ISO 9707:2008 gives guidance on the keeping of national statistics to provide standardized information on various aspects of the production and distribution of printed, electronic and micro-publications (essentially books, newspapers and periodicals). In addition, ISO 9707:2008 provides recommendations on subject classification.
ISO 9707:2008 is not applicable to the following types of publications:
publications issued for advertising purposes, where the literary or scientific text is subsidiary and the publications are distributed free of charge, including
trade catalogues, prospectuses and other types of commercial, industrial and tourist advertising, and
publications advertising products or services supplied by the publisher, even though they might describe activities or technical progress in some branch of industry or commerce;
publications considered to be of a transitory character; typical examples are
timetables, price-lists, telephone directories,
programmes of entertainments, exhibitions, fairs,
company regulations, reports and directives and circulars,
calendars, and
electronic texts under development;
publications in which the text is not the most important part, including
printed music documents where the music is more important than the words, and
maps and charts (with the exception of atlases), e.g. astronomical charts, hydrographical and geographical maps, wall maps, road maps, geological surveys in map form and topographical plans.

L'ISO 9707:2008 donne des directives à la tenue de statistiques nationales afin de fournir des informations normalisées sur divers aspects de la production et de la diffusion, dans un pays donné, de publications imprimées, électroniques et de microformes (principalement les livres, les journaux et les périodiques). De plus, l'ISO 9707:2008 fournit des recommandations relatives à la classification par sujets.

Ta mednarodni standard podaja smernice za shranjevanje nacionalne statistike z namenom zagotoviti standardizirane informacije o različnih vidikih proizvodnje in distribucije tiskanih, elektronskih ali mikro publikacij (v glavnem knjig, časopisov in periodike). Poleg tega ta mednarodni standard podaja pripooročila o predmetni klasifikaciji (glej Dodatek A). Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an

to take account of the developments in electronic publishing.

Introduction
This International Standard aims at giving guidance to the international publishing community on the keeping
of publishing statistics. Its first edition was largely based on the UNESCO Revised recommendations
concerning the international standardization of statistics on the production and distribution of books,

newspapers and periodicals and compiled with the close cooperation of UNESCO. These
recommendations, adopted by the UNESCO General Conference at its twenty-third session in Sofia on
1 November 1985, are currently under revision and will need to be considered in future revisions of this
International Standard.
This revision primarily focuses on integrating the economic and technological changes in the media sector,
and especially in the publishing industry. The scope of this International Standard has been enlarged to cover
statistics on the production of electronic publications. This revision does not provide methods to collect
statistical data on the distribution of electronic media nor the emerging field of print on demand; it is intended
that these sections in particular be addressed in the next revision.
There is a need for statistics produced by different countries to be directly comparable. Statistical data in the
publishing sector, being generally collected by different institutions such as publishers’ associations, statistical
offices and national libraries, indicate a particular need for joint reporting procedures. This International
Standard continues to harmonize the definitions and procedures of data collection with other International
Standards (see the Bibliography).
The definitions presented in this International Standard are designed for statistical purposes only.

1 Scope
This International Standard gives guidance on the keeping of national statistics to provide standardized

Avant-propos
L'ISO (Organisation internationale de normalisation) est une fédération mondiale d'organismes nationaux de
normalisation (comités membres de l'ISO). L'élaboration des Normes internationales est en général confiée
aux comités techniques de l'ISO. Chaque comité membre intéressé par une étude a le droit de faire partie du
comité technique créé à cet effet. Les organisations internationales, gouvernementales et non
gouvernementales, en liaison avec l'ISO participent également aux travaux. L'ISO collabore étroitement avec
la Commission électrotechnique internationale (CEI) en ce qui concerne la normalisation électrotechnique.
Les Normes internationales sont rédigées conformément aux règles données dans les Directives ISO/CEI,
Partie 2.
La tâche principale des comités techniques est d'élaborer les Normes internationales. Les projets de Normes
internationales adoptés par les comités techniques sont soumis aux comités membres pour vote. Leur
publication comme Normes internationales requiert l'approbation de 75 % au moins des comités membres
votants.
L'attention est appelée sur le fait que certains des éléments du présent document peuvent faire l'objet de
droits de propriété intellectuelle ou de droits analogues. L'ISO ne saurait être tenue pour responsable de ne
pas avoir identifié de tels droits de propriété et averti de leur existence.
L'ISO 9707 a été élaborée par le comité technique ISO/TC 46, Information et documentation, sous-comité
SC 8, Qualité — Statistiques et évaluation de la performance.
Cette deuxième édition annule et remplace la première édition (ISO 9707:1991) qui a fait l’objet d'une révision
technique afin de prendre en compte les développements de l'édition électronique.

