SIST EN 300 468 V1.9.1:2009
(Main)Digital Video Broadcasting (DVB) - Specification for Service Information (SI) in DVB systems
- Abstract
The present document specifies the Service Information (SI) data which forms a part of DVB bitstreams, in order that the user can be provided with information to assist in selection of services and/or events within the bitstream, and so that the Integrated Receiver Decoder (IRD) can automatically configure itself for the selected service. SI data for automatic configuration is mostly specified within ISO/IEC 13818-1 [18] as Program Specific Information (PSI). The present document specifies additional data which complements the PSI by providing data to aid automatic tuning of IRDs, and additional information intended for display to the user. The manner of presentation of the information is not specified in the present document, and IRD manufacturers have freedom to choose appropriate presentation methods. It is expected that Electronic Programme Guides (EPGs) will be a feature of Digital TV transmissions. The definition of an EPG is outside the scope of the present document (i.e. the SI specification), but the data contained within the SI specified in the present document may be used as the basis for an EPG. Rules of operation for the implementation of the present document are specified in TR 101 211 [i.2].

ETSI EN 300 468 V1.9.1 (2009-03) - Digital Video Broadcasting (DVB); Specification for Service Information (SI) in DVB systems
SIST EN 300 468 V1.9.1:2009 is the Slovenian adoption of ETSI EN 300 468 Version 1.9.1 for Digital Video Broadcasting (DVB) Service Information (SI) in DVB systems. It specifies the SI data carried in DVB bitstreams so a receiver can help users select services and events and can configure itself automatically for the selected service. Broadcasters, receiver makers and network engineers use it to signal service names, tuning data, event listings, time, subtitles and related metadata.
What does SIST EN 300 468 V1.9.1:2009 specify?
SIST EN 300 468 V1.9.1:2009 specifies the Service Information (SI) data that complements the Program Specific Information (PSI) already defined in ISO/IEC 13818-1. The SI supports automatic tuning and adds user-oriented information, while the way that information is presented on screen is left to the IRD manufacturer.
The standard also notes that an Electronic Programme Guide (EPG) may use SI data as its basis, but the definition of an EPG itself is outside the scope of the document. Rules of operation for implementation are given in TR 101 211.
The document is organized into clauses for the SI description, SI tables, descriptors, and Storage Media Interoperability (SMI) measures, followed by annexes that define text coding, CRC handling, time conversion, and several audio and content-related descriptor families.
| Annex | What it covers |
|---|---|
| Annex A | Coding of text characters, including control codes and character table selection |
| Annex B | CRC decoder model used for SI sections |
| Annex C | Conversion between Modified Julian Date (MJD), UTC and local time |
| Annex D | AC-3 and Enhanced AC-3 descriptor syntax and semantics |
| Annex E | Usage of the scrambling_descriptor |
| Annex G | DTS Audio descriptor syntax and semantics |
| Annex H | Service information implementation of HE-AAC coded audio in DVB systems |
| Annex I | Assignment of service_type values |
What are the key requirements of SIST EN 300 468 V1.9.1:2009?
The main requirement of SIST EN 300 468 V1.9.1:2009 is that DVB SI shall be carried as structured tables and descriptors inside DVB transport streams so receivers can identify services, events, delivery parameters and presentation metadata. In practice, this means the broadcaster or platform operator must populate the right tables and descriptors, and the receiver must be able to decode them consistently.
SI tables and what they are for
Clause 5 defines the SI table mechanism and the table set. The tables are transmitted in sections using the private section syntax from ISO/IEC 13818-1, so implementers have to handle section packing, PID use, repetition and random access correctly.
The core tables provide different kinds of operational information:
- NIT identifies the delivery network and the transport streams in it.
- BAT describes bouquets and the services grouped in them.
- SDT identifies services and carries service-level signalling such as running status, free_CA_mode, and EIT presence flags.
- EIT carries event names, start times, durations, running status and related descriptors.
- TDT and TOT carry current UTC time, with TOT also supporting local time offset information.
- RST signals running status changes for events.
- ST, DIT and SIT support stuffing, discontinuity handling and selection in special cases.
For a reader, this means the standard is not only about “what a channel is called” but also about how a receiver finds it, knows whether it is running, and can show now-and-next or schedule information.
Section syntax and timing rules
Clause 5.1 defines the section mechanism, and the individual table clauses set limits on section size and field meaning. Some tables use the shorter section_length limit of 1 021 bytes, while others allow up to 4 093 bytes, so encoders and multiplexers must size their data accordingly.
TDT and TOT use UTC time coded with MJD and BCD, and Annex C explains how to convert between UTC and local time. That matters for local scheduling, electronic programme guides and any receiver feature that needs the local clock to be correct.
Delivery, service and event descriptors
Clause 6 defines the descriptors used inside the SI tables. These descriptors carry the practical information that makes tuning and display possible: delivery system parameters, multilingual names, content classification, ratings, subtitles, teletext, access control and service movement.
Important descriptor groups include:
- Delivery system descriptors for cable, satellite, S2 satellite and terrestrial systems, plus the frequency list descriptor. These tell a receiver how to tune.
