Overview

SIST EN 71-1:2011/kFprA1:2013 is a CEN draft amendment to EN 71-1:2011 (Safety of toys - Part 1: Mechanical and physical properties). It revises the standard to align with the Toys Safety Directive 2009/48/EC, clarifying requirements for the legibility of warnings and correcting the specification for Gauss-meter measurement. The amendment provides prescriptive details for warning presentation and measurement instrumentation to improve consistency of testing and consumer protection.

Key Topics

  • Legibility and presentation of warnings

    • Warnings must be clearly visible, easily legible, understandable and accurate. They shall be preceded by the word "Warning" or the word "Warnings", or the specified warning symbol.
    • The specified warning symbol (ISO 7010-W001 style) shall have a black triangle and exclamation mark on a yellow background and be at least 10 mm high.
    • The manufacturer shall mark warnings on the toy, an affixed label, or the packaging; include them in instructions for use where appropriate.
  • Best-practice guidance (A.33)

    • Emphasize warnings by choosing a prominent placement and avoiding mixing safety text with commercial information.
    • Ensure strong contrast between text and background; avoid problematic colour combinations (e.g., red–green or blue–yellow) that affect those with colour-vision deficiency.
    • Avoid reflective surfaces, glossy paper or transparent packaging that can obscure warnings.
    • Prefer sans-serif fonts; use font sizes sufficient for target groups (no fixed minimum, but larger sizes are recommended).
    • Separate multi-language text clearly (flags, spacing or country codes).
  • Gauss-meter correction

    • The amendment corrects the instrument specification for measuring direct current magnetic fields: a direct-current field Gauss meter with a resolution of 5 G and defined accuracy is required. This clarification supports consistent measurement during compliance testing.

Applications

This amendment is directly relevant to:

  • Manufacturers and designers - to ensure warnings and age markings comply with legibility requirements and are correctly presented on products and packaging.
  • Test laboratories and conformity assessors - to apply the corrected Gauss-meter specification and to assess warning legibility against the stated criteria.
  • Regulators and market surveillance - to evaluate compliance with the Toys Safety Directive 2009/48/EC and harmonised standard updates.
  • Standard developers and technical committees - to adopt the best-practice guidance into related standards and test methods.

Related Standards

  • EN 71 series (other parts addressing flammability, chemical properties, etc.)
  • ISO/IEC Guide 37 - Instructions for use of products of consumer interest (referenced for information presentation)
  • CEN/CENELEC Guide 11 - Product information relevant to consumers

Bold, visible warnings and consistent measurement practice under SIST EN 71-1:2011/kFprA1:2013 reduce ambiguity in compliance testing and improve consumer protection by making safety information more actionable and easier to read.
