Road traffic noise reducing devices - Specifications
This European Standard specifies requirements for the following road traffic noise reducing devices (as defined in 3.1):
- noise barriers (as defined in 3.4),
- claddings (as defined in 3.5),
- covers (as defined in 3.6), and
- added devices (as defined in 3.7).
These devices may include both acoustic and structural elements, where:
- an acoustic element is an element whose primary function is to provide a noise reducing device with sound insulation, diffraction and/or sound absorption, it is a part of noise reducing device to be used along roads, and
- a structural element is an element whose primary function is to support or hold in place acoustic elements, it is a part of noise reducing device to be used along roads. Depending upon the design of the noise reducing device, structural elements may potentially be tested separately from acoustic elements.
They may be made of different materials for which specific standards are to be applied in accordance with the specifications prescribed hereafter. Some of the materials may contain dangerous substances, the reason why all the materials are declared.
This European Standard identifies the relevant characteristics of road traffic noise reducing devices, the corresponding methods of evaluation and specifies the provisions on evaluation of conformity and marking.
This European Standard covers acoustic, non-acoustic and long-term performance, but not aspects such as resistance to vandalism or requirements of visual appearance.
This European Standard provides Annex ZA for the declaration of performance of all types of Noise Reducing Devices and for their elements. When prepared for an element, the declaration of performance has to be included through a cascading process in the declaration of performance of the final / installed Noise Reducing Device.
This European Standard does not cover road surfaces or the airborne sound insulation of houses.
Lärmschutzvorrichtungen an Straßen - Vorschriften
Dieses Europäische Norm legt die Anforderungen an folgende Lärmschutzvorrichtungen (wie in 3.1 definiert) an Straßen fest:
- Lärmschutzwände (wie in 3.4 definiert);
- Bekleidungen (wie in 3.5 definiert);
- Überdeckungen (wie in 3.6 definiert); und
- Wandaufsätze (wie in 3.7 definiert).
Diese Vorrichtungen dürfen sowohl akustische Elemente als auch tragende Bauteile umfassen, dabei:
- besteht die hauptsächliche Funktion eines akustischen Elements darin, eine Lärmschutzvorrichtung mit Schalldämmung, Schallbeugung und/oder Schallabsorption zur Verfügung zu stellen, es ist ein Teil einer Lärmschutzvorrichtung, die an Straßen verwendet wird, und
- besteht die hauptsächliche Funktion eines tragenden Bauteils darin, akustische Elemente zu stützen oder zu verankern, es ist ein Teil einer Lärmschutzvorrichtung, die an Straßen verwendet wird. In Abhängigkeit von der Ausführung der Lärmschutzvorrichtung dürfen tragende Bauteile getrennt von akustischen Elementen geprüft werden.
Sie dürfen aus verschiedenen Werkstoffen gefertigt sein, für die bestimmte Normen in Übereinstimmung mit den nachstehend beschriebenen Angaben anzuwenden sind. Einige der Werkstoffe können gefährliche Stoffe enthalten, aus diesem Grund werden sämtliche Werkstoffe angegeben.
Diese Europäische Norm legt die wesentlichen Merkmale von Lärmschutzvorrichtungen an Straßen und die entsprechenden Evaluierungsverfahren fest, und gibt die Festlegungen zur Evaluierung von Konformität und Kennzeichnung an.
Diese Europäische Norm behandelt akustische und nichtakustische Eigenschaften und das Langzeit-verhalten, nicht jedoch Aspekte wie etwa Beständigkeit gegen Vandalismus oder Anforderungen an das äußere Erscheinungsbild.
Diese Europäische Norm enthält einen Anhang ZA zur Leistungserklärung aller Typen von Lärmschutz-vorrichtungen und ihrer Elemente. Die Leistungserklärung für ein Element muss über einen stufenweisen Prozess in die Leistungserklärung der endgültigen/installierten Lärmschutzvorrichtung einfließen.
Diese Europäische Norm behandelt keine Straßenbeläge oder die Luftschalldämmung von Häusern.

