SIST ETS 300 607-3 E6:2003 is the Slovenian standard for GSM Phase 2 mobile station conformance testing, published by SIST and identical to ETS 300 607-3 Edition 6. It specifies the Layer 3 (L3) Abstract Test Suite (ATS) and partial IXIT proforma for mobile stations on the GSM or DCS Phase 2 mobile radio interface, for conformance testing of implementations against the relevant Radio Resource management, Mobility Management, Call Control, Supplementary Services, and Short Message Services specifications.
What does SIST ETS 300 607-3 E6:2003 specify?
SIST ETS 300 607-3 E6:2003 specifies the test suite and supporting test information used to check GSM Phase 2 mobile stations at Layer 3. In practice, it gives a structured TTCN-based ATS plus the partial IXIT information a test lab needs to run it.
The scope says the ATS applies to mobile stations conforming to the ETSs for Radio Resource management, Mobility Management, circuit-switched Call Control, Supplementary Services, and Short Message Services. The document is organized into six main clauses and two normative annexes.
| Part | What it covers |
|---|---|
| Clause 1 | Scope of the ATS and partial IXIT proforma |
| Clause 2 | Normative references |
| Clause 3 | Definitions and abbreviations |
| Clause 4 | Test Suite Structure, naming convention, and test step structure |
| Clause 5 | Test Purposes and test case naming |
| Clause 6 | Abstract test method and test configurations |
| Annex A | Normative Layer 3 ATS, including suite overview, declarations, constraints, dynamic test cases, step library, and defaults library |
| Annex B | Normative partial IXIT proforma for lab, client, SUT, ancillary protocols, and Layer 3 protocol information |
What are the key requirements of SIST ETS 300 607-3 E6:2003?
The test suite is split into clear, selectable groups
Clause 4 defines the test suite naming convention and the test group structure. The main categories are Valid Behaviour tests (BV) and Invalid Behaviour/Inopportune Behaviour tests (BI-BO), with groups such as Initial tests, Idle mode, RR, MM, CC, Structured Procedures, Supplementary services, and Short Message Service.
This matters because a lab does not run the whole suite blindly. It selects only the groups that match the mobile station’s declared capabilities, so the ATS can be used for different product variants without rewriting the test logic.
Test Purposes are tied to conformance requirements
Clause 5 states that each conformance requirement has a Test Purpose (TP), and each TP is identified by the same name as the implemented TTCN test case. The naming convention maps section numbers from prETS 300 607-1 into test case names such as TC_NN_A_B_C_D_E.
In practice, this gives a direct trace from a failing test back to the requirement it exercises. That helps engineers diagnose defects and helps quality teams document exactly which requirement was checked.
The test method is distributed and uses both a tester and the MS MMI
Clause 6 says the ATS uses a distributed test method for L3 MS testing. The test system uses a lower tester and the Mobile Station Man-Machine Interface (MMI) as an upper tester at the System Under Test (SUT).
The test system model includes a lower tester, the L3 test programme, an L2 radio link emulator, a management functional unit, an L1 service provider, and a TRx set. That means the test setup is not just protocol software - it also needs radio emulation, channel management, and a human operator for MMI actions.
The Point of Controls and Observations is fixed at the L2 service access point
Clause 6.2 defines the Point of Controls and Observations (PCO) in the lower tester as L2 SAP 0 + 3, with two FIFO queues for send and receive events. The ATS uses L2 primitives to control the radio-link side and can address individual cells and logical channels for multicell test cases.
In practice, the lab needs an implementation that can queue and match protocol events reliably, because many test cases depend on exact message order, radio timing, and cell-specific behavior.
Management operations configure the test environment
The ATS uses test suite operations to load configuration parameters and control radio resources and channels. The management functional unit covers L2 and L1 management, channel management, and TRx management.
This is important because many cases depend on exact cell setup, timing, ciphering state, and channel allocation. A tester must be able to configure those items consistently before the MS is exercised.
Annex A contains the executable ATS and the detailed TTCN structure
Annex A provides the machine-processable ATS and the graphical TTCN representation. The suite overview names the suite as GSM_L3_MS_v4200 and shows the main test groups used in the dynamic part: General, InitialTest, IdleMode, BiBo, RR, MM, CC, StructureProc, EGSMSignalling, SS, and SM.
For a reader, this means Annex A is not just a summary - it is the actual test material, with declarations, constraints, dynamic test cases, step libraries, and defaults that are used to run the suite.
Annex B collects the data needed to run the ATS on a real implementation
Annex B is a partial IXIT proforma. It asks for identification, test laboratory details, client information, SUT information, ancillary protocols, and protocol layer information for Layer 3 of the mobile station.
That matters because the ATS depends on implementation-specific data such as supported services, MMI details, environmental conditions, and test-house parameters. Without that information, the suite cannot be selected or executed correctly.
What terms does SIST ETS 300 607-3 E6:2003 define?
