Road marking materials - Retroreflecting road studs - Part 1: Initial performance requirements

This document specifies the performance characteristics and laboratory test methods for retroreflecting road studs intended for use as permanent road marking materials.
This document does not cover non-retroreflective road studs.
Temporary road studs are also covered in a specific annex: Annex E (informative).
It also covers the relevant procedures for assessment and verification of the constancy of performance.

Ce document couvre les plots routiers rétroréfléchissants (types - 1, 2, 3 - A, B) de couleur blanche, jaune, ambre, rouge et verte de leurs réflecteurs.

This document (EN 1463-1:2021) has been prepared by Technical Committee CEN/TC 226 “Road
equipment”, the secretariat of which is held by AFNOR.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by June 2022, and conflicting national standards shall be
withdrawn at the latest by September 2023.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 1463-1:2009.
This document has been prepared under a Standardization Request given to CEN by the European
Commission and the European Free Trade Association.
For relationship with EU Directive(s) / Regulation(s), see informative Annex ZA, which is an integral part
of this document.
The main changes with respect to the previous edition are listed below:
— To adapt the structure of the standard to the new CEN instructions for candidate harmonized
standards for construction products, the terminology and the Annex ZA have been adapted to CEN
guidance and template.
— All content that refers to temporary products and to none of the mandated characteristics has been
eliminated (deletion of content related to Temporary Road Studs and in use characteristics
“Dimensions”).
— Clause 6 “Assessment and verification of constancy of performance — AVCP” has been added.
— Former Clause 4 “type-of road stud” has been moved to Clause 3 “Terms, definitions, symbols, units
and abbreviated terms” under new subclause 3.10.
— Former Clause 5 “Performance Requirements” can be found in this standard under Clause 4
“Characteristics”.
— Subclause 4.1.1 “General explanation to angles” has been added to Clause 4 “Product characteristics”
(former Clause 5 “Performance Requirements”) to avoid any misinterpretation.
— Former Tables 4 and 5, in former subclause 5.3.1.1, have been merged as specified in that subclause
(see new Table 3 in 4.1.2.1) in order to make the interpretation of the threshold values corresponding
to that characteristic easier, and subsequently avoid potential mistakes. Therefore, threshold levels
specified for each type (1, 2 and 3) of road studs and colour specified in new Table 3 correspond to
those given in the previous version of EN 1463-1.
— Former subclause 5.3.1 “Photometric requirements” can be found in this standard under 4.1.2.1
“Coefficient of luminous intensity (R)”.
— Former subclause 5.3.2 “Colorimetric requirements” can be found in this standard under 4.1.2.2

— Subclause 4.2 “Durability of retro-reflectivity” has been added to give a clear link to EN 1463-2:2021.
Notice that according to the answer to Mandate M/111 (CEN reference doc N 1318 dated June 2013)
accepted by the European Commission, only Durability of retro-reflectivity expressed as coefficient
of luminous intensity (R) is considered relevant.

1 Scope
This document specifies the product characteristics, laboratory test methods, the way of expressing
results and the relevant procedures for assessment and verification of the constancy of performance for
retroreflecting road studs, non depressible and depressible by design (designated as Type A and B,
respectively) and which reflectors are made of glass, plastic or plastic with abrasion resistance layer
(designated as Type 1, 2 and 3, respectively), to be used for permanent road markings, and delineation
purposes, in circulation areas.
This document covers retroreflecting road studs (types - 1, 2, 3 - A, B) of white, yellow, amber, red and
green colour of their reflectors.
This document does not cover:
— non-retroreflective road studs;
— temporary retroreflective road studs.

3 Terms, definitions, symbols, units and abbreviated terms
For the purposes of this document, the following terms and definitions apply.

retroreflecting road stud
horizontal guiding device that reflects incident light by means of retroreflectors (see 3.2) in order to warn,
guide or inform road users
Note 1 to entry: Retroreflecting road stud called “road stud” in this document.
Note 2 to entry: Retroreflecting road stud may be constructed in either one or more integral parts and may be
bonded to, anchored within or embedded within the road surface. The body is typically manufactured with plastic
polymers, although solid glass is also used. The retroreflecting portion may be unidirectional or bidirectional,
depressible or non depressible.

