Overview
SIST ETS 300 113:1998/A1:1998 is a Slovenian standard aligning with the European Telecommunications Standard ETS 300 113, addressing the technical characteristics and test conditions for radio equipment in land mobile services. This amendment updates the standard to support harmonization under the EMC Directive (Council Directive 89/336/EEC), facilitating its recognition across the European Community. The standard applies specifically to radio equipment intended for the transmission of data (and speech) within the land mobile service, where devices are equipped with an antenna connector.
Jointly with ETS 300 279, this standard aims to ensure interoperability and compliance within the land mobile sector, supporting the movement of radiocommunications equipment across European markets and aiding regulatory authorities in spectrum management and equipment approval processes.
Key Topics
- Scope of Equipment: Focuses on radio devices in the land mobile service operating with antenna connectors, intended for either data, speech, or both.
- Frequency Range: Covers radio equipment operating between 30 MHz and 1000 MHz, addressing various channel separations (12.5, 20, and 25 kHz).
- Technical Parameters: Specifies requirements for transmitter and receiver performance, targeting key aspects such as:
- Frequency stability and error
- Carrier power and effective radiated power
- Emissions and spurious responses
- Adjacent channel power and selectivity
- Sensitivity, blocking, and intermodulation response
- Test Conditions: Outlines the laboratory test conditions necessary to verify product compliance with the essential requirements.
- EMC Directive Harmonization: Ensures that products conform to electromagnetic compatibility standards as referenced in the EMC Directive.
- National Variations: Notes that while harmonization is a goal, some radio parameters may be subject to specific national licensing and planning requirements.
Applications
SIST ETS 300 113:1998/A1:1998 delivers significant practical value for a variety of stakeholders:
- Manufacturers: Provides a common framework for designing and testing land mobile radio equipment for pan-European deployment, reducing the need for country-specific modifications.
- Operators and Service Providers: Ensures consistent performance expectations, facilitating equipment procurement and deployment for public, private, and official networks.
- Regulatory Authorities: Supports spectrum management and efficient approval processes by harmonizing technical specifications and integrating essential parameters into national approval regimes.
- End Users: Guarantees higher reliability and interoperability of land mobile devices used for critical communications, such as public safety, transportation, and business operations.
This standard is particularly relevant for any organization involved in the production, certification, or use of radio transmitters and receivers with antenna connectors, particularly where data transmission is a key requirement.
Related Standards
For comprehensive compliance and greater interoperability, the following related standards are commonly referenced alongside SIST ETS 300 113:1998/A1:1998:
- ETS 300 113: The base European Telecommunications Standard for technical requirements and test methodologies for land mobile radio equipment.
- ETS 300 279: Complements ETS 300 113 in establishing harmonized requirements under the EMC Directive.
- ETS 300 086: Addresses equipment intended primarily for analogue speech transmission in the land mobile service.
- CEPT Recommendation T/R 24-01 & T/R 25-08: Provide additional guidance on frequency arrangements and channel spacing for mobile radio systems within Europe.
By adhering to SIST ETS 300 113:1998/A1:1998, organizations ensure their land mobile radio equipment meets both technical and regulatory requirements, streamlining market access across Europe and contributing to the reliability and efficiency of wireless communication services.

EXPLANATORY MEMORANDUM
1. INTRODUCTION
The free movement of radiocommunications goods and the provision of Europe-wide services for
radiocommunications are only achievable if there exist common regulations throughout Europe regarding availability
of frequency bands, approval requirements and border crossing procedures. A basic requirement to fulfil these
objectives is the Europe-wide implementation of regulations based on the European Telecommunications Standards
(ETSs) developed by the European Telecommunications Standards Institute (ETSI).
This Decision (ERC/DEC/(96)07) provides the necessary mechanism for CEPT Administrations to commit
themselves to implement, within their national regimes, European Telecommunications Standard 300 113 and
withdraw any conflicting national standard.
2. BACKGROUND
Both the ERC and ETSI are involved in the development of common regulations, as described in (1) above. The
Memorandum of Understanding between ERC and ETSI explains the respective responsibilities of the two
organisations and its annex describes the principles of co-operation. The ERC, for its part, should, inter alia, adopt
Decisions on the introduction of ETSI standards into approval regimes.
ETS 300 113 has been prepared by the Radio Equipment and Systems (RES) Technical Committee of ETSI. The
standard has undergone the ETSI standards approval procedure and is now published as an ETS.
The ETS, which is based on CEPT Recommendation T/R 24-01, is a general standard which may be superseded by
specific standards covering specific applications.
The use of the frequency range (30-1000 MHz) covered by ETS 300 113 is not harmonised within CEPT. Although
CEPT Recommendation T/R 25-08 provides preferred arrangements for some frequency bands designated for
mobile radio systems, administrations have adopted different arrangements, to meet national requirements, for
frequency bands, duplex separations and channel se
