SIST ETS 300 271 E1:2003 is the Slovenian standard aligned with ETS 300 271 Edition 1, issued by SIST. It specifies a Protocol Implementation Conformance Statement (PICS) for the Physical Layer Convergence Procedure (PLCP) used in a Metropolitan Area Network (MAN) at 139,264 Mbit/s. In practice, it is the document vendors, integrators, and test labs use to state and check which PLCP features an implementation supports.
What does SIST ETS 300 271 E1:2003 specify?
SIST ETS 300 271 E1:2003 specifies a PICS proforma for the PLCP at 139,264 Mbit/s in the context of a MAN subnetwork. It is a conformance-statement document, so it is used to declare support for defined features and behaviors rather than to define the whole protocol from scratch.
The document is organized into:
- Scope
- Normative references
- Definitions
- Symbols and abbreviations
- Clause 5, which contains the PICS tables for E4 based systems
- History
Clause 5 follows the numbering used in ETS 300 215, which makes it easier to compare the PICS items with the underlying protocol specification.
What are the key requirements of SIST ETS 300 271 E1:2003?
SIST ETS 300 271 E1:2003 is built around conformance tables. The implementer uses these tables to show whether each feature is mandatory, optional, conditional, defaulted, or not applicable, and that matters because the document is meant to be completed and checked item by item.
PICS notation and support status
Clause 4 defines the support-type abbreviations used in the tables: m, o, c, d, and n/a. It also defines the value shortcuts used in the PICS fields. In practice, this is the key for reading the tables correctly and for documenting deviations or conditional support.
Relationship to the PLCP
Clause 5.1 covers the relationship between E4 octets and the PLCP, including octet alignment and octet coding. It also identifies the alarm indication bit and the bits reserved for national use. For a supplier, this is the part that says how the implementation maps the E4 signal into the PLCP structure.
PLCP frame format and field definitions
Clause 5.2 requires the frame format shown in the referenced figure, and Clause 5.3 breaks the PLCP into named fields such as framing octets, path overhead identification octets, B1, G1, M1/M2, C1, Z1-Z31, and trailer octets. It also covers optional and conditional items such as FEBE and alarm signaling. In practice, this tells a test lab what fields must exist and what behaviors the equipment must support or report.
Fault behavior and out-of-service behavior
Clause 5.4 describes PLCP behavior during transmission system faults, PLCP faults, and DQDB layer faults. It includes the jam signal behavior and the timer action tied to jam detection. Clause 5.5 says how PLCP behaves when the DQDB layer is out of service, including continued normal operation and unmodified relay of M1 and M2 octets. This is important for fault-injection testing and service-continuity checks.
Framing state machine and timing
Clause 5.6 requires a Bus A and Bus B framing state machine. Clause 5.6.1 gives the Link Status Signal (LSS) operations table, and Clause 5.6.2 gives the physical layer frame timing operations table. These items matter because they define the state-based behavior that an implementation must show during framing and timing operation.
What terms does SIST ETS 300 271 E1:2003 define?
- PICS - Protocol Implementation Conformance Statement, the proforma used to record which features and options an implementation supports.
- PLCP - Physical Layer Convergence Procedure, the part that adapts the MAN physical layer behavior to the defined transmission structure.
- MAN - Metropolitan Area Network, the network context for which this PLCP applies.
- DQDB - Distributed Queue Dual Bus, the access method and subnetwork model used in the referenced MAN environment.
- LSS - Link Status Signal, the signal whose operations are defined in the framing state machine.
- FEBE - Far End Block Error, the error indication associated with the G1 field.
- BIP-8 - Bit Interleaved Parity-8, the parity function associated with the B1 octet.
Who uses SIST ETS 300 271 E1:2003?
SIST ETS 300 271 E1:2003 is used by telecom equipment manufacturers, conformance test laboratories, and network integrators working with MAN equipment. Quality and compliance teams use it to document support for PLCP features, while buyers and specifiers use it to ask for a clear declaration of conformance. It is especially relevant when checking frame structure, fault handling, signaling, and timing behavior.
Which standards are used with SIST ETS 300 271 E1:2003?
- ETS 300 215 - provides the PLCP specification for 139,264 Mbit/s and supplies the functional model that this PICS follows.
- ETS 300 212 - defines the MAN media access control layer and physical layer specification for the DQDB environment.
- IEEE Standard 802.6 (1990) - provides the DQDB definitions, symbols, abbreviations, and baseline framing and timing references used by this ETS.
What does the SIST ETS 300 271 E1:2003 document contain?
SIST ETS 300 271 E1:2003 contains PICS tables for the PLCP relationship to E4, the frame format, field definitions, fault behavior, DQDB out-of-service behavior, and framing operations. It also includes a framing state machine reference and a timing operations table. These tables are the parts used when filling in a conformance statement, performing interoperability checks, or validating equipment behavior against the MAN/PLCP model.

3 Definitions
For the purposes of this ETS, the definitions as defined in IEEE Standard 802.6 [3] shall apply.
4 Symbols and abbreviations
For the purposes of this ETS, the symbols and abbreviations as defined in IEEE Standard 802.6 [3] shall
apply.
Additionally, for this PICS proforma, the following abbreviations are used in defining the support type of a
feature, parameter or capability:
m mandatory
o optional
c conditional
d default value defined
n/a not applicable
When used in the column labelled "Value", the following abbreviations are defined:
xx - yy from number xx to number yy
xx/yy either number xx or number yy applies, depending on the actual conditions
For each of the conditional items, an explanation of the parameter or capability under which the feature,
parameter or capability is mandatory, is given in the Clause or subclause in which the conditional items
appear.
The notation X_ in the column "Support" means that numbers may be entered in this place pointing to notes
which indicate deviation from the standard.
