SIST ETS 300 164 E1:2003 is the Slovenian adoption of ETS 300 164 Edition 1 from ETSI. It specifies the stage 1 service description of the Meet-Me Conference (MMC) supplementary service for the Integrated Services Digital Network (ISDN), so operators, buyers, and engineers can see how the service is meant to work from the user’s point of view.
What does SIST ETS 300 164 E1:2003 specify?
SIST ETS 300 164 E1:2003 defines the MMC supplementary service for the pan-European ISDN and describes how users book, access, run, and leave a conference call. It is a stage 1 document, so it focuses on the overall service behaviour rather than the human interface details or signalling protocols.
The scope covers public ISDN service, interworking with private ISDNs, and the base functionality when the service is offered through a private ISDN. It applies to circuit-switched telecommunications services carrying speech.
The document is organized into these main clauses and topics:
| Clause | What it covers |

What are the key requirements of SIST ETS 300 164 E1:2003?
SIST ETS 300 164 E1:2003 says the MMC service shall be generally available without prior arrangement, although a service provider may withdraw it for service-provider reasons. In practice, this means the service is intended to be open to users, but availability can still be controlled by the provider.
Clause 5 limits MMC to basic access and primary rate access. That matters because implementers need to support the service on those access types, not just on a generic ISDN connection.
The served user books the conference in advance, and the booking information includes the date, start time, duration or end time, and the booked number of simultaneous participants. This gives the service provider the data needed to reserve the conference and size the call.
When the booking is accepted, a special number is temporarily allocated to the conference. Each participant uses that number to join, and all notification is sent in-band, which tells the reader that the conference information is carried within the call path itself.
During activation, the conference starts for the booked period, and participants can join only through the special number. If a call arrives close to the start time, it is connected and told that the conference will begin soon; if it arrives too early, it is rejected as a call to an unallocated number.
When the scheduled time ends, the conference is released and any remaining participants are cleared automatically. The served user can request changes during the conference, including a new end time or a different booked number of simultaneous participants.
An operator may be allowed to join for administrative reasons, and may connect either to the full conference or to an individual participant. Clause 6 also allows the operator to modify the conference parameters in response to a served-user request.
Clause 8 describes interactions with other supplementary services. For example, call hold and explicit call transfer can apply to a conference connection, but attempts to activate completion of calls to busy subscriber on a call to a conference are rejected.
What terms does SIST ETS 300 164 E1:2003 define?
Integrated Services Digital Network (ISDN) - The digital network used as the service environment for MMC.
Meet-Me Conference (MMC) - A supplementary service that lets more than two participants join the same call using a special access number.
Served user - The user who books the conference and can request changes to it.
Conference - A call in which several users can communicate at the same time.
Participant; conferee - A user taking part in the conference.
Special number - The ISDN number assigned to access the conference during its active period.
Operator - The network entity that provides automatic or manual supervisory functions for MMC control.
Who uses SIST ETS 300 164 E1:2003?
SIST ETS 300 164 E1:2003 is used by ISDN service providers, network planners, and equipment implementers who need to offer or support MMC. It is also relevant to quality and procurement teams checking that a service supports booked conferences, access by special number, and the documented interactions with other supplementary services.
Private ISDN operators use it to understand interworking with the public ISDN and the base functionality available to users attached to a private ISDN. Engineers and service designers use it as the user-level specification that stage 2 work must reflect.
What changed in SIST ETS 300 164 E1:2003 from the previous edition?
SIST ETS 300 164 E1:2003 is identical to ETS 300 164 Edition 1. The document history lists October 1992 as the first edition.
Which standards are used with SIST ETS 300 164 E1:2003?
The document cites these normative references:
- CCITT Recommendation I.130 - the three-stage method used to describe telecommunication services.
- CCITT Recommendation I.112 - source of several ISDN service and bearer-service terms.
- CCITT Recommendation I.210 - source of the principles used to describe telecommunication services and supplementary services.
- CCITT Recommendation Q.9 - source of switching and signalling vocabulary, including basic access and primary rate access.
- CCITT Recommendation E.164 - the numbering plan used for the ISDN number.
The foreword also names ETS 300 165 (1992) as the stage 2 companion for MMC. This matters because stage 1 defines the service behaviour, while stage 2 carries the functional capabilities and information flows needed to support it.
What does the SIST ETS 300 164 E1:2003 document contain?
SIST ETS 300 164 E1:2003 contains a service description, booking and activation procedures, access and release behaviour, and exception handling for MMC. It also covers interworking with non-ISDNs and private ISDNs, plus interactions with services such as call hold, explicit call transfer, conference call add-on, three party, and user-to-user signalling.
Clause 6 gives the main operating sequence: provision, booking, activation, access, participant clearing, parameter modification, and operator actions. Clause 8 shows where other supplementary services can affect or be affected by MMC, which is important for service integration and network design.

ETS 300 164: October 1992
Foreword
This European Telecommunication Standard (ETS) has been produced by the Network Aspects (NA)
Technical Committee of the European Telecommunications Standards Institute (ETSI).
In accordance with CCITT Recommendation I.130 [1], the following three level structure is used to
describe the supplementary telecommunications services as provided by European public
telecommunications operators under the pan-European Integrated Services Digital Network (ISDN):
- Stage 1: is an overall service description, from the user's standpoint;
- Stage 2: identifies the functional capabilities and information flows needed to support the service
described in stage 1; and
- Stage 3: defines the signalling system protocols and switching functions needed to implement the
service described in stage 1.
This ETS details the stage 1 aspects (overall service description) for the Meet-Me Conference (MMC)
supplementary service. The stage 2 aspects are detailed in ETS 300 165 (1992). The individual calls in an
MMC are each basic calls with no special signalling functions, therefore no stage 3 ETS is provided.

1 Scope
This standard defines the stage one of the Meet-Me Conference (MMC) supplementary service for the
pan-European Integrated Services Digital Network (ISDN) as provided by European public
telecommunications operators. Stage one is an overall service description from the user's point of view
(see CCITT Recommendation I.130 [1]), but does not deal with the details of the human interface itself.
This standard defines the interworking requirements of private ISDNs with the public ISDN.
In addition this standard specifies the base functionality where the service is provided to the user via a
private ISDN.
This standard does not specify the additional requirements where the service is provided to the user via a
telecommunications network that is not an ISDN but does include interworking requirements of other
networks with the public ISDN.
Interactions with supplementary services not listed in Clause 8 are outside the scope of this standard.
Charging principles are outside the scope of this standard.
The MMC supplementary service enables a user to arrange for a call between more than two participants.
During the period the conference is active, participants use a special number to access the conference.
The MMC supplementary service is applicable to all circuit-switched telecommunications services carrying
speech.
This standard is applicable to the stage two standard for the ISDN MMC supplementary service. The term
"stage two" is also defined in CCITT Recommendation I.130 [1]. Where the text indicates the status of a
requirement, (i.e. as strict command or prohibition, as authorisation leaving freedom, or as a capability or
possibility), this shall be reflected in the text of the relevant stage two standard.
This standard is an application of the requirements contained in the basic call standards and therefore,
conformance to this standard is met by conforming to the stage two standard with the field of application
appropriate to the equipment being implemented. Therefore no method of testing is provided for this
standard.
2 Normative references
This standard incorporates by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to, or revisions of any of these publications
apply to this standard only when incorporated in it by amendment or revision. For undated references the