La présente Norme européenne spécifie les exigences relatives aux dispositifs de réduction du bruit du trafic routier suivants (tels que définis en 3.1) :
- écrans antibruit (telles que définis en 3.4),
- parements (tels que définis en 3.5),
- couvertures (tels que définies en 3.6), et
- dispositifs additionnels (tels que définis en 3.7).
Ces dispositifs peuvent inclure à la fois des éléments acoustiques et structuraux, sachant que :
- un élément acoustique est un élément dont la fonction principale est d'assurer les performances d'isolation acoustique, de diffraction et/ou d'absorption du son du dispositif de réduction du bruit ; il fait partie d'un dispositif de réduction du bruit à utiliser le long des routes, et
- un élément structural est un élément dont la fonction principale est de soutenir ou de maintenir en place des éléments acoustiques ; il fait partie d'un dispositif de réduction du bruit à utiliser le long des routes. Selon la conception du dispositif de réduction du bruit, les éléments structuraux peuvent faire l'objet d'essais séparément.
Ils peuvent être fabriqués dans des matériaux différents, auxquelles s'appliquent des normes particulières selon les spécifications énoncées ci-après. Certains de ces matériaux peuvent contenir des substances dangereuses. C'est la raison pour laquelle tous les matériaux sont déclarés.
La présente Norme européenne identifie les caractéristiques des dispositifs de réduction du bruit du trafic routier et les méthodes d'évaluation correspondantes, et spécifie les dispositions relatives à l'évaluation de la conformité et du marquage.
La présente Norme européenne couvre les performances acoustiques, non acoustiques et à long terme, mais pas certains points tels que la résistance au vandalisme ou les exigences concernant l'aspect visuel.
Cette norme européenne fournit une annexe ZA pour la déclaration de performance de tous types de dispositifs de réduction de bruit et pour leurs éléments. This document (prEN 14388:2017) has been prepared by Technical Committee CEN/TC 226 “Road
equipment”, the secretariat of which is held by AFNOR.
This document is currently submitted to the CEN Enquiry.
This document supersedes EN 14388:2015.
The main changes compared to the previous edition are:
— an improved definition of a Noise Reducing Device;
— two standards EN 1793-1 and EN 1793-5 are now specified for the measurement of sound
absorption / sound reflection, each with a specific field of application;
— this version integrates the revised version of EN 1794-1;
— revision of Annex ZA according to Regulation EU 305/2011, following TF N 687rev1 (2015-06-02).
For information, the main changes between EN 14388:2015 and hEN 14388:2005 were:
— two standards EN 1793-2 and EN 1793-6 were specified for the measurement of airborne sound
insulation, each with a specific field of application;
— revision of Annex ZA according to Regulation EU 305/2011.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of the EU Construction Products
Regulation.

1 Scope

For the purposes of this document, the following terms and definitions apply.

noise reducing device (NRD)
system designed to reduce the propagation of traffic noise away from the road environment
Note 1 to entry: The NRD may comprise acoustic elements only or both structural and acoustic elements.

4 Requirements
4.1 General
Products covered by the standard, when required, shall be assessed in accordance with the supporting
standards indicated in Table 1.
The test methods or calculation methods referred to in Table 1 generate declared performance only. On
this basis, compliance criteria are not relevant.
The manufacturer shall be responsible for describing the application(s) of the NRD, including installation
details. (see installation instructions manual in 4.3).

Results of tests and/or calculations of the characteristics shall be declared in accordance with the
appropriate supporting standard.
NOTE Although some are already complete, European Standards are under preparation for materials affecting
the performance of road traffic noise reducing devices.
4.2 Dangerous substances
National regulations on dangerous substances may require verification and declaration on release, and
sometimes content, when construction products covered by this standard are placed on those markets.
In the absence of European harmonized test methods, verification and declaration on release/content
should be done taking into account national provisions in the place of use.