4.1.2 Retro-reflectivity
4.1.2.1 Coefficient of luminous intensity (R)
When assessing the coefficient of luminous intensity (R) this shall be determined according to 5.1.1.1.
The performance of coefficient of luminous intensity shall be expressed as a value. Each retroreflective
face of the road stud, regardless their design (type A or B), shall have, depending on their designation by
reflector (type 1, 2 or 3) and colour, a minimum value of coefficient of luminous intensity (R) according
to Table 3 as appropriate, provided that:
a) R value of any individual measurement is higher than 80 % of the specified minimum; and
b) R average value of the left (-) and right (+) measurements for the specific angle is higher than the
specified minimum.

When measured as specified in 5.1.1.2, according to ISO/CIE 11664-1:2019 and ISO 11664-2:2007

If two of the points lie on the spectrum locus line, they should not be connected by a straight line but
should, in this case, be joined by the boundary of the spectrum focus.

4.2 Durability of retro-reflectivity
When measured according to 5.2, the retained performance of coefficient of luminous intensity shall be
expressed as a class in line with the classification given in EN 1463-2:2021.

5 Testing, assessment and sampling methods
5.1 Night time visibility
5.1.1 Retro-reflectivity
5.1.1.1 Coefficient of luminous intensity (R)
The performance assessment of the coefficient of luminous intensity (R value) shall be carried out
according to Annex A.
5.1.1.2 Chromaticity co-ordinates (x,y)
Chromaticity co-ordinates (x,y) shall be measured according to Annex B.
5.2 Durability of retro-reflectivity
The assessment of durability of retro-reflectivity shall be carried out by measuring the coefficient of
luminous intensity (R) in accordance with EN 1463-2:2021 at an observation angle of 0,3° and an
entrance angle of ±5°.

This document (prEN 1463-1:2019) has been prepared by Technical Committee CEN/TC 226 “Road
equipment”, the secretariat of which is held by AFNOR.
This document is currently submitted to the Formal Vote.
This document will supersede EN 1463-1:2009.
This document has been prepared under a standardization given to CEN/CENELEC by the European
Commission and the European Free Trade Association, and supports basic work requirements of
Regulation (EU) Nr. 305/2011.
The main changes with respect to the previous edition are listed below:
— To adapt the structure of the standard to the new CEN rules when applying this document as a
harmonized standard under EU Regulation 305/2011. The wording and the Annex ZA have been
adapted to the CPR, following document TF N 687 rev1.
— The information from former Clause 3 “Terms and definitions” and Clause 4 ”Types of road stud”
have been integrated into Clause 3 “Terms, definitions and types”.
— The information from former Clause 5 “Performance requirements” have been restructured in the
Clause 4 “Performance characteristics and assessment methods” and clearly differentiates now
between “Essential characteristics” (i.e. those included in document: CEN/TC 226 N 1318) and
others grouped under the headline “In use characteristics”.
— Testing, assessment and sampling methods are listed in now Clause 5.
— Added Clause 6 – Assessment and verification of constancy of performance – AVCP, drafted
following document TF N 548 Rev1.
— Removed former Clause 7 ”Marking” as sufficient guidance is given in CPR and DoP.
— Drawings have been added in Clause 4 “Performance characteristics and assessment methods” to
avoid any misinterpretation.
— Added subclause 4.3 “Durability” to give a clear link to EN 1463-2.

Introduction
The development of this document has been prompted by the appearance of road studs which contain
an active element which emits light instead of, or as well as, reflecting light from headlights.
Road studs fulfil a very important function in providing guidance to drivers in conditions of darkness as
well as wet weather and poor visibility.
Retroreflective road studs are frequently used to supplement longitudinal road markings. They depend
for their brightness on the light from a vehicle's head lamps being reflected back towards the source.
Road studs may be permanent or temporary, and use a glass or plastic reflector, or a plastic reflector
with an abrasion resistant protective coating and fulfil several different photometric performance
requirements depending on the stud type. Their bodies are typically manufactured with plastic
polymers, although fully tempered solid glass (also defined as “safety glass”) are also used.
Road studs may also be depressible or non-depressible. In the former, the stud is mounted in a base unit
which is embedded into the carriageway. It is designed in such a way that a passing vehicle depresses
the stud thus wiping the reflectors clean by a “squeegee” action. Non-depressible studs with rigid
retroreflectors can be surface bonded or anchored using suitable adhesives, or embedded into the
carriageway using a base unit.