- Name and language descriptors such as network name, service name, bouquet name, multilingual variants and component descriptions. These make service listings readable in the right language.
- Content and event descriptors such as short event, extended event, content, parental rating, time shifted event and time shifted service. These support programme guides and parental control.
- Access and signalling descriptors such as scrambling descriptor, CA identifier descriptor, linkage descriptor, service move descriptor and FTA content management descriptor. These tell a receiver or platform how the service is protected, related or redistributed.
- Subtitle, teletext and VBI descriptors for text and auxiliary services.
For implementation, this means the standard is the signalling layer that links transport-stream packets to user-visible service lists and to receiver behaviour.
Storage Media Interoperability
Clause 7 adds Storage Media Interoperability (SMI) measures for incomplete or discontinuous transport streams, which is important for stored or time-shifted content. It defines the Discontinuity Information Table (DIT), the Selection Information Table (SIT) and the Partial Transport Stream descriptor.
In practice, these tools help a device understand that the stream may have gaps, transitions or a subset of the original transmission, so playback and trick modes can be handled more safely.
Character coding and CRC handling
Annex A defines how text is coded, including the default Latin alphabet table and the other selectable character tables. Annex B defines the CRC decoder model used to protect SI sections. Together, they tell implementers how to encode readable text and how to verify section integrity.
What terms does SIST EN 300 468 V1.9.1:2009 define?
- Service Information (SI) - The DVB signalling that helps a receiver identify services and events, tune correctly and present useful service data.
- Program Specific Information (PSI) - The MPEG-2 Transport Stream service information defined in ISO/IEC 13818-1 that SI complements.
- Integrated Receiver Decoder (IRD) - The receiver that can automatically configure itself for the selected service.
- Transport Stream (TS) - A stream of digital data carrying one or more services within a single physical channel.
- Event Information Table (EIT) - The table that carries event schedule and present/following information such as time, duration and running status.
- Service Description Table (SDT) - The table that identifies services in a transport stream and carries service-level signalling.
- Storage Media Interoperability (SMI) - The part of the standard that addresses partial or discontinuous transport streams from storage media.
- Electronic Programme Guide (EPG) - A programme listing system that can use SI data as a basis, while its own definition is outside this document.
Who uses SIST EN 300 468 V1.9.1:2009?
Broadcasters and multiplex operators use SIST EN 300 468 V1.9.1:2009 to signal which services are present, how they are named, what time they start and what delivery parameters apply. That is the data a platform needs to build service lists, channel guides and regional variants.
IRD, set-top box, TV and middleware manufacturers use it to decode SI, build channel lists, display programme metadata and tune to the correct delivery system. It also matters to implementers of subtitles, teletext, parental control, access control and service relocation.
Quality managers, buyers and test engineers use it to check DVB compatibility, service discovery behaviour, and the correctness of service, event and time signalling across broadcast and storage-based use cases.
Which standards are used with SIST EN 300 468 V1.9.1:2009?
- ISO/IEC 13818-1 - Provides the PSI structure, private section syntax and transport-stream section mechanisms that SI builds on.
- TR 101 211 - Gives implementation rules for SI, including operational guidance such as repetition behaviour.
- TR 101 162 - Provides value allocations for identifiers such as network_id, bouquet_id, CA system and private data values.
- EN 301 192 - Defines Time Slicing and MPE-FEC, which are referenced by the terrestrial delivery signalling.
- EN 301 775 - Defines the carriage of Vertical Blanking Information (VBI) data, used by the VBI descriptors.
- EN 301 790 - Defines the interaction channel for satellite distribution systems, referenced by service types and descriptors.
- EN 302 307 - Defines DVB-S2 framing, channel coding and modulation, used by the S2 satellite delivery system descriptor.
- TS 101 154 - Defines video and audio coding usage in MPEG-2 Transport Streams and is referenced by several audio, ancillary and broadcasting descriptors.
- ISO 3166, ISO 639-2 and ISO/IEC 8859-1 - Provide the country, language and character coding used in many descriptors.
- EN 300 231, EN 300 401, EN 301 210, EN 201 812, TS/TR 102 825 and EN 300 172 - Support the PDC, DAB ancillary data, DSNG, image icon, content protection and related descriptor families.
What does the SIST EN 300 468 V1.9.1:2009 document contain?
The document contains syntax tables, field definitions and semantics for SI tables and descriptors, so implementers can encode and decode DVB metadata consistently. It includes table layouts for network, bouquet, service, event, time, running status, stuffing and storage-media signalling, together with the allowed field values and their operational meaning.
It also contains descriptor syntax for delivery systems, language and name signalling, content classification, parental rating, subtitles, teletext, access control, linkage and time-shifted services. Annexes add the text character tables, CRC model, UTC and local-time conversion rules, and the specialized audio and content descriptors for AC-3, Enhanced AC-3, DTS and HE-AAC.
For testing and certification, the most useful parts are the section syntax, descriptor mappings, service_type assignments, delivery-system parameters and the rules for time and text coding. For system design, the same parts show how to carry service metadata from the multiplex into receiver menus, guides and control logic.

