SIST EN 300 207-1 V2.0.1:2003 is the Slovenian adoption of ETSI EN 300 207-1 Version 2.0.1 for Integrated Services Digital Network (ISDN) diversion supplementary services. It specifies the Digital Subscriber Signalling System No. one (DSS1) protocol for Call Forwarding Unconditional (CFU), Call Forwarding Busy (CFB), Call Forwarding No Reply (CFNR), Selective Call Forwarding Unconditional (SCFU), Selective Call Forwarding Busy (SCFB), Selective Call Forwarding No Reply (SCFNR), and Call Deflection (CD). Engineers, network operators and test teams use it to define how these services are activated, cleared, interrogated and signalled on public ISDN access.

What does SIST EN 300 207-1 V2.0.1:2003 specify?

SIST EN 300 207-1 V2.0.1:2003 specifies stage 3 signalling for diversion supplementary services at the T reference point, or at the coincident S and T reference point, using DSS1. It also covers the protocol requirements when the service is offered to the user through an intermediate private ISDN.

The document is organized as follows:

  • Clause 1 Scope
  • Clause 2 References
  • Clause 3 Definitions
  • Clause 4 Abbreviations
  • Clause 5 Description
  • Clause 6 Operational requirements
  • Clause 7 Coding requirements
  • Clause 8 State definitions
  • Clause 9 Signalling procedures
  • Clause 10 Interworking with private ISDNs
  • Clause 11 Interactions with other networks
  • Clause 12 Interaction with other supplementary services
  • Clause 13 Parameter values (timers)
  • Clause 14 Dynamic description (SDL diagrams)
  • Annex A, informative, change history

What are the key requirements of SIST EN 300 207-1 V2.0.1:2003?

Clause 5 describes what each service does in practice. CFU forwards all calls to a chosen ISDN number, CFB forwards calls when the served user is busy, CFNR forwards calls when the connection is not established in time, SCF forwards according to screening lists and calling line identity, and CD lets the served user deflect an offered call before the connection is established. For a buyer or implementer, this tells you which call-handling behaviors the network and terminal must support.

Clause 6 sets the operational model. The services may be provided per ISDN number, for a DDI range, or for the whole access, and call forwarding may be subscribed per basic service or for several basic services together. Table 1 summarizes subscription options that affect signalling, such as whether the served user and calling user receive notifications and whether the diverting number is released to the diverted-to user. Table 2 summarizes network provider options such as the number of diversions allowed, timer behavior, partial rerouteing at the T reference point, and the number of active screening lists.

Clause 9 defines how a served user activates, deactivates and interrogates services. For CFU, CFB and CFNR the served user uses ActivationDiversion, DeactivationDiversion and InterrogationDiversion invoke components; for SCF the corresponding SCF operations are used, including screening-list selection and interrogation. In practice, this is where implementers decide how to encode requests for one number, all numbers, one basic service or all services.

Clause 9 also defines the information sent during call handling. The calling network can send a Notification indicator with “call is diverting”, and it may include a Redirection number information element to show the number toward which the call is being diverted. The diverted-to user receives a Redirecting number information element that identifies the number from which diversion was invoked. This is important for presentation, display, logging and interworking.

Clause 9 further defines the served user notifications for CFU, CFB, CFNR and SCF, including the DiversionInformation element. It carries the diversion reason, basic service, calling address, original called number, last diverting number and user information where applicable. That means terminals and exchanges need to preserve and present the forwarding trail correctly.

Clause 9.1.5 gives the SCF screening-list procedures. A screening list contains calling line identification conditions, and the network can return either all lists or only those currently in use, with priority shown by the order of the returned data. For operations staff, this is the part that matters when maintaining forwarding rules.

Clause 10 covers interworking with private ISDNs, including partial rerouteing and DDI-range based diversion enhancements. This is the part to check when the service crosses between public and private ISDN domains.

What terms does SIST EN 300 207-1 V2.0.1:2003 define?

  • Served user - the user who activates, deactivates or interrogates CFU, CFB, CFNR, SCF or invokes CD.
  • Diverted-to user - the user to whom the call is forwarded or deflected.
  • Diversion profile - the set of subscription and activation data used to decide whether an incoming call is diverted.
  • Screening list - a list of conditions that determines whether a call is forwarded or not forwarded in SCF.
  • Network Determined User Busy (NDUB) - the case where the network determines that the served user is busy.
  • User Determined User Busy (UDUB) - the case where the network offers the call and no compatible terminal accepts it, while one or more compatible terminals respond busy.
  • Call control message - a DSS1 message whose send or receipt changes the call state in the network or at the user side.

Who uses SIST EN 300 207-1 V2.0.1:2003?

Public ISDN operators use it to implement diversion services on user-network interfaces. Equipment manufacturers use it to design exchanges, terminals and signalling stacks that handle forwarding, deflection, notifications and interworking correctly.

Test laboratories and quality teams use it together with the companion test parts of the EN to build conformance tests and check protocol behavior. Service planners and integrators use it when defining subscription options, screening lists, DDI-range forwarding and private-ISDN interworking.

What changed in SIST EN 300 207-1 V2.0.1:2003 from the previous edition?

Annex A records the change history from ETS 300 207-1 (1994) to EN 300 207-1 (1998), and the later changes from EN 300 207-1 (1998).

Which standards are used with SIST EN 300 207-1 V2.0.1:2003?

  • EN 300 196-1 - provides the generic functional protocol for supplementary services, including invoke, return result, return error, reject and Facility information element handling.
  • EN 300 403-1 - provides DSS1 basic call control procedures, call states and messages used at the coincident S and T reference point.
  • EN 300 195-1 - provides supplementary service interaction rules, used when one service blocks or modifies another.
  • EN 300 286-1 - provides the DSS1 protocol for User-to-User Signalling (UUS), which is referenced for embedded user information.
  • EN 301 133 - provides the service description for Selective Call Forwarding (SCF).
  • ETS 300 199, ETS 300 200, ETS 300 201, ETS 300 202 - provide the service descriptions for CFB, CFU, CFNR and CD.
  • ETS 300 203, ETS 300 204, ETS 300 205, ETS 300 206 - provide the stage 2 functional capabilities and information flows for CFB, CFU, CFNR and CD.
  • ES 201 481 and ETS 300 062 - provide DDI-range diversion enhancements and the Direct Dialling In (DDI) service description.

What does the SIST EN 300 207-1 V2.0.1:2003 document contain?

The document contains ASN.1 definitions for the diversion and SCF operations, their errors, and the values used in Facility information elements. It specifies the coding of the Notification indicator, Redirecting number and Redirection number information elements, including the diversion reason code points.

It also contains detailed signalling procedures for activation, deactivation, interrogation, notification, reminder notification, private-ISDN interworking and interactions with other networks. Clause 8 defines the user and network states, and Clause 14 provides SDL diagrams for dynamic behavior.