1 Scope
This document specifies the performance characteristics and laboratory test methods for
retroreflecting road studs intended for use as permanent road marking materials.
This document does not cover non-retroreflective road studs.
Temporary road studs are also covered in a specific annex: Annex E (informative).
It also covers the relevant procedures for assessment and verification of the constancy of performance.

4 Performance characteristics and assessment methods
4.1 General
For safety reasons the enveloping profile of the road studs shall not present any sharp edges in use. In
addition, regardless the material used for manufacturing the body of the stud (plastic polymers, solid
glass etc.), it shall not break down into small chunks or jagged shards by the action of the traffic.
If the road stud consists of two or more parts, each replaceable part shall be removable only with a tool
recommended by the manufacturer.
The performance of the road studs is defined by the following characteristics: dimensions; night time
visibility; daytime visibility and resiliency.

4.2.1.2 Photometric characteristics
Photometric characteristics (coefficient of luminous intensity) shall be determined in accordance with
5.1.
The coefficient of luminous intensity (R) shall be determined in accordance with 5.1 (laboratory). Each
retroreflective face of the road stud shall have a coefficient of luminous intensity (R) as designated (see
Table 4) multiplied by the appropriate colour factor given in Table 5.

A road stud shall not be considered to fail the photometric requirements if the measured coefficient of
luminous intensity at any one position of measurement is less than the values specified in Table 4
multiplied by the respective colour factor given in Table 5 provided that:
a) the value is not less than 80 % of the specified minimum;
b) the average of the left (-) and right (+) measurements for the specific angle is greater than the
specified minimum.
4.2.2 Colorimetric characteristics for the retroreflective element
The chromaticity coordinates of retroreflected radiation of a road stud shall be determined in
accordance with 5.2.
Measurements shall be carried out in accordance with ISO/CIE 11664-1:2019 and ISO 11664-2:2007
(2° visual field) and with an entrance angle β = 0°, β = 5° and an observation angle of α = 0,3°.

The retroreflected radiation of a road stud shall be classified as follows and have chromaticity
coordinates that lie within the permitted regions defined in Table 6.

NOTE If two of the points lie on the spectrum locus line, they shall not be
connected by a straight line but shall, in this case, be joined by the boundary of the
spectrum locus.

4.3 Durability
The durability of retroreflecting road studs shall be tested in a field trial in accordance with
prEN 1463-2:2019 involving 50 road studs.
The result of the test is expressed by the percentage of remaining conforming retroreflecting road
studs.
4.4 In use characteristics
4.4.1 Dimensions
The height of that part of a road stud designed to be above the road surface shall be as follows:

— class H 0 - no performance required;
— class H 1 - up to 18 mm;
— class H 2 - from more than 18 mm to 20 mm;
— class H 3 - from more than 20 mm to 25 mm.
NOTE 1 Class H 0 road studs are not intended to be subjected to traffic load.
Maximum horizontal dimensions of that part of a road stud which is exposed to traffic after
installation are classified as follows:
— class HD 0 - no performance required;
— class HD 1 - in the direction of travel: length 250 mm, width 190 mm;
— class HD 2 - in the direction of travel: length 320 mm, width 230 mm.
NOTE 2 Class HD 0 road studs are intended for use when other functional needs of the road stud are required
(e.g. to be snowploughed).
Minimum horizontal dimensions of that part of a temporary road stud which is exposed to traffic
after installation are classified as follows:
— class HDT 0 - no performance required;
— class HDT 1 - in the direction of travel: length 35 mm, width 84 mm.
— class HDT 2 - in the direction of travel: length 75 mm, width 90 mm.
4.4.2 Resilience of depressible road studs
The resilience of a depressible road stud shall be determined in accordance with 5.4.
The depressible road studs shall show no breakdown of the depressing action and no permanent
deformation of such an extent that the retroreflecting part is permanently obscured, even partially.

6 Assessment and verification of constancy of performance — AVCP
6.1 General
The compliance of retroreflecting road studs with the requirements of this document and with the
performances declared by the manufacturer in the DoP shall be demonstrated by:
— determination of the product type;
— factory production control by the manufacturer, including product assessment.
The manufacturer shall always retain the overall control and shall have the necessary means to take
responsibility for the conformity of the product with its declared performance(s).