Introduction
La présente Norme internationale a pour objet de donner à la communauté internationale des bibliothèques
des conseils sur la tenue des statistiques relatives à l’édition. Sa première édition était largement fondée sur
les Recommandations de l’UNESCO concernant la normalisation internationale des statistiques de production
[6]
et de distribution de livres, de journaux, de périodiques établies avec l’étroite collaboration de l’UNESCO.

Ces recommandations adoptées à la Conférence générale de l’UNESCO lors de sa 23 session tenue à Sofia,

le 1 novembre 1985, sont en cours de révision et devront être prises en compte dans les futures révisions de
la présente Norme internationale.
Cette révision était axée à l’origine sur l’intégration des changements économiques et technologiques
intervenus dans le monde des médias, du secteur de l’édition en particulier. Le domaine d’application de la
présente Norme internationale a été élargi pour couvrir les statistiques de production des publications
électroniques. Cette révision n’offre pas de méthodes pour recueillir les données statistiques sur la diffusion
des supports électroniques ni sur le champ émergent des imprimés à la demande; il est prévu que ces
chapitres spécifiques soient mis au point lors de la prochaine révision.
Les statistiques produites par différents pays sont à comparer directement. Les données statistiques du
secteur de l’édition étant généralement recueillies par différentes institutions telles que les associations
d’éditeurs, les bureaux des statistiques et les bibliothèques nationales traduisent le besoin de procédures
d’établissement conjointes. La présente Norme internationale poursuit l’harmonisation des définitions des
données en liaison avec les autres Normes internationales (voir Bibliographie).
Les définitions qui figurent dans la présente Norme internationale sont destinées à des fins statistiques
uniquement.

1 Domaine d'application
La présente Norme internationale donne des directives à la tenue de statistiques nationales afin de fournir des
informations normalisées sur divers aspects de la production et de la diffusion, dans un pays donné, de
publications imprimées, électroniques et de microformes (principalement les livres, les journaux et les
périodiques). De plus, la présente Norme internationale fournit des recommandations relatives à la
classification par sujets (voir Annexe A).
La présente Norme internationale ne s’applique pas aux types de publications suivants:
a) les publications éditées à des fins publicitaires, à condition que le texte littéraire ou scientifique ne
prédomine pas et que ces publications soient diffusées gratuitement, incluant
1) les catalogues commerciaux, les prospectus et autres publications commerciales, industrielles ou
touristiques à caractère publicitaire,
2) les publications publicitaires portant sur des produits ou des services fournis par l’éditeur, même si
elles portent sur des activités ou des progrès techniques d’un secteur industriel ou commercial;
b) les publications considérées comme éphémères, notamment
1) les horaires, tarifs, annuaires téléphoniques,
2) les programmes de spectacles, expositions, foires et salons,
3) les statuts, rapports et directives d’entreprises, les circulaires,
4) les calendriers, et
5) les textes électroniques en cours d’élaboration;
c) les publications dans lesquelles le texte ne prédomine pas, incluant
1) la musique imprimée à condition que la musique prédomine sur le texte,
2) les cartes et les plans (à l’exception des atlas), par exemple les cartes astronomiques, les cartes
hydrographiques et géographiques, les cartes murales ou routières, les cartes géologiques et les
relevés topographiques.