4.3 Manuals
The following documentation shall be supplied by the manufacturer to the user or those parties
responsible for installation and maintenance of the road traffic noise reducing device prior to the
commencement of installation:
a) installation instructions shall describe how the product (acoustic element, full noise barrier, etc.)
shall be installed in order to be able to achieve the performance measured in the initial type testing;
b) a maintenance manual shall specify measures which are necessary, or to be avoided, in order to
maintain the durability of the acoustic performance, transparency, structural strength etc.
5 Testing and assessment methods
Products covered by the standard, when required, shall be assessed in accordance with the supporting
standards indicated in Table 1.
Results of tests and/or calculations of the characteristics shall be declared in accordance with the
appropriate supporting standard.
NOTE Although some are already complete, European Standards are under preparation for materials affecting
the performance of road traffic noise reducing devices.
6 Assessment and verification of constancy of performance – AVCP
6.1 General
The compliance of road traffic noise reducing devices with the requirements of this standard and with
the performances declared by the manufacturer in the DoP shall be demonstrated by:
— determination of the product type;
— factory production control by the manufacturer, including product assessment.
The manufacturer shall always retain the overall control and shall have the necessary means to take
responsibility for the conformity of the product with its declared performance(s).

6.2 Type testing
6.2.1 General
All performances related to characteristics included in this standard shall be determined when the
manufacturer intends to declare the respective performances unless the standard gives provisions for
declaring them without performing tests. (e.g. use of previously existing data, CWFT and conventionally
accepted performance).
Assessment previously performed in accordance with the provisions of this standard, may be taken into
account provided that they were made to the same or a more rigorous test method, under the same AVCP
system on the same product or products of similar design, construction and functionality, such that the
results are applicable to the product in question.
NOTE Same AVCP system means testing by an independent third party.
For the purposes of assessment, the manufacturer's products may be grouped into families, where it is
considered that the results for one or more characteristics from any one product within the family are
representative for that same characteristics for all products within that same family
Products may be grouped in different families for different characteristics.
Reference to the assessment method standards should be made to allow the selection of a suitable
representative sample.
In addition, the determination of the product type shall be performed for all characteristics included in
the standard for which the manufacturer declares the performance:
— at the beginning of the production of a new or modified road traffic noise reducing device (unless a
member of the same product range), or
— at the beginning of a new or modified method of production (where this may affect the stated
properties), or
— they shall be repeated for the appropriate characteristic(s), whenever a change occurs in the road
traffic noise reducing device design, in the raw material or in the supplier of the components, or in
the method of production (subject to the definition of a family), which would affect significantly one
or more of the characteristics.
Where components are used whose characteristics have already been determined, by the component
manufacturer, on the basis of assessment methods of other product standards, these characteristics need
not be re-assessed. The specifications of these components shall be documented.
Products bearing regulatory marking in accordance with appropriate harmonized European
specifications may be presumed to have the performances declared in the DoP, although this does not
replace the responsibility on the road traffic noise reducing device manufacturer to ensure that the road
traffic noise reducing device as a whole is correctly manufactured and its component products have the
declared performance values.
6.2.2 Test samples, testing and compliance criteria
The number of samples of road traffic noise reducing device to be tested/assessed shall be in accordance
with Table 2.

6.2.3 Test reports
The results of the determination of the product type shall be documented in test reports. All test reports
shall be retained by the manufacturer for at least 10 years after the last date of production of the road
traffic noise reducing device to which they relate.
6.2.4 Shared other party results
A manufacturer may use the results of the product type determination obtained by someone else (e.g. by
another manufacturer, as a common service to manufacturers, or by a product developer), to justify his
own declaration of performance regarding a product that is manufactured according to the same design
(e.g. dimensions) and with raw materials, constituents and manufacturing methods of the same kind,
provided that:
— the results are known to be valid for products with the same essential characteristics relevant for the
product performance;

— in addition to any information essential for confirming that the product has such same performances
related to specific essential characteristics, the other party who has carried out the determination of
the product type concerned or has had it carried out, has expressly accepted to transmit to the
manufacturer the results and the test report to be used for the latter’s product type determination,
as well as information regarding production facilities and the production control process that can be
taken into account for FPC;
— the manufacturer using other party results accepts to remain responsible for the product having the
declared performances and he also:
— ensures that the product has the same characteristics relevant for performance as the one that
has been subjected to the determination of the product type, and that there are no significant
differences with regard to production facilities and the production control process compared to
that used for the product that was subjected to the determination of the product type, and
— keeps available a copy of the determination of the product type report that also contains the
information needed for verifying that the product is manufactured according to the same design
and with raw materials, constituents and manufacturing methods of the same kind.
