This Technical Specification is for dedicated hold-up devices in buildings, e.g. deliberately operated hold-up devices which can be triggered to create a hold-up alarm signal or message. It provides four security Grades 1-4 (see EN 50131-1), specific or non specific wired or wire-free hold-up devices and uses Environmental Classes I-IV (see EN 50130-5). This Technical Specification does not include requirements for hold-up devices intended for use outdoors, or for mobile hold-up devices or for devices with functions additional to hold-up facility. NOTE If a device provides functions additional to hold-up facility, it is recommended to function similar to the requirement described in this Technical Specification. Functions additional to the mandatory functions as specified in this Technical Specification may be included in the hold-up device, providing they do not adversely influence the correct operation of the mandatory functions. This Technical Specification does not apply to system interconnections.

Introduction
This document is a Technical Specification for hold-up devices which can be used as part of intrusion
and hold-up alarm systems installed in buildings. It includes four security grades and four
environmental classes.
The purpose of a hold-up device is to allow a person to deliberately generate hold-up alarm signals or
messages and a further necessary range of signals or messages to be used by the rest of the
intrusion and hold-up alarm system.
The number and scope of these signals or messages will be more comprehensive for systems that are
specified at the higher grades.
This Technical Specification is only concerned with the requirements and tests for the hold-up device.

1 Scope
This Technical Specification is for dedicated hold-up devices in buildings, e.g. deliberately operated
hold-up devices which can be triggered to create a hold-up alarm signal or message. It provides four

3 Terms, definitions and abbreviations
3.1 Terms and definitions
For the purposes of this document, the terms and definitions given in EN 50131-1:2006 + A1:2009 and
the following apply.
3.1.1
basic activation test
operational test during which a hold-up device is activated by using the standard triggering method in
a controlled environment
3.1.2
hand operated devices
button, lever or strip operated hold-up devices, in which the hold-up trigger is activated by pressing
one or more button(s) or strip(s) or by pulling one or more lever(s), and the operation is intended to be
performed manually by hand

hold-up trigger
event which generates a hold-up signal or message when a hold-up device is activated by using the
standard triggering method

incorrect operation
physical condition that causes an inappropriate signal or message from a hold-up device

4 Functional requirements
4.1 General
A hold-up device shall fulfil all the requirements of the specified grade.
The functional requirements described in this clause shall cover the following types of hold-up devices,
which shall be tested towards the requirements according to the test methods described in Clause 6:
– hand operated hold-up devices (intended to be triggered by hand);
– kick / tilt & Long bar – Hold-up device (intended to be triggered via foot, knee);
– money clip contact – Hold-up device (intended to be triggered when a banknote is withdrawn).
4.2 Event processing
Hold-up devices shall process the events shown in Table 1. Hold-up devices shall generate signals or
messages as shown in Table 2.

When, in Table 1, an event may optionally generate signals or messages, they shall be
as shown in this table.
This permits two methods of signalling a masking event: either by the tamper signal
and fault signal, or by a dedicated masking signal or message. Use of the tamper
signal and fault signal is preferable, as this requires fewer connections between CIE
and hold-up device. If multiple events overlap there will be some signal combinations
that may be ambiguous. To overcome this ambiguity it is suggested that hold-up
devices should not signal ‘tamper‘ and ‘fault‘ at the same time except to indicate
masking. This implies that the hold-up device should prioritise signals, e.g. 1 Tamper, 2
Fault, 3 Masking.
It is accepted that a bus system, a bus-based device may send out dedicated signals
or messages and does not necessarily have to follow the mapping of Table 2 provided
that all of the required events are communicated.

4.3 Hold-up triggering
4.3.1 Trigger operation
4.3.1.1 General
A hold-up trigger shall be generated when the hold-up device specific trigger mechanism is activated.
Hold-up devices shall include means to minimise the possibility of accidental triggering and fulfil the
device specific individual conditions according to the following subclauses.
The requirements, operation and responses of latching and non-latching devices are different.
All relevant trigger activations shall be tested according to the device type as required by the
corresponding test in Clause 6.

