General Information

Abstract

REASON: Amendment 1 to ETS 300 500 due to a potential contradiction between GSM 02.01 and GSM 02.03 related to the negotiation from TS61 to TS62. Currnetly, if a TS61 call setup cannot be supported then it shall be negotiated to TS62. However, before this can be done a subscription check must be completed which, according to GSM 02.01, will fail. CONSEQUNCES OF NON-ACCEPTANCE: If this change is not accepted, then a subscription check for TS61 will cause the call to fail despite the fact that the call has a good chance of being sucessfully completed.

Overview

SIST ETS 300 500/A1 E1:2003 is an amendment to the European digital cellular telecommunications system standard (Phase 2) developed for the GSM Public Land Mobile Network (PLMN). Originating from the European Telecommunications Standards Institute (ETSI) and adopted by the Slovenski inštitut za standardizacijo (SIST), this standard addresses the core principles of telecommunications services supported by the GSM network.

This 2003 amendment, identified as Amendment 1 (A1), was introduced to resolve a contradiction between GSM specifications 02.01 and 02.03 concerning service negotiation during call setup, specifically between TS61 and TS62 telecommunication services. The update clarifies procedures for handling subscription checks when negotiating from TS61 to TS62, ensuring smoother service delivery and network interoperability.

Key Topics

  • Telecommunication Service Principles
Describes foundational principles for how services are offered and managed on GSM-based PLMNs, ensuring compatibility and reliability across networks.

  • Service Negotiation Process
Explains the protocol for negotiating alternative services (from TS61 to TS62) when initial service requests fail due to subscription restrictions. This ensures users are still successfully connected when possible.

  • Subscription Verification
Introduces improved mechanisms for handling subscription checks during call setup, reducing unnecessary call failures and enhancing user experience.

  • Alignment of GSM Specifications
Resolves former inconsistencies between GSM 02.01 and GSM 02.03, contributing to the overall integrity and consistency of GSM service management.

Applications

  • Mobile Network Operator Compliance
Ensures that operators implementing GSM PLMN services are in line with the latest pan-European service management requirements, enhancing interoperability and minimizing failed call attempts due to subscription verification issues.

  • Telecommunications Service Assurance
Network designers and engineers can leverage this standard to refine call setup procedures, reduce dropped calls, and deliver a more robust suite of mobile telecommunication services.

  • Device Manufacturer Guidance
Provides critical reference for mobile device and infrastructure manufacturers to ensure their products adhere to the required GSM service negotiation and management protocols, fostering widespread compatibility.

  • Quality of Service Optimization
By prescribing clear paths for service fallback and negotiation (e.g., from TS61 to TS62), the amendment supports continuous service, reducing user frustration and improving network reliability.

Related Standards

  • ETS 300 500 (GSM 02.01) The core standard detailing the principles of telecommunication services for GSM PLMNs, now amended by A1 to improve clarity and function.

  • GSM 02.03
Specifies the procedures for handling call setup scenarios and negotiations between different telecommunication services.

  • GSM 07.01 Encompasses technical aspects of mobile network operations relevant to service subscription and negotiation processes.

  • Other GSM Phase 2 Standards
This amendment integrates into the broader GSM standards framework, impacting related specifications and ensuring cohesive implementation across mobile networks.

Adhering to SIST ETS 300 500/A1 E1:2003 is essential for any organization or professional engaged in the operation, design, or regulation of GSM telecommunications systems, promoting standardized, efficient, and user-focused mobile network services.
