, detect dAIS, dDEG and dRDI, and apply consequent actions such as AIS output and status reporting. The document also defines performance monitoring counters for error blocks and signal defects. In practice, these functions are what operators use for maintenance and fault localization.
Adaptation of DCC, P0s and V0x
The adaptation functions map DCC, P0s and V0x signals into the section overhead. DCC uses D1-D3 in STM-1 and D1-D3 in STM-4, while P0s and V0x use E1, E2 or F1 depending on the layer and function. The P0s adaptation source and sink use slip buffering or data latching and smoothing to handle 64 kbit/s signals and wander.
That means the document tells implementers how to carry management and orderwire/user-channel traffic alongside the transport signal without breaking the timing rules.
VC-4 adaptation and pointer handling
The multiplex section adaptation functions for S4 and S4-4c describe frequency justification and bitrate adaptation for VC-4 and VC-4-4c payloads. They use AU-4 pointer generation and interpretation, fixed stuff bytes, and count pointer increments and decrements as performance events. This is the practical rule set for carrying payloads with slightly different timing through STM-N frames.
Linear trail protection
Clause 5.5 and clause 7.5 define linear trail protection functions, including 1+1 and 1:n protection. They use APS signalling, switching types, operation types, WTR time, and defined switching-time behavior. Annex A gives the generic protection switching process, including commands, states and APS signal fields, so protection implementations can be aligned across equipment.
What terms does SIST EN 300 417-3-1 V1.1.3:2003 define?
- AI - Adapted Information: The information combination that a layer presents at its access point after lower-layer adaptation.
- CI - Characteristic Information: The information stream associated with a layer at a connection point or access point.
- DCC - Data Communications Channel: The management communications channel carried in section overhead.
- APS - Automatic Protection Switch: The signalling and switching mechanism used for protection operation.
- BIP - Bit Interleaved Parity: The parity method used for section error monitoring such as B1, B2 and related counters.
- RS - Regenerator Section: The SDH section layer between regenerators, used here for STM-1, STM-4, STM-16 and STM-64.
- MS - Multiplex Section: The SDH section layer that carries payload and multiplex section overhead.
- STM-N - Synchronous Transport Module, level N: The SDH frame family covered by this document.
Who uses SIST EN 300 417-3-1 V1.1.3:2003?
SIST EN 300 417-3-1 V1.1.3:2003 is used by SDH equipment manufacturers, network designers, test laboratories, quality teams and operators. It helps them specify interface behaviour, check interoperability, verify fault handling, and confirm protection and maintenance functions in transport equipment.
The foreword says the family of documents supports inter-vendor and inter-operator compatibility. That makes the standard relevant when equipment from different suppliers has to work together on the same SDH network.
What changed in SIST EN 300 417-3-1 V1.1.3:2003 from the previous edition?
This version was published because the previous version had incorrect dates in the transposition table. The foreword also states that the EN series was converted from ETS 300 417 without technical changes, with editorial changes where needed.
Which standards are used with SIST EN 300 417-3-1 V1.1.3:2003?
- ETS 300 147 - Defines the SDH multiplexing structure and the byte locations used throughout the section-layer functions.
- ETS 300 166 - Defines the 64 kbit/s hierarchical digital interface used for P0s and V0x adaptation.
- EN 300 417-1-1 - Provides the generic processes, performance rules, trace identifier handling, pointer generation and defect definitions used throughout this part.
- EN 300 417-4-1 - Provides the SDH path layer functions referenced for VC-4 and VC-4-4c pointer-related behaviour.
- EN 300 417-6-1 - Provides synchronization distribution layer functions used for SD and clock-related adaptation.
- ETS 300 746 - Defines APS protocols and operation used with protection switching.
- ITU-T G.783 - Gives characteristics of SDH equipment functional blocks, aligned with the functions in this document.
What does the SIST EN 300 417-3-1 V1.1.3:2003 document contain?
The document contains functional block diagrams, signal-format figures, interface tables, process descriptions, defect handling, consequent actions and performance monitoring notes for each atomic function. It also includes protection-switching procedures in Annex A, an STM-16 functional example in Annex B, pointer numbering guidance in Annex C, and MS protection examples in Annex D.
For implementation work, the most useful parts are the per-function tables showing inputs and outputs, and the clauses that explain how each block processes framing, trace, parity, pointers and overhead bytes. For test and verification work, the defect, consequent action and performance-monitoring statements are the parts that translate most directly into checks on real equipment.