In case of multi-action devices, each individual trigger operation shall be tested separately and apply
to each corresponding test subclause in Clause 6. Furthermore, it shall be tested and assured, that
each trigger operation does not adversely affect the other trigger operation(s) unless a certain
sequence is required to generate the expected signals or messages, as described in the
manufacturer's manual.
If additional trigger activation methods to the ones described in this document exist for a specific
product, those shall be documented by the manufacturer in the installation document and user guide
and shall be tested accordingly.
4.3.1.2 Trigger indication
An indicator shall be provided at the device to indicate when a hold-up signal or message has been
generated.
It is permitted that the device can provide a function to disable the trigger indication.
The trigger indication shall be tested to identify triggered hold-up device(s).
The trigger indication shall remain activate on non-latching devices after the first hold-up trigger has
been generated.
Reset of the trigger indication shall be possible only using a suitable tool or mechanism.
4.3.1.3 Reapplied triggering
Following a hold-up trigger, non latching hold-up devices shall be capable of generating a further hold-
up signal or message in response to a trigger within 10s of the previous successful trigger operation.
Non-latching hold-up devices shall allow manual trigger operation within a maximum of 10 s after a
previous trigger operation has been performed successfully.
Latching hold-up devices shall remain in the operated condition after a trigger operation has been
performed successfully and shall require resetting using a suitable tool or mechanism before a further
trigger operation can be performed.
4.3.1.4 Sound level when triggering
When installed and operated according to the manufacturer instructions, the sound level when
triggering shall not be greater than the value given in Table 3 at a distance of 1 m in an anechoic
chamber:

4.4 Hand operated devices
4.4.1 Manual deliberately trigger operation
Hand operated hold-up devices shall only generate a hold-up signal or message through a deliberate
manual operation. Means, methods or techniques shall be used to reduce the risk of accidental
operation of a hand operated hold-up device (e.g. certain minimum force required to press a button or
pull a lever, two buttons pressed simultaneously, flipping of a protective cover to operate a button),
according to this Technical Specification.
The following deliberate versions are known and standardized by this Technical Specification:
— Type V is a one-button hold-up device with a certain operating force for pressing the button;
— Type W is a one-button hold-up device with a removable cover and a certain operating force
for pressing the button;
— Type X is a two-button hold-up device, whereas both buttons need to be pressed with
individual operating forces to create a total operating force level;
— Type Y is a strip hold-up device with a certain operating force for pressing the strip;
— Type Z is a lever hold-up device with a certain operating force for pulling the lever.
If one or more operating member(s) of the hold-up device needs to be pressed, these should be flush
with or recessed in respect to the surrounding surfaces and should not be less than 15 mm in its
shortest diameter.
4.4.2 Operating forces
The type dependent operating forces shall apply according to Table 4:

This only applies for non-latching devices to restore the operating member(s) to the non-activated

position.

The operating forces shall be measured at the operating part or member(s) (e.g. buttons, lever or
strip). For hold-up devices of type X and Y, the total operating force shall correspond to the sum of the
operating forces on each individual operating member, which are required to create a hold-up trigger.
For non-latching devices, the device and its activated operating member(s) (e.g. button(s) or lever(s))
shall reset to the non-activated position when the applied operating force falls below the resetting
threshold given in Table 4.

4.4.3 Operating angle for type Z devices
If a type Z device operates on the principle of a pivoted lever, the performance requirements of this
subclause apply in addition to the requirements of 4.2.1.1.2.
To ensure a reliable, correct and usable operation type Z hold-up devices shall comply with the values
specified in Table 5. The manufacturer shall specify and describe the activation angle of the lever
hold-up device.

The minimum activation operating angle defines the maximum angle reached by pulling or lifting the
lever before which the device should not generate a hold-up trigger.

lever before which the device shall generate a hold-up trigger.
4.5 Kick / tilt & long bar operated devices
4.5.1 Manual deliberately trigger operation
Kick / tilt & long bar operated hold-up devices shall only generate a hold-up signal or message through
a deliberate manual operation. Means, methods or techniques shall be used to reduce the risk of
accidental operation of a Kick / Tilt or Long bar operated hold-up device (e.g. certain minimum force
required to press the bar), in accordance with this Technical Specification.
The following deliberate versions are known and standardised by this Technical Specification:
– Type A is operated by pressing down one or more operating member(s) with a certain operating
force, e.g. typically floor mounted and activated by foot;
– Type B is a foot operated device which is operated by lifting up one or more operating member(s)
with a certain operating force. The operating member(s) of that device should be at a distance
between 7 cm and 15 cm from the mounting surface in a condition when the hold-up device is
mounted according to the installation instructions of the manufacturer;
– Type C is a non-foot operated device which is operated by pressing one or more operating
member(s) with a certain operating force, e.g. typically mounted under the desk plate or mounted
vertically and activated by leg or knee.
4.5.2 Operating forces