3 Definitions and abbreviations
3.1 Definitions
For the purposes of the present document, the following terms and definitions apply:
AC-3: refers to the coding of audio using the Dolby AC-3 method
NOTE: The Service Information requirements for AC-3 streams carried in DVB systems are described in
annex D. The carriage of AC-3 elementary streams as private data within MPEG systems is described in
annex C of TS 101 154 [9].
bouquet: collection of services marketed as a single entity
broadcaster (SERVICE Provider): organization which assembles a sequence of events or programmes to be delivered
to the viewer based upon a schedule
cell: geographical area that is covered with DVB-T signals delivering one or more particular transport streams
throughout the area by means of one or more transmitters
NOTE: The cell may in addition contain repeaters. Two neighbouring cells may be intersecting or fully
overlapping. The cell_id that is used to uniquely identify a cell is unique within each original_network_id.
For hand-over purposes it is more convenient if the transport streams associated with the cell cover
exactly the same area, or only one transport stream per cell is used.
component (ELEMENTARY Stream): one or more entities which together make up an event
EXAMPLE: Video, audio, teletext.
Conditional Access (CA) system: system to control subscriber access to services, programmes and events
EXAMPLE: Videoguard, Eurocrypt.
delivery system: physical medium by which one or more multiplexes are transmitted
EXAMPLE: Satellite system, wide-band coaxial cable, fibre optics, terrestrial channel of one emitting point.
Entitlement Management Messages (EMM): private Conditional Access information which specify the authorization
levels or the services of specific decoders
NOTE: They may be addressed to individual decoder or groups of decoders.
ETSI
11 Final draft ETSI EN 300 468 V1.9.1 (2008-11)
event: grouping of elementary broadcast data streams with a defined start and end time belonging to a common service
EXAMPLE: First half of a football match, News Flash, first part of an entertainment show.
forbidden: when used in the clauses defining the coded bit stream, indicates that the value shall never be used
MPEG-2: See ISO/IEC 13818.
NOTE: Systems coding is defined in part 1 [18]. Video coding is defined in part 2 [19]. Audio coding is defined
in part 3 [20].
multiplex: stream of all the digital data carrying one or more services within a single physical channel
network: collection of MPEG-2 Transport Stream (TS) multiplexes transmitted on a single delivery system
EXAMPLE: All digital channels on a specific cable system.
n PSK: n-valued Phase Shift Keying (other than quaternary)
original_network_id: unique identifier of a network
programme: concatenation of one or more events under the control of a broadcaster e.g. news show, entertainment
show
repeater: equipment which receives and re-transmits a DVB-T signal
NOTE: It can not change the TPS bits and thus the cell_id.
reserved: when used in the clause defining the coded bit stream, indicates that the value may be used in the future for
ISO defined extensions
NOTE: Unless otherwise specified within the present document all "reserved" bits is set to "1".
reserved_future_use: when used in the clause defining the coded bit stream, indicates that the value may be used in the
future for ETSI defined extensions
NOTE: Unless otherwise specified within the present document all "reserved_future_use" bits is set to "1".
section: syntactic structure used for mapping all service information defined in EN 300 468 into ISO/IEC 13818-1 [18]
TS packets
service: sequence of programmes under the control of a broadcaster which can be broadcast as part of a schedule
service_id: unique identifier of a service within a TS
Service Information (SI): digital data describing the delivery system, content and scheduling/timing of broadcast data
streams, etc.
NOTE: It includes MPEG-2 PSI together with independently defined extensions.
subcell: geographical area that is part of the cells coverage area and that is covered with DVB-T signals by means of a
transposer
NOTE: In conjunction with the cell_id the cell_id_extension is used to uniquely identify a subcell.
ETSI
12 Final draft ETSI EN 300 468 V1.9.1 (2008-11)
sub_table: collection of sections with the same value of table_id and:
for a NIT: the same table_id_extension (network_id) and version_number;
for a BAT: the same table_id_extension (bouquet_id) and version_number;
for a SDT: the same table_id_extension (transport_stream_id), the same original_network_id and
version_number;
for a EIT: the same table_id_extension (service_id), the same transport_stream_id, the same original_network_id
and version_number.
NOTE: The table_id_extension field is equivalent to the fourth and fifth byte of a section when the
section_syntax_indicator is set to a value of "1".
table: comprised of a number of sub_tables with the same value of table_id
transmitter: equipment, that allows to modulate a baseband transport stream and to broadcast it on one frequency
Transport Stream (TS): data structure defined in ISO/IEC 13818-1 [18]
NOTE: It is the basis of the DVB standards.
transport_stream_id: unique identifier of a TS within an original network
Transposer: type of repeater which receives a DVB-T signal and re-transmits it on a different frequency
The relationships of some of these definitions are illustrated in the service delivery model in figure 1.

