Overview
prEN IEC 61643-11:2023 (Fragment 2) is an international draft standard developed by CLC and IEC for surge protective devices (SPDs) connected to AC low-voltage power systems. This standard specifies requirements and test methods for SPDs, focusing especially on those designed for low-voltage (LV) AC power distribution networks. It also addresses additional and modified requirements for portable SPDs classified as pluggable equipment type A, making it highly relevant for those involved in electrical safety, quality assurance, and product compliance for household and similar applications.
Key Topics
- Requirements for AC Low-Voltage SPDs: The standard defines the necessary criteria that SPDs must meet for safe and effective operation in AC power systems. These include general functional requirements, mechanical integrity, protection modes, and proper insulation distances.
- Test Methods: Detailed procedures are outlined for the evaluation of surge protective devices, including electrical, thermal, and dielectric testing. Tests cover performance under normal conditions, fault scenarios, and overvoltages.
- Portable and Pluggable SPDs: Special attention is given to pluggable equipment type A SPDs-devices intended for household and similar uses, connected via standard plugs or appliance couplers. These must comply with additional internal disconnector requirements, dedicated overstress tests, and behavior under temporary overvoltages (TOVs).
- Expanded Safety Criteria:
- Requirements for internal disconnectors (no external devices needed)
- Voltage limiting component ratings and proper protection modes (L-L, L-PE, etc.)
- Modified short-circuit current test and additional overstress criteria, incorporating potential scenarios in residential networks
- Compliance with clearance and creepage distances based on overvoltage category II and specified pollution degree
- Integration with Other Standards: The standard is to be applied in conjunction with IEC 61643-01 (common requirements) and references IEC 62368-1 for safety of audio/video and ICT equipment.
Applications
This standard is essential for:
- Manufacturers of Surge Protective Devices: Ensuring that SPDs meet harmonized European and international safety and performance benchmarks is critical for market access.
- Testing and Certification Bodies: Laboratories and agencies can use the prescribed test protocols to assess conformity of SPDs, especially portable types used in residential settings.
- Electrical Engineers and Installers: Understanding the requirements and limits imposed on household SPDs, including necessary protection for different application modes, enhances electrical safety in consumer installations.
- Product Development for Portable SPDs: Guidance on the design, internal components, and robustness of plug-in surge protectors used in homes, ensuring compliance with additional safety and reliability standards.
- Household and Small Office Systems: Selection and application of surge protectors that meet international standards is facilitated, improving safety and network continuity.
Related Standards
- IEC 61643-01: Common requirements for all surge protective devices
- IEC 60364 Series: Low-voltage electrical installations (referenced for TOV test conditions)
- IEC 62368-1: Safety requirements for audio/video, information and communication technology equipment (critical for pluggable type A SPDs)
- Other related standards in the field of overcurrent protection, substation equipment, and electrical safety
prEN IEC 61643-11:2023 is a vital reference for all stakeholders involved in the development, testing, and application of surge protective devices for AC low-voltage systems. It ensures products align with evolving technological advances in internal disconnectors and addresses the expanded use of portable SPDs in modern, interconnected environments. Adhering to this standard not only supports product quality and compliance but also promotes greater protection of electrical systems and end users.

31 FOREWORD
32 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
33 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
34 international co-operation on all questions concerning standardization in the electrical and electronic fields. To
35 this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
36 Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
37 Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
38 in the subject dealt with may participate in this preparatory work. International, governmental and non -
39 governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
40 with the International Organization for Standardization (ISO) in accordance with conditions determined by
41 agreement between the two organizations.
42 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
43 consensus of opinion on the relevant subjects since each technical committee has representation from all
44 interested IEC National Committees.
45 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
46 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
47 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
48 misinterpretation by any end user.
49 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
50 transparently to the maximum extent possible in their national and regional publications. Any divergence
51 between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
52 the latter.
53 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
54 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
55 services carried out by independent certification bodies.
56 6) All users should ensure that they have the latest edition of this publication.
57 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
58 members of its technical committees and IEC National Committees for any personal injury, property damage or
59 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
60 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
61 Publications.
62 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
63 indispensable for the correct application of this publication.
64 9) Attention is drawn to the possibility that some of the elements of this IEC Publication may be the subject of
65 patent rights. IEC shall not be held responsible for identifying any or all such patent rights.
66 International Standard IEC 61643-11 has been prepared by subcommittee 37A: Low-voltage
67 surge protective devices, of IEC technical committee 37:Surge arresters.
68 This second edition cancels and replaces the first edition published in 2011-03-09, whereby
69 the common requirements for all SPDs are now contained in IEC 61643-01, and this second
70 edition only contains the specific requirements for SPDs for AC applications . This edition
71 constitutes a technical revision.
72 This edition includes the following significant technical changes with respect to the previous
73 edition:
74 a) Clarification on test application either to a complete SPD, to a “mode of protection”, or to
75 a complete “SPD assembly”