- Abstract Test Suite (ATS) - the structured set of test cases and test steps used to verify conformance.
- Implementation Under Test (IUT) - the implementation being tested against the conformance requirements.
- Partial Protocol Implementation eXtra Information for Testing (IXIT) - the implementation-specific test information needed to run the ATS.
- Point of Controls and Observations (PCO) - the interface point where the tester controls and observes protocol behavior.
- Protocol Implementation Conformance Statement (ICS) - the supplier’s statement of what the implementation supports.
- System Under Test (SUT) - the complete system being tested, here the mobile station and its relevant test context.
- Test Purpose (TP) - the statement of what a test case is intended to verify.
- Test Suite Structure (TSS) - the naming and grouping scheme used to organize the ATS.
Who uses SIST ETS 300 607-3 E6:2003?
Mobile station manufacturers use SIST ETS 300 607-3 E6:2003 to verify Layer 3 behavior against the GSM Phase 2 requirements before release. Test laboratories use it to execute conformance tests with a controlled radio setup and an operator at the MMI.
Quality managers and buyers use it to check whether a device claims the right GSM services and modes. Integration and validation teams use the annexed IXIT information to configure test equipment, cell scenarios, and supported service profiles correctly.
What changed in SIST ETS 300 607-3 E6:2003 from the previous edition?
SIST ETS 300 607-3 E6:2003 corresponds to ETS 300 607-3 Edition 6 and GSM 11.10-3 version 4.20.1. The front matter lists updates and corrections to the ATS, including:
- revised definitions and loose checks for special cases and non-supported services
- fixes to timer handling and waiting periods in several test cases
- corrections to ciphering behavior, channel release behavior, and radio-rate change handling
- updates to structured rest octet definitions for several System Information messages
- corrections to paging, access grants, cell selection, and verdict labelling
- changes to specific test case preambles, selection expressions, and channel parameters
- addition of a new EFR ATS and a change in the order of ICS/IXIT parameters
Which standards are used with SIST ETS 300 607-3 E6:2003?
The ATS is based on ISO/IEC 9646-1, 9646-2, 9646-3, and 9646-5 for conformance testing concepts, ATS specification, TTCN, and laboratory/client requirements. It also uses ISO/IEC 8824 and ISO/IEC 8825 for ASN.1 notation and BER encoding, and ITU-T Recommendation Q.773 plus ETS 300 287 for TCAP formats and encoding.
The GSM companion standards named in the document provide the technical behavior that the ATS checks. These include ETS 300 557 for mobile radio interface layer 3, ETS 300 556 for layer 3 signalling general aspects, and related GSM service, MMI, radio interface, lower-layer, supplementary service, SMS, and physical-layer specifications referenced in the normative list.
What does the SIST ETS 300 607-3 E6:2003 document contain?
The document contains the ATS structure, test group naming rules, test case indexes, test step indexes, default indexes, type definitions, constraints, PDU and ASP declarations, and a large dynamic part of executable test cases. It also includes many test suite operations used to set up channels, manage ciphering, calculate timing, select frequencies, and drive radio scenarios.
Annex A supplies the TTCN test suite in machine-processable form and in graphical form. Annex B supplies the partial IXIT proforma that captures laboratory, client, SUT, and Layer 3 implementation details needed to run the suite.
The document also includes worked test-support material such as preambles for entering CC states, starting cells, multi-cell setups, and defaults for handling unexpected events. These elements support test execution, not product design, so the standard is mainly a conformance-testing tool for labs and implementation teams.

ETS 300 607-3 (GSM 11.10-3 version 4.20.1): April 1998
Foreword
This sixth edition European Telecommunication Standard (ETS) has been produced by the Special Mobile
Group (SMG) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS describes the technical characteristics and methods of test for Mobile Stations (MSs), operating
in the 900 MHz and 1 800 MHz frequency band (GSM 900 and DCS 1 800) within the digital cellular
telecommunications system.
This ETS corresponds to GSM technical specification GSM 11.10-3 version 4.20.1.
This part of the ETS (Part 3), contains Tree and Tabular Combined Notation (TTCN) for Layer 3,
signalling for MS supporting Enhanced Full Rate Speech, and cell selection conformity specifications for
which Mobile Stations, within the digital cellular telecommunications system (Phase 2), are tested for
compliance.
The graphical form ATS
The TTCN.GR representation of these ATSs are contained in annex A, annex D and annex E of this ETS.
The machine processable ATS
The electronic forms of the machine processable files (TTCN MP format) corresponding to the ATS for
1)
Layer 3 are contained in the files L3-4k1.mp (Layer 3), EF-4k1.mp (Enhanced Full Rate), and
CS-4k1.mp (Cell Selection) on the diskettes included as a part of this ETS (Part 3).
ETS 300 607 consists of three parts, which have the following ETS numbers and titles:
ETS 300 607-1 Digital cellular telecommunications system (Phase 2);
Mobile Station (MS) conformance specification;