4 Service Information (SI) description
ISO/IEC 13818-1 [18] specifies SI which is referred to as PSI. The PSI data provides information to enable automatic
configuration of the receiver to demultiplex and decode the various streams of programs within the multiplex.
The PSI data is structured as four types of table. The tables are transmitted in sections.
1) Program Association Table (PAT):
- for each service in the multiplex, the PAT indicates the location (the Packet Identifier (PID) values of the

Foreword
This European Standard (Telecommunications series) has been produced by Joint Technical Committee (JTC)
Broadcast of the European Broadcasting Union (EBU), Comité Européen de Normalisation ELECtrotechnique
(CENELEC) and the European Telecommunications Standards Institute (ETSI).
NOTE: The EBU/ETSI JTC Broadcast was established in 1990 to co-ordinate the drafting of standards in the
specific field of broadcasting and related fields. Since 1995 the JTC Broadcast became a tripartite body
by including in the Memorandum of Understanding also CENELEC, which is responsible for the
standardization of radio and television receivers. The EBU is a professional association of broadcasting
organizations whose work includes the co-ordination of its members' activities in the technical, legal,
programme-making and programme-exchange domains. The EBU has active members in about
60 countries in the European broadcasting area; its headquarters is in Geneva.

The present document specifies the Service Information (SI) data which forms a part of DVB bitstreams, in order that
the user can be provided with information to assist in selection of services and/or events within the bitstream, and so
that the Integrated Receiver Decoder (IRD) can automatically configure itself for the selected service. SI data for
automatic configuration is mostly specified within ISO/IEC 13818-1 [18] as Program Specific Information (PSI).
The present document specifies additional data which complements the PSI by providing data to aid automatic tuning of
IRDs, and additional information intended for display to the user. The manner of presentation of the information is not
specified in the present document, and IRD manufacturers have freedom to choose appropriate presentation methods.
It is expected that Electronic Programme Guides (EPGs) will be a feature of Digital TV transmissions.
The definition of an EPG is outside the scope of the present document (i.e. the SI specification), but the data contained
within the SI specified in the present document may be used as the basis for an EPG.
Rules of operation for the implementation of the present document are specified in TR 101 211 [i.2].

ETSI
11 ETSI EN 300 468 V1.9.1 (2009-03)

show
repeater: equipment which receives and re-transmits a DVB-T signal
ETSI
12 ETSI EN 300 468 V1.9.1 (2009-03)
sub_table: collection of sections with the same value of table_id and:
for a NIT: the same table_id_extension (network_id) and version_number;
for a BAT: the same table_id_extension (bouquet_id) and version_number;
for a SDT: the same table_id_extension (transport_stream_id), the same original_network_id and
version_number;
for a EIT: the same table_id_extension (service_id), the same transport_stream_id, the same original_network_id
and version_number.

- for each service in the multiplex, the PAT indicates the location (the Packet Identifier (PID) values of the
Transport Stream (TS) packets) of the corresponding Program Map Table (PMT). It also gives the
location of the Network Information Table (NIT).
2) Conditional Access Table (CAT):
- the CAT provides information on the CA systems used in the multiplex; the information is private (not
defined within the present document) and dependent on the CA system, but includes the location of the
EMM stream, when applicable.
3) Program Map Table (PMT):
- the PMT identifies and indicates the locations of the streams that make up ea

1 Scope

ETSI
11 ETSI EN 300 468 V1.9.1 (2009-03)
event: grouping of elementary broadcast data streams with a defined start and end time belonging to a common service
ETSI
12 ETSI EN 300 468 V1.9.1 (2009-03)
sub_table: collection of sections with the same value of table_id and:
for a NIT: the same table_id_extension (network_id) and version_number;
for a BAT: the same table_id_extension (bouquet_id) and version_number;
for a SDT: the same table_id_extension (transport_stream_id), the same original_network_id and
version_number;
for a EIT: the same table_id_extension (service_id), the same transport_stream_id, the same original_network_id
and version_number.
