Overview
SIST ETS 300 392-10-9 E2:2003 is a Slovenian standard aligned with ETSI’s European standard ETS 300 392-10-9 Edition 2, specifically focused on the Terrestrial Trunked Radio (TETRA) system. This document specifies the Stage 1 user requirements and service description for the Supplementary Service Access Priority (SS-AP) within TETRA Voice plus Data (V+D) systems. The SS-AP is a crucial supplementary service enabling defined access priority for mobile stations during periods of radio congestion.
This standard plays a key role in organizations where prioritized access to critical communications is essential - such as public safety, utilities, and transportation - by ensuring certain users or devices can access network resources even under high load.
Key Topics
- Access Priority Level (APL): Allows multiple priority levels for uplink access requests, enabling the network to control and prioritize which users can initiate communications during congestion.
- User and Network Roles: Mobile Stations (MS), Switching and Management Infrastructure (SwMI), and authorized users interact to provision, register, and invoke SS-AP.
- Service Applicability: SS-AP is applicable to all TETRA circuit mode teleservices, bearer services, packet mode data services, Short Data Services (SDS), and supplementary service management.
- Procedures:
- Provision and Withdrawal: Managed by the service provider per TETRA subscriber number.
- Activation/Deactivation: SS-AP is permanently activated in all MSs once provided; deactivation occurs with service withdrawal.
- Definition, Registration, Interrogation: APLs can be defined or changed by authorized users (such as dispatchers). Registration processes authorize which users may interact with SS-AP. Interrogation enables users to query current APLs.
- Operation: The SwMI broadcasts current APLs. MSs compare their APLs to the broadcast level to determine if they can initiate a new access attempt.
- Exceptional Procedures: Outlines handling for unauthorized attempts or unavailable service conditions.
- Interactions with Other Services: Enumerates non-interfering relationships with other TETRA supplementary services such as call forwarding, call waiting, and more.
Applications
The practical value of SS-AP within TETRA networks includes:
- Emergency Communications: Ensures priority users such as emergency services can access the network during mass events or incidents when the air interface is congested.
- Dispatcher Operations: Enables dispatchers and command center operators to dynamically adjust user priority to accommodate operational needs.
- Resource Management: Assists network administrators in controlling load and maximizing operational efficiency by temporarily restricting lower priority users during congestion.
- Critical Infrastructure Operations: Utilities and transport providers benefit from robust communication even in challenging network environments.
Key users of this standard are public safety organizations, utilities, transportation agencies, and organizations deploying TETRA for mission-critical communications.

1 Scope
This European Telecommunication Standard (ETS) defines the stage 1 specifications of the
Supplementary Service Access Priority (SS-AP) for the Terrestrial Trunked Radio (TETRA). Stage 1 is an
overall service description from the users point of view but does not deal with the details of the human
interface itself.
This ETS specifies the service description of the supplementary service and the procedures to be
expected with successful and unsuccessful outcomes. In addition this ETS specifies the interactions with
other TETRA supplementary services and interworking considerations.
Charging principles are outside the scope of this ETS.
The SS-AP enables to define specific priorities in an MS for uplink random access messages (at the air
interface) for circuit mode or packet mode communications.
2 Normative references
This ETS incorporates, by dated or undated reference, provisions from other publications. These
normative references are cited at the appropriate places in the text and the publications are listed
hereafter. For dated references, subsequent amendments to or revisions of any of these publications
apply to this ETS only when incorporated in it by amendment or revision. For undated references the latest
edition of the publication referred to applies.

3 Definitions and abbreviations
3.1 Definitions
For the purposes of this ETS, the following definitions apply:
access control: The prevention of unauthorized use of resources, including the use of a resource in an
unauthorized manner.
access priority level: A specific PDU priority level defined for an MS by SS-AP for a given primitive
access priority (low or high, see clause 11 of ETS 300 392-2 [3]) and for a given service. The possible
services are: circuit mode services (whether invoked as individual calls or as group calls), SDS, CONS,
SCLNS and s