ETSIEN 300 417-3-1 V1.1.3 (1999-05)91ScopeThe present document specifies a library of basic building blocks and a set of rules by which they are combined in orderto describe transport functionality of equipment. The library comprises the functional building blocks needed tocompletely specify the generic functional structure of the European Transmission Hierarchies. Equipment which iscompliant with the present document needs to be describable as an interconnection of a subset of these functional blockscontained within the present document. The interconnections of these blocks need to obey the combination rules given. The generic functionality is described in EN 300 417-1-1 [3].2ReferencesThe following documents contain provisions which, through reference in this text, constitute provisions of the presentdocument.· References are either specific (identified by date of publication, edition number, version number, etc.) ornon-specific.· For a specific reference, subsequent revisions do not apply.· For a non-specific reference, the latest version applies.· A non-specific reference to an ETS shall also be taken to refer to later versions published as an EN with the samenumber.[1]ETS 300 147: "Transmission and Multiplexing (TM); Synchronous Digital Hierarchy (SDH);Multiplexing structure".[2]ETS 300 166 (1993): "Transmission and Multiplexing (TM); Physical and electrical characteristicsof hierarchical digital interfaces for equipment using the 2 048 kbit/s - based plesiochronous orsynchronous digital hierarchies".[3]EN 300 417-1-1: "Transmission and Multiplexing (TM); Generic requirements of transportfunctionality of equipment; Part 1-1: Generic processes and performance".[4]EN 300 417-4-1: "Transmission and Multiplexing (TM); Generic requirements of transportfunctionality of equipment; Part 4-1: Synchronous Digital Hierarchy (SDH) path layer functions".[5]EN 300 417–6–1: "Transmission and Multiplexing (TM); Generic requirements of transportfunctionality of equipment; Part 6-1: Synchronization distribution layer functions".[6]ETS 300 746: "Transmission and Multiplexing (TM); Synchronous Digital Hierarchy (SDH);Network protection schemes; Automatic Protection Switch (APS) protocols and operation".[7]ITU-T Recommendation G.783: "Characteristics of synchronous digital hierarchy (SDH)equipment functional blocks".SIST EN 300 417-3-1 V1.1.3:2003

It is the entire STM-1signal as defined in ETS 300 147 [1]. Figure 2 depicts only bytes handled in the RS1 layer.NOTE 1:The unmarked bytes [2, 6], [3, 6], [3, 8], [3, 9] in rows 2,3 (figure 2) are reserved for future internationalstandardization. Currently, they are undefined.NOTE 2:The unmarked bytes [2, 2], [2, 3], [2, 5], [3, 2], [3, 3], [3, 5] in rows 2,3 (figure 2) are reserved for mediaspecific usage (e.g. radio sections). In optical and electrical section applications they are undefined.NOTE 3:The bytes for National Use (NU) in rows 1,2 (figure 2) are reserved for operator specific usage. Theirprocessing is not within the province of the present document. If NU bytes [1, 8] and [1, 9] are unused, care should be taken in selecting the binary content of the bytes which are excluded from the scramblingprocess of the STM-N signal to ensure that long sequences of "1"s or "0"s do not occur.12345678910.2701A1A1A1A2A2A2J0NUNU2B1E1F1NUNU3D1D2D3456MS1_CI789Figure 2: RS1_CI_D signalRS1 Layer APThe AI at this point is octet structured and 125 ms framed with co-directional timing and represents the combination ofadapted information from the MS1 layer (2 403 bytes per frame), the management communication DCC layer (3 bytesper frame if supported), the OW layer (1 byte per frame if supported) and the user channel F1 (1 byte per frame ifsupported). The location of these four components in the frame is defined in ETS 300 147 [1] and depicted in figure 3.NOTE 4:Bytes E1, F1 and D1-D3 will be undefined when the adaptation functions sourcing these bytes are notpresent in the network element.SIST EN 300 417-3-1 V1.1.3:2003

The BIP-8 shall be calculatedover all bits of the previous STM-1 frame after scrambling and is placed in byte position B1 of the current STM-1 framebefore scrambling (figure 5).A1A2: The function shall insert the STM-1 frame alignment signal A1A1A1A2A2A2 into the regenerator sectionoverhead as defined in ETS 300 147 [1].Scrambler: This function provides scrambling of the RS1_CI. The operation of the scrambler shall be functionallyidentical to that of a frame synchronous scrambler of sequence length 127 operating at the line rate. The generatingpolynomial shall be 1 + X6 + X7. The scrambler shall be reset to "1111 1111" on the most significant bit (MSB) of thebyte [1, 10] following the last byte of the STM-1 SOH in the first row. Consequently, an all-ONEs (AIS) pattern inserted inthe mentioned adaptation function would be descrambled in this function. A "refreshment" of all-ONEs isrequired.NOTE 2:The insertion of AIS - especially due to detection of dTIM - will cause the RS-DCC channel to be"squelched" too, so that control of the NE via this channel is lost. If control is via this channel only, thereis a risk of a dead-lock situation if dTIM is caused by a misprovisioning of ExTI.Defect Correlations:cTIM¬MON and dTIM.Performance Monitoring:For further study.SIST EN 300 417-3-1 V1.1.3:2003
