Overview
SIST EN 14308:2016/oprA1:2019 is a key European standard specifying factory-made rigid polyurethane foam (PUR) and polyisocyanurate foam (PIR) products used for thermal insulation in building equipment and industrial installations. This amendment ensures the standard’s compliance with the Construction Products Regulation (CPR) 305/2011, outlining updated normative references, fire reaction classes, and factory production control requirements. It harmonizes product specifications and performance assessment procedures, facilitating CE marking and Declaration of Performance (DoP) for manufacturers across Europe.
Key Topics
Scope Update: The amendment refines the scope to focus on the characteristics necessary for regulatory compliance rather than just product requirements. It explicitly supports assessment and verification of constancy of performance (AVCP).
Normative References: Incorporates the latest references, notably EN 16516 for assessing release of dangerous substances into indoor air, enhancing product safety evaluations.
Fire Safety Classification: Introduces the reaction to fire classes “A1”, “A2” and “F” in Annex A, providing clear guidelines for fire performance testing and classification of PUR and PIR insulation products.
Factory Production Control (FPC): Strengthens provisions related to factory quality assurance processes, including initial inspections, continuous surveillance, and Type Testing according to EN 13172 and EN ISO 13787.
Testing and Assessment: Updates thermal conductivity measurement procedures, removes outdated tests like continuous glowing combustion, and revises test frequencies for dangerous substances and fire-related properties.
Annex ZA: Adds a new informative annex detailing how the standard links with Regulation (EU) No. 305/2011, guiding manufacturers in CE marking and DoP issuance.
Applications
Building Equipment Insulation: EN 14308 applies to thermal insulation products used in heating, ventilation, air conditioning (HVAC) systems, plumbing, and refrigeration equipment within commercial, residential, and industrial buildings.
Industrial Installations: Provides specifications for insulating piping, ducts, tanks, and vessels in industrial plants to improve energy efficiency and process safety by minimizing heat loss or gain.
Regulatory Compliance: Enables manufacturers to align product design and quality processes with mandatory EU legislation, facilitating cross-border market access and ensuring reliable product performance.
Fire Safety Planning: Assists architects, engineers, and safety planners in selecting insulation materials with appropriate fire reaction ratings that comply with local fire safety regulations.
Product Certification: Supports testing laboratories and certification bodies in verifying insulation product conformity through specified test methods and performance criteria.
Related Standards
EN 16516: Construction products assessment focusing on the release of dangerous substances into indoor air-critical for health and environmental compliance.
EN 13165: Relevant for rigid PUR and PIR foam insulation products; can be used complementarily for type testing and DoP.
EN 13172: Framework for assessment and verification of constancy of performance (AVCP) for construction products, ensuring product consistency and quality control.
EN ISO 13787: Thermal insulation measuring standard covering thermal conductivity curves and temperature performance, fundamental for evaluating insulation efficiency.
Euroclass System (Decision 2000/147/EC): Defines fire reaction classifications referenced for product fire safety categorization under this standard.
By adopting SIST EN 14308:2016/oprA1:2019, manufacturers, builders, and industrial operators gain a clear standard for specifying, producing, and verifying rigid polyurethane and polyisocyanurate foam insulation products that meet stringent European performance and safety criteria. This facilitates safer, more energy-efficient building systems and industrial installation designs in line with EU regulatory frameworks.

7.1 General
In accordance with EN 13172 , the compliance of the for factory made rigid polyurethane foam (PUR)
products and polyisocyanurate foam (PIR) products with the requirements of this standard and with
the performances declared by the manufacturer in the DoP shall be demonstrated by:
— Determination of the product type (Type testing);
— Factory Production Control (FPC) by the manufacturer, including product assessment;
— Initial inspection of manufacturing plant and of Factory Production Control (FPC);
— Continuing surveillance, assessment and evaluation of Factory Production Control (FPC).
The manufacturer shall always retain the overall control and shall have the necessary means to take
responsibility for the conformity of the product with its declared performance(s).
If a manufacturer decides to group his products, it shall be done in accordance with EN 13172.
7.2 Type testing
All performances related to characteristics included in this standard shall be determined when the
manufacturer intends to declare the respective performances unless the standard gives provisions for
declaring them without performing tests (e.g. use of previously existing data, CWFT and conventionally
accepted performance).
Type testing for the thermal conductivity curve shall be carried out in accordance with EN ISO 13787.
For Type testing only one test result is required for the thermal conductivity curve and the maximum
and minimum service temperature.
For the relevant characteristics, type testing on products corresponding also to EN 13165 may be used
for the purpose of type testing and Declaration of Performance (DoP) according to this standard.".
Add the following paragraph as first paragraph to subclause 7.3, "Factory Production Control (FPC)".
"The manufacturer shall establish, document and maintain an FPC system to ensure that the products
placed on the market comply with the declared performance
